Dugway Proving Ground Directorate of Public Works 9 Apr 2015
SUBJECT: Directorate of Public Works Visitor Access Procedures for US Citizens
All visitors coming to Dugway Proving Ground (DPG) must fill out the spreadsheet, Site Visitor Information Sheet R3.xlsx, for all individuals. This information is required so we can process your request thru the new pre-registration system. All visitors will now have a new background check – see the News Release, ‘Tighter Security Checks for Visitors’, in the following pages. Foreign Nationals (non-US Citizens) have separate requirements and will be addressed separately – coordinate with your Contracting Officer’s Representative (COR) or Point of Contact (POC).
They are asking to allow three days for processing - if that is not possible, they can show up at the visitor center and they will run the background check - typically less than 20 minutes. If it is a weekend, it may take longer than 20 minutes - rumors are more than an hour. The only issue is if they have an adverse report, they will have made a long trip for nothing.
Visitors that will be at DPG for more than six months should fill out the form, ‘DPG Access Identification Application’ that will be provided by your COR or POC.
Recommend the prime contractor appoint one or two individuals to do all badge requests. DPW will not accept requests from subcontractors.
The preferred method of processing requests is electronic via email. The form is designed for electronic input with a pull-down menu for Status (section 14) and electronic signatures for Card Type (Section 19) and Supervisor Verification (Section 21). NOTE: Do not combine separate applications into one PDF file.
***** IMPORTANT NOTE ****** Sections 2 and 11 (SSN and driver's license number) should be completed by the individual requesting the badge at the Visitor Control Center when they get their badge (and not before) to protect their personal information. DO NOT complete when sending for signature from DPW!
Section 13 should be their company name. If they are a subcontractor, request they include the Prime Contractor's name in parentheses after their company name.
Section 14 should be CONTRACTOR ASSIGNED TO DPG (C) for long-term, recurring contracts, e.g., BASOPS / ISSC, custodial, refuse. All others should select, CONTRACTOR NOT ASSIGNED TO DPG (A).
Section 17 should be left blank.
Section 19 should be checked based on the location of the contract they are working. If they are unsure of which one to check, then they need to include the location of the project in the email with the badge request.
Your COR or DPG POC can sign section 19 - WDL and section 21 or direct you to someone that can sign.
Your COR is your primary DPW POC - start with them for signature - if no action (more than two days), call another DPW POC (for follow up).
Multiple requests cannot be combined into one document - the individual fields are not unique from page to page and they lose all information except page 1.
In the Subject Line of the email put: Visitor Access Request, Contract Number/Order).
Attach the spreadsheet and badge application as appropriate.
As with all emails, be sure to Cc your COR, Contract Specialist / Contract Administrator, Contracting Officer, etc. on email.

NEWS RELEASE
For IMMEDIATE RELEASE
January 30, 2015
Tighter Security Checks for Visitors
U.S. ARMY DUGWAY PROVING GROUND, Utah – Dugway is one of many military installations stateside that will implement tighter base background checks for non-Defense Department visitors through the Federal
Bureau of Investigation's National Crime Information Center Interstate Identification Index.
While Dugway has always been considered more stringent than other installations in terms of installation access, the Department of Defense (DoD) has determined an even more robust standard must be used for access control. The overall goal of this policy is to further ensure the safety of personnel working and living on military installations.
On October 17, 2014, the Secretary of the Army and Chief of Staff of the Army co-signed a General Officer
Management Office message to highlight the importance of installation access control and to direct actions by
Senior Commanders. This follows a year-long effort to emphasize, update and assess the army’s implementation of Homeland Security Presidential Directive-12 (HSPD-12) and Federal and departmental policies for vetting and credentialing individuals seeking access to army installations. In essence, Senior
Commanders will not grant unescorted installation access without the required identity proofing, vetting, and fitness determination for all personnel who do not possess a CAC, another Federal personal identity verification card or other DOD identification card.
"What this will add is an additional layer to what we’re doing for security access and control,” said Philip
Fishbeck, Director of Emergency Service (DES), of using the NCIC III.
On Dugway, DES requires three business days in advance for pre-registration in order to not impede the processing of visitors onto the installation. By pre-registering, the visitor, if approved, will only have to show a valid driver’s license to the processing officer at the Visitor Control Center (along with vehicle registration and insurance if driving on post).
“A standard check could take as few as five minutes, up to eighteen minutes per visitor; therefore, sponsors and visitors need to plan accordingly for this delay” Fishbeck said.

What will automatically flag your request?
The checks that contain credible derogatory information indicating that the individual may present a threat to the good order, discipline, or health and safety of the installation, will automatically flag your request. Such derogatory information includes, but is not limited to the following:
Current arrest warrant in the NCIC system;
Persons barred from entry to any other federal facilities;
Persons who may have been convicted of sexual assault, armed robbery, rape, child molestation, production or possession of child pornography, human trafficking, kidnapping, or drug possession with the intent to sell of distribute;
Registered sex offender;
Any felony conviction within the past ten years;
Persons identified on the Terrorist Screening Database as known to be or suspected of being a terrorist or belonging to an organization with known links to terrorism.
If someone is denied access, there is a process to appeal through the Installation’s senior leadership, Fishbeck said.
For additional information on required documents please contact the Installation Physical Security Office at
