RFIS
1) Note 1 on drawings E1 and E2 indicates to provide data\power boxes suppling cubicles quantity bases on cubicle layout, please provide cubicle layout and requirements for data and power.
A: Currently the exact cubicles and layout is not known. Contractor will be provided the drawings for layout when received. As noted on drawings, (BOX LOCATED ABOVE
CEILING). QUANTITY AND LOCATIONS BASED ON CUBICLE LAYOUT FROM
COMPANY (SUBJECT TO CHANGE). Only required to bid to these locations. Any other additional locations will be modified as needed, for supplemental work within the original scope of work.
2) Drawing A2 shows a wall being removed and replaced but nothing is shown on the electrical drawing E2 are there any electrical requirements?
A: State law requires electrical outlets every 6ft. This scope and requirement will follow same suite.
3) At the project walk thru it was said that all outlets were to be replaced this is not shown on the contract drawings but indicated in the spec section3.1.10B and 3.1.10C says contractor is responsible for quantity are there as-built drawing available to review or can we set up another opportunity for visit the site?
A: No alternate site visits will be provided. The contractor is responsible for replacing about 65 outlets.
4) There are several walls being removed shown on drawings but there are no electrical requirement shown for removal or reinstallation of fire alarm horn strobes as well as the mass notification system please provide direction and quantities.
A: All electrical removed from the walls shall be brought back to the source. All horns and strobes shall be reinstalled in the ceiling. Quantity (may have slight variance in count) is:
Outlets 65 Switches 22 Fire Alarm Strobe 8 Strobe/Horn Combo 12
5) Kitchenette details on drawing A3 depicts power outlets but there are none shown on the electrical drawings are these outlets required and if so please provide direction.
A: Yes outlets are required. Utilize these drawings to estimate the requirement of the outlets required (as depicted on drawings).
6) Drawing A8 shows new reflected ceiling layout for lighting it was mentioned at the onsite visit all lights were to be removed, stored and reinstalled but it was noticed that all lights were not operational and that the fixtures in rooms 200 and 201 were supported above the dropped ceiling to the deck above is it the intent to install fixtures in the same manor or should fixtures be modified for below grid installation?
A: Install in the same manner as prior.
7) I cannot find a spec for the lighting fixtures on this project. Only for the nano tubes. Is there one?
A: Contractors are to reuse existing lighting. There is no requirement to install new.
8) Please provide a series of pictures showing the general work areas so that we can forward to potential subcontractors.
A: Please see pictures on BETA SAM file
9) Will the elevator be available to us for use? Any restrictions?
A: The contractor will have access to the elevator, no restrictions, unless required for manufacturing.
10) Who removes the furniture, shelving, filing cabinets, items hung on the walls etc?
A: Government is responsible for removals of all un-permanent equipment or furniture.
11) Please provide abatement report.
A: The contractor that is low will be allowed to access any and all surveys of potential asbestos or remediated inventory in the areas worked. This will be once in contract, and an agreement that the notification or opportunity to review has been staffed to the company will be required prior to work start. Currently, only flooring in building 35 metrology is deemed asbestos (see SoW #
6OD006)
12) If Asbestos is found above the ceiling will that require a change order?
A: Any unforeseen conditions will be evaluated and addressed through FAR 52.236-2, “Differing Site Conditions”
13) The floor and adhesive in building 35 / room 209 and surrounding corridor appeared to be wood floor. Striping of asbestos adhesive with solvent can leak through and be problematic for work spaces below. How will the arsenal address this issue if it becomes a problem?
A: Concrete flooring is believed to below the wood subfloor. However, it will be the contractor’s responsibility to mitigate this issue through resealing of concrete.
14) Who is the fire alarm contractor and what the extent of testing required is.
A: The fire alarm contractor can be any qualified individual that is able to work on Simplex Grinnell (Johnson Controls) proprietary product. The testing is that all alarm systems shall be in same working order as current conditions.
15) To what extent is the preparation of existing painting to be restored prior to finish painting? Preparation of existing flaking paint
A: Scrape in a means that does not create dust. Any loose paint will be removed from the walls or surfaces. When complete, the surface shall be of smooth condition, and free of defect.
16) Evidence of effervescence is seen around many window jambs and frames. How is this to be quantified and treated?
A: Removal of any efflorescence will be the contractor’s requirement, as per surface preparation.
This is minimal, and can be treated per commercial chemicals, or other means and methods. If, in fact, the requirement is unquantified or found outside of what was within plain view, a modification may be warranted under the FAR 52.236-2 clause.
17) Are the window grids to be painted? If so is repairing loose glazing required?
A: Yes, window grids to be painted. No loose glazing will be required to be repaired.
18) Painting of heat radiator covers. Multiple layers of paint has chips, dents etc. How are these to be treated?
A: Paint the covers as currently exist. The prior dents are not of concern to this project.
19) Is door and window hardware to be stripped to bare metal and recoated?
A: No.
20) In general the condition of the existing surfaces, walls, trim, windows, radiator covers etc. is old and in poor condition. Is the arsenals objective to strip existing paint to bare product and repaint as if new?
A: No. If the paint does not adhere to surfaces after provision of proper industry standard surface preparation, this will be addressed as needed with the Contracting Officer’s Representative.
21) There are 5 temperature sensors shown as being removed and reinstalled on the electrical drawing E1. However, they do not appear to be reinstalled at the same locations they were removed from. Additionally, if these are thermostats, this would not typically fall under the EC scope of work. If the EC is to do this work, what type of cable is required to extend to the new locations? Can this cable be spliced and extended or does a new cable need to be run and from where?
A: Cables and wiring needs to be in compliance with the product manufacturer of the sensor, and tied into the existing Johnson Controls Metasys Building System (if disconnected). This is something that is often completed by contractors during renovations at the Watervliet Arsenal.
The current controllers are mainly Johnson Controls TE-68NT-0N00S.
22) Regarding the new split ductless AC unit and the electrical contractors’ responsibilities for this unit. This unit is not shown on the electrical drawings. I assume a new circuit will be needed to supply this unit. How far is the electrical panel that will be supplying this unit, is there an available breaker in this panel? Is the electrical contractor expected to provide any disconnects, or will they be provided with the unit? Also, mechanical drawing M1 says the contractor is to supply fire alarm tie ins for this unit. Does this fall under the EC or MC scope? Additionally, what is the goal of tying into the fire alarm? According to the part numbers listed for this unit, it is a mini ductless, so there wouldn’t be any duct detectors. Is this just a monitor module?
A: No fire alarm tie-in required for a 3 ton HVAC. There should be a panel within 40’. Questions regarding the scope and who is required to do the work is not a division of duties the Government will direct or clarify.
23) Will there be any additional electrical specifications issued? The only electrical spec. in the bid package is for low voltage power conductors and cables. It appears we would need fire alarm, data, and device specs going off of the drawings. Additionally, we would need circuit breaker specs if any new breakers are required for any new circuits as well as a spec for disconnects if they are required for the ductless AC unit.
A: Contractor is responsible for Government Submittals. This is to include breaker specs that the contractor will decide upon after seeing the panel and requirements.
24) Drawings A7 from the Metrology Office drawing set and drawing A8 from the ODP offices set indicate new smoke detectors to be tied into the existing system. I believe it was mentioned during the site visit that these smoke detectors are already existing. Please clarify if there are any new smoke detectors to be provided as well as a specification if new devices are required.
A: The Contractor is to reuse the currently installed detectors. No new will be installed.
25) Drawing E1 from the OD-P Offices building 35 drawing set show new data outlets. Please provide a specification for the outlets and cabling required as well as the location of the data room where these devices will be tying in. Also, could the furniture layout drawings from Accent NY be provided to us as well?
A: The furniture layouts are not provided currently. Citing Accent NY is in error, and should be omitted, as contractor for furniture is unknown. The contractor shall use T568B for terminations.
Copper outlets/connectors shall be TIA/EIA CAT6 for all projects. All connectors shall be 8-pin/8-position insulation displacement terminations wired as per T568A (default configuration) or T568B (if required to maintain system configuration uniformity, security or other user-specified reasons). Category 5-, CAT5e-, and CAT3-rated connectors shall not be used in new construction or in rehabilitation projects. The copper outlet/connector and plugs shall be un-keyed unless (1) the user requires a keyed outlet/connector and plugs to maintain system uniformity, security, or (2) there are other user-specified reasons.
26) Drawing D1 shows 3 temperature sensors being removed but drawing E1 shows 5 sensors being re installed who will be responsible to provide the additional sensors required? Please provide electrical requirements for the wiring of these devices as well as a model number to provide additional sensors if it falls under the electrical portion of the scope.
A: All new sensors will be required to be supplied by the contractor. Installation required will be tied into Metasys system, as outlined in response to Question 22. Above.
RFIS #2
RFI’s for Bldg 35 Metrology
GENERAL
1- Will all the construction area be available for demo and reconstruction at one time?
A. Yes.
ARCHITECTURAL
1- DOORS AND GLAZING.
a. In the SOW 3.2.13 can you clarify the rail and stile dimensions of the aluminum doors?
A. Utilize the drawings to estimate style dimensions. It needs to match as best possible with Room 108. The doors are cited as “Door shall match as best as possible with room 018.”
2. Doors are called to be aluminum exterior store front doors. Are the windows also to be store front windows?
A. No. The windows do not need to be store front. There is no mention of store front in current scope of work or associated drawings.
3. SOW calls for Marvin Cladding or equivalent. Marvin is a residential door. Did you want a commercial aluminum store front door? Also there is no color selected. Can you specify a color so it can be priced correctly?
A. Marvin has a commercial line. Please review this, or it can be equivalent product. The color scheme should not be an issue for pricing.
4. Hardware sets call out crash bars and a mortise lock. Are there special security requirements for these rooms? Would a standard heavy-duty lockset with a 6 pin core meet the requirements?
A. From scope “h. Commercial Hardware Package shall be locking. This shall include closer, rim device, mortise lock and kick plate.” Lock must accept 6 pin Best Core.
5. The walls are shown to be framed with 2 ½” studs. Store front framing is usually 4” or 4 ½” deep so the door frame would stick out from the wall. Would a 3 5/8” stud wall with a 4” store front door frame be acceptable?
A. If desired. Note the above response about store front.
6. The roof is shown to be metal stud framed but no depth or gauge is shown for the studs. The existing office has corrugated decking for a roof. The HVAC equipment is being mounted on the roof and personnel will need to stand on the ceiling to install the equipment. What requirements are there for the office roof to make it safe to walk on? Future maintenance will also require personnel to access the roof.
A. See revised drawings “A1_REVISED-A1” dated 03 March 2020
7. The sow calls to reuse glazing that is in the modular walls that get removed. Are we to figure on replacing any glazing in the entire modular wall of room 019 or just where the new offices attach to that room? If it includes the entire modular wall system is there a quantity of plexiglass panels that are to be replaced?
A. The scope of work calls out where possible to reuse existing glass. Factor in to replace all. “Replacement glass shall be laminated glass, with the same overall thickness as the existing glass”
8. Are the metal panel covers required on both sides of the modular wall or only the interior side as shown on the drawings?
A. Exterior gets 5/8” Gypsum Board. Paint Color will be chosen at time of submittals. Contractor shall meet thickness as called out in the scope.
9. Is the exterior of the modular wall being painted?
A. Yes.
ELECTRICAL
10. Drawing M1 states to tie in the new AHU to Fire Alarm. Are fire dampers required?
Please clarify what is to be tied into the fire alarm such as does it just shut the unit off if a fire alarm is activated?
A. Existing Fire Alarms are Simplex Grinnell (Johnson Controls). Tie in and functionality will need to be staffed through the local representative.
11. Where is the fire alarm panel located in the building?
A. Exact location will be shown after award.
ABESTOS
12. Can you clarify which room or rooms require asbestos flooring abatement?
A. The floors in Rooms 018 and 019 are called out and assumed asbestos (in the SOW).
SPRINKLER
13. There are 9 heads in 019,19A but the new drawing for that space shows 15 heads and then an additional 6 heads in the other 3 offices. Is the main that covers this area large enough to accept 12 new sprinkler heads? Are we required to do load calculations on the new design?
A. Design is based on current code for fire suppression. Contractor is required to install to the design.
RFI’s for building 35-2 AND 23-2
GENERAL
14. Will all the construction area be available for demo and reconstruction at one time? If it is phased can you give us some indication how it would be phased?
A. See new drawings with Phases (Amendment 0003).
15. There were several exhaust fans and air conditioners in windows on the site visit. Are any of these being removed, painted, replaced or cleaned.
A. Not called out in the specification. Do not include.
16. Will all furniture and equipment in all the rooms be removed by the government? Can you give us some idea how much will remain if not?
A. All furniture and equipment will be removed prior to work start.
ARCHITECTURAL-
17. SOW calls for dumpster to be at least 33’ from the building. Is it possible to use a chute to a dumpster? Can we put the dumpster closer to the building if a chute is allowed?
A. Exact location of dumpster determined after award. No issue with use of chute.
Contractor responsible for clean up of any debris each day that is found outside of chute.
18. Door number 10 calls for replacement on the door schedule but the wall is not shown to be removed. Are knock down frames allowed where the wall is not removed or should we figure selective demo at this location?
A. The doors will be removed. New slabs will be provided and installed. The frames can be reutilized and painted.
19. The block flooring in Rm. 201 calls to be refinished. There are large gaps and loose blocks and possibly some that are not in good condition and need replacing. Is there an amount we should consider for replacement?
A. No. Contractor will refinish as mechanically able.
20. Spec section 092900 calls for gypsum ceiling repairs. What locations have gypsum ceilings that remain? There are none noted on the drawings to be repaired.
A. Selective repairs to chipped areas are required. If calculation is required, assume 200 Square Feet.
21. Please clarify that there is no work in the stairwell that goes from building 23-2 to 35-2?
A. This is shown as removed (not included) on new drawings (Amendment 0003).
ELECTRICAL
22. Drawing D2 note B to remove all electrical, data and phone back to source where walls are being removed. Where is the data/phone closet? Can they be carefully removed above the ceiling relocated and tested?
A. Exact locations to be shown after award. Propose to the scope of work.
23. “Drawing A8 Building 35 shows multiple new supply and return diffusers. The SOW has no HVAC work indicated. Are there any specifications for these diffusers? Are there any drawings of existing HVAC systems that these diffusers connect to?”
• Sheet D1 does not indicate demolition / removal / or otherwise of an HVAC system.
• Sheet A8 shows supply and return diffusers in the “new space configuration.
o Are we to use the existing diffusers? …or are we to purchase new diffusers?
o What are we connecting to? .. is there an existing duct system / flex connectors?
o Or …because the SOW does not mention HVAC system do we ignore the HVAC on A8.?
A. Save and re-use the diffusers
ABESTOS
24. Can you clarify which room or rooms require asbestos flooring abatement?
A. None known.
REVISED DRAWING “A1_REVISED-A1” changes scope 6OD006 as follows:
