Modifications to Labs 53 and 55, Bldg. 4156

Vision Statement

Modify Labs 53 and 55 for installation of combined glovebox-hood system.

1 Introduction The purpose of this effort is to remodel the Combined Chemical Test Facility (CCTF) Labs 53 & 55 to house a 24-ft long Glovebox-Hood System.

1.1 Project Title

Prepare CCTF Labs 53 and 55 to become one longer room to support a new 24-ft long Glovebox-Hood System.

1.2 Background

The West Desert Test Center (WDTC) has procured a new combined Glovebox-Hood system for laboratory testing. This newly developed equipment requires larger space in Bldg. 4156 than is currently available in a single lab. This project shall provide the necessary construction activities to combine two lab rooms and allow for the installation and operation of the system.

1.3 Summary of Work

The Contractor, under this contract, shall use professional standards and practices when installing a new wall opening and door, capping gas and air lines, re-routing water line, removing existing cabinets (floor & wall), and installing electrical junction boxes/wires as designed.

2 General Requirements

This section describes the general requirements for this effort. The following sub-sections provide details of various considerations on this construction effort.

2.1 Non-Personal Services

The Government shall neither supervise contractor employees nor control the method by which the contractor performs the required tasks. Under no circumstances shall the Government assign tasks to, or prepare work schedules for, individual contractor employees. It shall be the responsibility of the contractor to manage its employees and to guard against any actions that are of the nature of personal services, or give the perception of personal services. If the contractor believes that any actions constitute, or are perceived to constitute personal services, it shall be the contractor's responsibility to notify the KO immediately.

The contractor shall manage the timeliness, completeness, and quality of problem identification. The contractor shall provide corrective action plans, proposal submittals, timely identification of issues, and effective management of subcontractors. The contractor shall seek to ensure customer satisfaction and professional and ethical behavior of all contractor personnel.

2.2.2 Project management and coordination shall include, but not be limited to: Scheduling of all work, coordinating delivery of materials, quality control testing, request for an excavation permit, requesting blue staking of utilities, request for a hot-work permit, inspections of the work, coordination for scheduling road closures, and coordination for scheduling utility outages, and landfill usage for demolition materials.

2.2.3 The contractor shall not be allowed to claim a delay due to lack of coordination of the work and any testing, inspection, permit or blue staking requests, road closures, utility outages, and etc.

2.2.4 Contractor-Furnished: The contractor shall be responsible for and furnish all supplies, equipment, facilities and services required to perform the Work, including but not limited to the following:

2.2.4.1 Temporary utilities including electricity, i.e., generated power.

2.2.4.2 Electrical Power Cords: Provide grounded extension cords with receptacle outlets equipped with ground-fault circuit interrupters, reset button, and pilot light for connection of power tools and equipment. Use hard-service cords where exposed to abrasion and traffic.

Provide waterproof connectors to connect separate lengths of electric cords if single lengths will not reach areas where construction activities are in progress. Do not exceed safe length-voltage ratio.

2.2.4.3 Lamps and Light Fixtures: Provide general service lamps of wattage required for adequate illumination. Provide guard cages or tempered-glass enclosures where exposed to breakage. Provide exterior fixtures when exposed to moisture.

2.2.4.4 In other locations, provide hand-carried, portable, UL-rated, Class ABC, dry-chemical extinguishers or a combination of extinguishers of National Fire Protection Association (NFPA) recommended classes for the exposures.

2.14.3.2.1 Revise 2 sets of paper drawings by red-line process to show the as-built conditions throughout the progression of the project. Keep these working as-built marked drawings current on a weekly basis and at least one set available on the jobsite at all times. Changes from the contract plans which are made in the work or additional information which might be uncovered in the course of construction must be accurately and neatly recorded as they occur by means of details and notes. Prepare final record (as-built) drawings after the completion of each definable feature of work as listed in the Contractor Quality Control Plan (Foundations, Utilities, Structural

Steel, etc., as appropriate for the project).

2.14.3.2.2 Information shown on the working and final record drawings shall include but not be limited to the following:

1) The actual location, kinds and sizes of all sub-surface utility lines. In order that the location of these lines and appurtenances may be determined in the event the surface openings or indicators become covered over or obscured, show by offset dimensions to two permanently fixed surface features the end of each run including each change in direction on the record drawings. Locate valves, splice boxes and similar appurtenances by dimensioning along the utility run from a reference point. Also record the average depth below the surface of each run.

2) The location and dimensions of any changes within the building structure.

3) Correct grade, elevations, cross section, or alignment of roads, earthwork, structures or utilities if any changes were made from contract plans.

4) Changes in details of design or additional information obtained from working drawings specified to be prepared and/or furnished by the Contractor; including but not limited to fabrication, erection, installation plans and placing details, pipe sizes, insulation material, dimensions of equipment foundations, etc.

5) The topography, invert elevations and grades of drainage installed or affected as part of the project construction.

6) Changes or modifications which result from the final inspection.

7) Where contract drawings or specifications present options, show only the option selected for construction on the final as-built prints.

8) Systems designed or enhanced by the Contractor, such as HVAC controls, fire alarm, fire sprinkler, and irrigation systems.

2.14.3.2.3 Modify the record drawings as may be necessary to correctly show the features of the project as it has been constructed by bringing the contract set into agreement with approved working as-built prints, and adding such additional drawings as may be necessary. These working as-built marked prints must be neat, legible and accurate. These drawings are part of the permanent records of the project and must be returned to the Contracting Officer after approval by the Government.

2.14.3.2.4 Provide electronic copies of the record drawings in both PDF and AutoCAD 2010 compatible format. Only employ personnel proficient in the preparation of CADD drawings to modify the contract drawings or prepare additional new drawings. Additions and corrections to the contract drawings must be equal in quality and detail to that of the originals. Line colors, line weights, lettering, layering conventions, and symbols must be the same as the original line colors, line weights, lettering, layering conventions, and symbols. If additional drawings are required, prepare them using the specified electronic file format. The title block and drawing border to be used for any new final record drawings must be identical to that used on the contract drawings. Accomplish additions and corrections to the contract drawings using CADD files. The Contractor will be furnished "as-designed" drawings in AutoCAD 2010 format. The electronic files will be supplied on compact or DVD disc. Provide all program files and hardware necessary to prepare final record drawings.

2.14.3.2.5 Color code changes as follows:

1) Deletions (Red) - Over-strike deleted graphic items (lines), lettering in notes and leaders.

2) Additions (Green) - Added items, lettering in notes and leaders.

3) Special (Blue) - Items requiring special information, coordination, or special detailing or detailing notes.

2.14.3.2.6 Rename the Contract Drawing files in a manner related to the contract number (i.e., 98-C-10-.DWG). Use only those renamed files for the Marked-up changes. All changes shall be made on the layer/level as the original item.

2.14.3.2.7 When final revisions have been completed, show the wording "RECORD

DRAWINGS/AS-BUILT CONDITIONS" followed by the name of the Contractor in letters at least

3/16 inch high on the cover sheet drawing. In the revision block, mark all other contract drawings either "RECORD" drawing denoting no revisions on the sheet or "REVISED

RECORD" denoting one or more revisions.
