TECHNICAL CLARIFICATIONS

Technical Clarifications Requested and Answers Provided in Reference to RFP # W911PT19R0006 for 120mm M298 Cannon Forge Tubes (12577300, Revision E):

1) Drawing # 8769067 has four classes for acceptance criteria. Which class applies for this project?

- Drawing # 8769067 was inadvertently made part of the original Technical Data Package and

Solicitation, Section C, Attachment A, General Data/General Drawing. The requirement for Magnetic Particle Inspection (MPI) by a vendor was removed with the latest revision to Drawing # 12577300, Revision E. The removal of this requirement addresses questions 1 – 3. See Amendment 0001.

2) 1252119, Revision A, paragraph 3.1 states, "NONDESTRUCTIVE TESTING. SIE will be subject to magnetic particle inspection prior to acceptance and/or certification. Zero indications allowed." Doe he requirements of Drawing 8769067 take precedence over the requirements of 1252119?

- Drawing # 8769067 was inadvertently made part of the original Technical Data Package and

Solicitation, Section C, Attachment A, General Data/General Drawing. The requirement for MPI by a vendor was removed with the latest revision to Drawing # 12577300, Revision E. The removal of this requirement addresses questions 1 – 3. See Amendment 0001.

3) It is our understanding that Watervliet performs MPI on all mortar tubes when received. To facilitate the MPI performed at Watervliet, vendor completely removes all fluorescent magnetic particle carrier residue from the mortar tube. This is a time consuming and expensive process. We propose elimination of the magnetic particle test performed by vendor since Watervliet is inspecting 100% of this product. An acceptable alternate proposal is for vendor to continue to perform the magnetic particle test and for fluorescent magnetic particle carrier residue being allowed on the mortars delivered to Watervliet.

- Drawing # 8769067 was inadvertently made part of the original Technical Data Package and

Solicitation, Section C, Attachment A, General Data/General Drawing. The requirement for MPI by a vendor was removed with the latest revision to Drawing # 12577300, Revision E. The removal of this requirement addresses questions 1 – 3. See Amendment 0001.

4) RDAR-EIQ-WB Form 317-E, page 3 of 8, Section 9 refers to "Critical Characteristics", and special requirements applicable to Critical Characteristics. Do the items produced under this project include Critical Characteristics?

- In accordance with QAP 12577300, the vendor will be required to develop a Critical Characteristics

Control Plan (CCCP). This plan will need to be reviewed and approved by the Government.

Government assistance with development will be provided.

- In accordance with QAP 12577300, characteristic numbers 1 and 2, located on page 4 of 8 are identified as critical characteristics.

5) Where are targets 13 through 15 and 17 mentioned in Drawing # 13075798, Note 9?

- See print attached in FBO

6) Which of the targets indicated in Drawing # 13075798 is used for angle beam inspection? If the notches are the targets that do not have a 1.19 or .79 mm dimension, what is the source of these sizes? Please refer to ASTM E2375, Figure 3 for notch sizes used for Class AA.

- Notches are used for the shear wave, and the flat bottom holes are for the longitudinal (Class AA)

7) What is the total number of flat bottom holes required to satisfy Drawing # 13075798?

- 7 flat bottom holes

8) What is the total number of notches required to satisfy Drawing # I3075798?

- 10 notches and 7 flat bottom holes is the minimum requirement

9) ASTM E2375 Class AAA notches are to be 3% of Wall deep × 1.60 mm long, or 0.585 mm deep X × 1.60 mm long. ASTM E2375 Class AA notches are to be 5% of Wall deep × 6.35 mm long, or 0.975 mm deep X 6.35 mm long

The notches indicated on this drawing are 0.38 mm deep X 0.76 mm long. This notch size is smaller than prescribed for Class AAA in ASTM E2375. Please verify that the intention is to require an acceptance criteria beyond ASTM E2375 Class AAA for angle beam inspection.

- That is correct the, notches will be smaller than the AAA standard
