AMENDMENT 002

The purpose of amendment 002 to solicitation W911PT-18-R-0016 is as follows:

1. Change the closing date of the proposal from 14-JUN-2018 3pm DST to 13- JUL-2018 3pm DST.

2. Change the acquisition from 100% small business set-aside to full and open competition. Block 10 of the SF1449 has changed from 100% small business set-aside to unrestricted (full and open competition).

3. All other terms and conditions of solicitation W911PT-18-R-0016 remain unchanged.

The following have been modified:

AMENDMENT 001

The purpose of amendment 001 to solicitation W911PT-18-R-0016 is as follows:

1. Change the closing date of the proposal from 4-JUN-2018 1pm EST to 14-JUN-2018 1pm EST.

2. In paragraph 1 of the Scope of work (SOW)

FROM: This specification describes the requirements for the turn-key installation of a front loading, continuous pressure, roll blasting cabinet capable of processing tubes that range 8 to 16 inches in outside diameter and 10 to 40 feet in length. The turn-key installation shall include all inter-machine wiring and airlines. The maximum workpiece weight will be 8,000 lbs. The machine shall be similar in design and function to the Watervliet Arsenal’s existing Tube Abrasive Blasting Machine, WV 12797, with one exception being the ability to accommodate a longer, heavier workpiece. The machine’s capabilities shall be equal to or better than WV 12797.

The machine shall be similar in design and function to the Watervliet Arsenal’s existing Tube Abrasive Blasting Machine, WV 12797, with one exception being the ability to accommodate a longer, heavier workpiece. The machine’s capabilities shall be equal to or better than WV 12797.

3. Section 3.3.5 is changed as follows:

FROM: 3.3.5 Control Panel: The control shall be an Allen Bradley PLC. The Watervliet Arsenal’s existing tube blasting machine, WV 12797, utilizes a PanelView 550 HMI. If the proposed machine will use an HMI other than a PanelView 550, the contractor shall quote as a separate option, retrofitting WV 12797 with proposed machine’s HMI. The retrofit shall include installation and testing.

TO:3.3.5 Control Panel: The control shall be an Allen Bradley PLC. The Watervliet Arsenal’s existing tube blasting machine, WV 12797, utilizes a PanelView 550 HMI. If the proposed machine will use an HMI other than a

PanelView 550, the contractor shall quote as a separate option, retrofitting WV 12797 with proposed machine’s

HMI. The retrofit shall include installation and testing.

4. Section 3.2 is changed as follows:

FROM: 3.2 Machine Specific Requirements: The new continuous pressure tube abrasive blasting machine shall be capable of blasting the outer diameter of cylindrical tapered tubes between 10 and 40 feet in length. Workpieces may weigh up to 8,000 lbs and measure up to 16” in outer diameter. The machine shall be capable of being loaded by overhead crane. The machine shall rotate a workpiece as it is blasted with 60 grit aluminum oxide blast media.

The machine shall be capable of manual blasting operation as well as automatic blasting of programmed zones.

Offered machine must meet or exceed the following characteristics. The vendor shall review and ensure the requirements in the following paragraphs are appropriate for the machine being ordered. If there are conflicting options designated or if other options are required the vendor shall immediately notify the technical POC for clarification.

5. Add Section 6.3:

6.3 Prior Customer List:

The Watervliet Arsenal is committed to the procurement of the most up to date technology available in the commercial marketplace. It is our established policy not to finance R&D efforts when an established state of the art technology already exists which will satisfy the requirements of the specification. Offerors are required to submit a list of prior customers to whom they have furnished equipment essentially identical to that being offered in accordance with the specification. This list will include company names, addresses, and the names of points of contact. This information will be used to:

A. Verify the contractor meets the responsibility criteria at FAR 9.104

B. Provide the opportunity for the Watervliet Arsenal to contact the prior customers for confirmation that the offeror’s repair parts and service organization will satisfy the requirements of paragraph 3.1.24 of the specification.

6. Add Section 6.4:

6.4 Standard or Optional Equipment: The machine described by this specification shall be provided with all required equipment whether or not stated requirements are standard or optional with the machine tool builder/supplier. Proposals which include offers of any specified equipment or specific requirements as an option, or as options at extra cost, may be considered as non-responsive.

7. Add Section 6.5:

6.5 Special Foundations: Due to the periodic need for machine tools to be relocated because of changing production requirements, it is the Arsenal's preference to avoid special foundations. The footnote to paragraph

3.1.22(a) of this specification defines the essential properties of the machine shop floors at the Arsenal. It also defines special foundation as any foundation which requires alteration to that floor. That includes not only the installation of deeper concrete footings, and/or isolation pads, but also any excavations within the floor to house chip conveyors, coolant sumps, wire ways, and other items. Consequently, offerors are to provide with their proposals a narrative addressing the foundation requirements for the machine tool being offered. This narrative must address at least the following questions:

A. Will the offered machine tool require a special foundation?

B. If so, why is the foundation required? The response to this question should make clear whether the foundation is required for vibration isolation, retention of leveling and alignment, installation of support hardware of systems or a combination of these.

C. If a foundation is required for vibration isolation or for retention of leveling and alignment, what will be the probable impact upon machine tool performance and longevity if the Arsenal chooses not to provide the foundation?

8. Update Attachment 0001 - Comply Sheet with Revision A.

9. All other terms and conditions of Solicitation W911PT-18-R-0016 remains unchanged.
