The following items are applicable to this modification:
Question 186. Page 39 para 5.6.4 and page 44, PRS 5.6.4 states Guard and Reserve units are integrated into material development efforts. Can the Government elaborate on the requirements for this task and PRS item because there is 1 Defect per month as a standard, so what is required? Are these requirements only for the ELLC? Is this focused only on the Professional Education Center in Arkansas? Is this requirement to support every Guard and Reserve unit?
Answer: Predominantly, this is to support the Professional Education Center (PEC) in Arkansas and the National Guard Bureau (NGB) in Washington, D.C. Although the LLC Program supports the Guard and Reserve units, we do not deal with them individually, rather collectively or as integrated into each proponent school’s training mission.
The task is to support PEC, NGB, and the schools in facilitating training for the Guard and Reserves.
Question 187. Page 48, Attachment 1, Contractor Responsibilities, para 1.12 states contractor “…works with video medium, recording moving images on tape, disk, or other digital or electro-mechanical device, or possibly broadcasting live. Provides camera and lighting and other aspects of creating video footage for uploading onto the portal and/or incorporating into virtual training packages.” What location require this task? Does the Government provide all of the equipment to produce videos?
Answer: Yes, the Government provides all of the equipment needed to produce videos. Currently, video is produced at the Ft. Gordon and Ft. Leonard Wood sites.
Question 188. Page 48, Attachment 1, Contractor Responsibilities, para 1.14 states contractor provides instructor-led training to students, staff and faculty in the LCMS and 3rd party add-in software. Is the instructor-led training only at the performance locations listed at 1.6.6 or do the LLC personnel travel to provide this instructor-led training at other installations/schools?
Answer: The training is predominantly on-site at the locations listed in 1.6.6 or via Defense Collaboration Services (DCS). However, since travel is authorized on this contract, there have been occasions that a school has requested onsite training. This has been allowed on a case by case basis.
Question 189. Many of the Government’s tasks imply the use of different software to execute those tasks, i.e. web updates, capturing multiple metrics on users and systems for the Enterprise LLC, the Government’s Electronic Support Ticket Log, etc. Can the Government please provide a list of all software used on this contract, what it is used for, and also confirm that all software is Government furnished?
Answer: All software is Government-furnished. Most of the metrics are generated from reporting inside of the Blackboard Learn™ application or from scripts that were provided by the Blackboard, Inc. vendor to be used with their product. Most of this is done manually from the database. The Army Training Helpdesk (ATHD) application that is used is Remedy.
Question 190. Where are the Enterprise LLC servers located, i.e. here is the Server Farm?
Answer: The ELLC servers are located at Ft. Eustis, VA with the ELLC.
Question 191. Are the servers referenced for Fort Gordon physically on Fort Gordon and at the LLC location?
Answer: Yes for the SIPRNet. For the Ft. Gordon NIPRNet (unclassified) capability, the servers are at Ft. Eustis, VA. As stated in Attachment 2 of the PWS, item A:
The ELLC hosts the unclassified content for three of the other sites: Ft. Gordon, GA, Ft. Leonard Wood, MO, and the Judge Advocate General Legal Center and School (TJAGLCS), Charlottesville, VA.
Question 192. Are the servers referenced for Fort Leavenworth physically on Fort Leavenworth and at the LLC location?
Answer. No. The Ft. Leavenworth LLC uses the Blackboard.com facility at Chantilly, VA.
Question 193. Are the servers reference for Fort Leonard Wood physically on Fort Leonard Wood and at the LLC location?
Answer: No. The Ft. Leonard Wood servers are at Ft. Eustis, VA. As stated in Attachment 2 of the PWS, item A:
The ELLC hosts the unclassified content for three of the other sites: Ft. Gordon, GA, Ft. Leonard Wood, MO, and the Judge Advocate General Legal Center and School (TJAGLCS), Charlottesville, VA.
Question 194. Are the servers to maintain either physically or virtually at TJAGLCS?
Answer: No. TJAGLCS servers are at Ft. Eustis, VA. As stated in Attachment 2 of the PWS, item A:

Question 195. Where are the approximate 20 individual workstations located that need to be maintained at Fort Leonard Wood? What does “maintain” them mean in terms of tasks?
Answer: There are 12-14 workstations that are co-located with the MSCOE LLC and are used for troubleshooting student issues and for the media suite edit bay. Maintaining means keeping them running – switch out video card, or DVD or hard drive if needed.
Question 196. Page 68, Para 5.4.4 states the contractor must “create, program, modify, and maintain, simulations and mobile applications” but amendment #1 states mobile app development is not required. Please clarify requirements.
Answer: Mobile application development is not required. The work that is being done is to develop content that can be played via a mobile device.
Question 197. In the PWS, paragraph 1.6.3 states, “The contractor shall submit a complete Quality Control Plan (QCP) to the COR within fifteen (15) days after contract award.” In Section M, the explanation for Factor 2, Element 5 – Quality Control – states, “the offerors proposal shall include a Quality Control Plan.” Can the Government confirm that offerors are required to include a QCP in Volume II of the proposal, even though they are required to submit a complete QCP to the COR post-award. If yes, can the Government increase the page limit for Volume II so offerors can provide a complete Quality Control Plan without detracting from our responses to other Management and Technical Elements. If the Government will not increase the page limit for Volume II, can the Government confirm whether a Quality Control approach will be evaluated as an acceptable response to Factor 2, Element 5, as opposed to complete Quality Control Plan.
Answer: The intent of Section M, Factor 2, Element 5, is not for the offerors to submit their entire formal Quality Control Plan, but to describe their general processes for implementing quality control. The offeror who is awarded the contract will submit the formal Quality Control Plan as discussed in the PWS.
