Document Type: AMENDMENT #003 Solicitation Number: W911S6-20-Q-0006 Posted Date: 03/100189/2020 Original Response Date: 03/19/2020 Current Response Date: 03/19/2020 Product or Service Code: 3442 Set Aside: 100% SMALL BUSINESS NAICS Code: 333517

SIZE STANDARD: 500 EMPLOYEES

QUESTIONS AND ANSWERS –

1. Received 08 March 2020 8:27 PM Vendor Question – I don't see a requirement for at the minimum, manual crowning, and more likely CNC crowning. As a large commercial supplier of North America's #1 selling press brake brand, also USA produced and the brand most purchased by the U.S. government/ military, most machines of this size typically are provided with and require crowning to compensate for deflection on longer parts that will occur at or above the mid- tonnage range of the machine. Is there no requirement for manual or CNC crowning for this machine?

Government Response – Answered 09 March 2020 08:42 AM The brake press must have the CNC crowning as a standard feature, a wedge style system that is mated to each machine.

2. Received 10 March 2020 12:17 PM Vendor Question - you mentioned training on the equipment is needed. Please specify how many hours of training is required? Is training required for different shifts? Please advise...

Government Response – Answered 10 March 2020 13:20 PM - Typically it is two days 16-20 hours. One day for the machine and one day for the computer console/operations.

3. Received 10 March 2020 2:13 PM Vendor Question – Safety concerns & ANSI regulations Commercial standards would dictate for a machine this size:

-At minimum 18" of open height, 10" of stroke and 8" of closed space, not maximum 8" stroke. More stroke is always advantageous -Working speed of 50"/ min. would exceed OSHA standards -CRT 19", Cathode Ray Tube, monitors, are no longer made. Almost all commercially made press brakes supply LED and or touch screen controls.

Two key areas in this article, link below, regarding ANSI B11.3-2012:

'For instance, if a part obstructs the view of an optoelectronic safeguard (such as a light curtain or laser- or camera-based system) when the ram is open beyond the 0.25 in., the safeguard may need to be muted. In these cases, slowing the speed of the ram can be used as the safeguarding method.'

'These devices also use a safe speed, described previously. When the safeguard mutes, the brake ram slows to this safe speed-defined as 10 mm/second or less-and that safe speed needs to be monitored continuously. If it detects that the ram is moving more than 10 mm/second, then the machine must stop and create a fault that needs to be cleared by depression of a reset button.'

Government Response – Answered 10 March 2020 04:30 PM – Where the Government requirements conflict with existing regulation, ANSI, OSHA, Etc., Follow current safety regulations and request clarification (see link to article above)

4. Clarification – Item 0001-E WILA Press Brake Productivity Tooling Package, Includes Storage Cabinet – Change to read Item 001-E-Tooling certificate for WILA Precision Press Brake tooling and accessories. Value $30,000 USD.

The tool package is essentially a gift certificate that we can use to by the dies as needed from WILA. It is not cost effective for the vendor or us to try and buy the dies one at a time.

5. The display listed as CRT 19” in CLIN 001 can be LCD Touchscreen, based on current available commercial technology.
