STATEMENT OF WORK (SOW)
FOR
Building 40-1 Passenger Elevator Complete Modernization
AT
Watervliet Arsenal Building40-1
Project #: 7PW034
Installation Management, Public Works Division Facilities Engineering (TAWV-IMP-F)
PART 1 GENERAL
1.1 SUMMARY OF WORK
1.1.1 Project Description
This Statement of Work (SOW) defines the effort required for the complete removal and modernization of the passenger elevator in Building 40-1., Watervliet Arsenal. The existing elevator system has a Montgomery Elevator Miprom microprocessor logic controller with a “dry” power unit installed in 1984. The elevator is designed for general passenger usage and is rated for 3500# at a nominal 110 fpm.
The controller is original to this installation and is provided with Phase I and Phase II fire service operation.
Modules and smoke detectors are currently located in the machine room and the elevator lobbies.
1.1.2 Location of Work
a. The work is located at 40-1, approximately as indicated. The exact location will be shown by the Contracting Officer.
1.1.3 Period of Performance
a. The contractor shall be required to (i) commence work under this contract within 7 calendar days after the date the contractor receives notice to proceed, (ii) prosecute the work diligently, and (iii) complete the entire work ready for use not later than 120 calendar days after notice to proceed was given. The time stated for completion shall include final cleanup of the premises.
1.1.4 Hours of Operation
a. Normal duty hours are 7:00 AM through 4:00 PM, Monday through Thursday, and 7:00 AM through 3:00 PM on select Fridays (the arsenal is closed every-other Friday). Federal holidays are non-work days. If a federal holiday falls on a Saturday or Sunday, the preceding Friday or following Monday is a work holiday.
1.2 SUBMITTALS
1.2.1 General Submittal Requirements
a. The contractor shall provide submittal documents via e-mail to the Contracting Officer for review and approval. Provide all physical (non-document) submittals (including but not limited to material swatches, samples, etc.) directly to the Contracting Officer for review and approval. All submittals require government approval unless otherwise explicitly stated.
b. The contractor shall reference APPENDIX A “Consolidated List of Submittals” for the complete list of required submittals.
1.2.2 Contractor Safety Plan
a. The contractor shall submit a safety plan which is specific to the work activity being performed under the scope of this project for Government review and approval.
1.2.3 Lockout / Tagout (LOTO) Acknowledgement
a. The Contractor shall sign and submit a “Lockout/Tagout (LOTO) Notification Acknowledgement Record” prior to working on or de-energizing any electrical equipment.
1.2.4 Asbestos Notification Acknowledgement Record
a. The contractor shall sign the “Asbestos Notification Acknowledgement Record” and submit this form to the Project COR prior to starting project work.
1.2.5 Project Schedule
a. The contractor shall create a project schedule and submit for Government review and approval.
b. The project schedule shall detail the phases of work and the overall timeline for the execution of the work. The contractor shall include delivery dates, appropriate milestones, and shall clearly detail any requirements for work performed outside of regular hours of operation.
1.3 GENERAL REQUIREMENTS
1.3.1 Watervliet Arsenal Information for Contractors (WAIC)
a. The contractor shall perform all work in strict conformance with Watervliet Arsenal Instructions for Contractors (WAIC). The contractor shall read and understand this document prior to submitting a proposal. The WAIC is publically available at:

1.3.2 Utility Outage Requests and Utility Connection Requests
a. Schedule work to minimize outages. For utility outages and connections required during the execution of work that affect existing systems, coordinate schedule with COR. Schedule utility outages and connections to minimize disruptions to the Government. No additional payment will be provided for utility outages and connections required to be performed outside the regular work hours.
b. The contractor shall notify the Contracting Specialist a minimum of two (2) business days before the contractor starts work. The contractor shall notify the COR a minimum of seven (7) business days before the shut-down of a utility or building service.
1.3.3 Safety Requirements
a. The contractor is required to provide the proper control of hazardous energy (lockout/tagout) per
OSHA 29 CFR 1910.147.
b. The contractor shall inspect the project work site prior to starting work, and shall request a copy of the asbestos building inspection records to verify the location and description of known asbestos-containing materials.
1.4 ON-SITE PERMITS
1.4.1 Excavation (Dig Permit)
a. The clearance of buried utilities will be performed by the Government in advance of the Contractor performing subsurface work, unless otherwise explicitly stated.
b. The Contractor shall obtain a copy of the completed Utility Clearance Permit (WVA Form 420-2-E) from the COR prior to performing subsurface work. Verify existing utility locations indicated on contract drawings, within area of work.
1.4.2 Hot Work and Confined Space
a. Obtain permit for welding, burning, use of flame, or entry into confined space from WVA Fire Department by calling (518)266-5990 each day the permit is to be used.

1.6 CONTRACTOR EQUIPMENT
1.6.1 Equipment Identification
a. The contractor shall create and affix a label to all large equipment, dumpsters, and other mobilized property, which is weather-resistant (laminated, or within a see-thru label hanger), securely affixed to the equipment or visible through a window, and which clearly displays the General Contractor’s:
i. Company Name, POC Name (first, last), POC phone number, Project Number (7PW034).
1.6.2 Waste Dumpster
a. The contractor shall place any waste dumpsters in a manner that does not interfere with thru-traffic.
b. Place waste dumpsters with a minimum of 33’ clearance from any building, unless otherwise approved. The final location shall be coordinated with, and approved by the COR before any dumpsters are mobilized.
c. Cover all waste dumpsters when not in use, and before the end of each work shift. The cover shall be weather-tight.
d. Note: The Contractor shall be required to retain and submit copies of all Bills of Lading and Weight Slips associated with the disposal of construction and demolition C&D) debris.
PART 2 PRODUCTS
2.1 GENERAL
All work shall be in strict accordance with product manufacturer’s instructions and specifications, including but not limited to manufacturer guidance for storage, staging, application, installation, and disposal of the product.
2.1.1 Hazardous Materials
a. The contractor shall submit Safety Data Sheets (SDS) for all hazardous materials to be used.
2.1.2 Asbestos, Mercury, Lead, PCB
a. Unless otherwise stated, all materials for this project shall be new. All products shall not contain any asbestos, mercury, chromium/lead paint, Class I Freon, and Polychlorinated Biphenyls (PCB), and shall state such on the manufacturer’s original packaging.
2.1.3 DoD Green Procurement Program
a. All construction materials shall meet the applicable requirements of the DoD Green Procurement Program, specifically recycled content products, environmentally preferable products and services, bio-based products, energy-and water-efficient products, alternate fuel vehicles and alternative fuels, products using renewable energy, and alternatives to hazardous or toxic chemicals as found at <http://www.acq.osd.mil/dpap/cpic/cp/docs/USA001967-08-DPAP.pdf>.
2.2 PRODUCTS
2.2.1 New Hydraulic Elevator
a. Pre-Engineered 3500# holed hydraulic passenger elevator; ADA Compliant.
2.2.2 Ancillary Items
a. 3 phase, lockable, protected main line disconnect with building ground.
b. Single phase 110V disconnect, fused and lockable, rated for 15A.
c. GFCI protected convenience outlets
d. Lighting with no less than 200 lx, LED with lamp breakage protection.
e. Sump pump
f. Smoke Detectors
g. Split heating and air conditioning unit with independent ventilation.
h. Emergency hands-free telephone
2.2.3 Drop Ceiling
a. One hour Floor/Ceiling fire rated 2’ x 2’ drop ceiling. Fire Resistance Assembly Rating based on ASTM standards.
2.2.4 Overhead Hoist Structure
a. Metal Studs/ Truss
b. Horizontal Corrugated Metal Siding (Color TBD)
c. Standing Seam Metal Roof (Color TBD)
PART 3 EXECUTION
3.1 ITEMS OF WORK
3.2 EQUIPMENT OVERVIEW: The existing elevator is a Montgomery passenger hydraulic elevator installed in 1984. The existing equipment is in fair condition. The existing elevator controller is typical for its time of installation consisting of circuit boards and relays.
3.3 Montgomery Elevator was purchased by Kone Elevator in 1994 and therefore the existing system components are no longer manufactured and have only limited availability.
3.4 The existing hydraulic system has consistently passed the required pressure tests, but have multiple inspection violations.
3.5 The existing controls do not meet the current elevator code requirements.
3.6 The existing cab is in fair to poor condition. Floor tiles are missing and broken, which is not unusual for elevator floors since the cab floor flexes as the elevator moves.
3.7 The existing machine room has ducts, conduit, flexible conduit, drain lines and water piping running through the room which are unrelated to the operation of the elevator.
3.8 There are presently non-elevator materials stored in the elevator machine room, which is not permissible per the elevator code.
3.9 During the last inspection, the following items were found to be out of compliance and would be required to be repaired to pass inspection:
3.10 The existing door protection is powered from the Cab Lighting circuit. The door protection would be disabled when the car lighting disconnecting means is turned off. This is not permissible by code.
3.11 Car lighting circuit should not exceed 15A since the wiring utilized for these functions is not suitable for the higher 20A circuit.
3.12 The emergency bell is not functional.
3.13 The emergency phone is not functional.
4. NOMINAL DIMENSIONS/DATA:
4.1. Machine room (EMR): 7’-9” w x 8’-1” d, 9’-2” under ductwork (low point)
4.2. Hoistway: 8’-4” w x 8’-1” d (depth assumed to be the same as EMR)
4. 3 Pit Depth: 3’-10 ½” deep
4.4 Net travel: 1-2: 15’ (estimated), 2-Attic could not be estimated
4.5 Capacity: 3500lb
4.6 Door Width/Type: 3’-6” Center Opening, 7’-0” Clear height
4.7 Height under cab top: 8’-0”
5. General Construction
a. The Contractor shall remove all existing components that are associated with the Montgomery Hydraulic passenger elevator. When the pit is open for viewing, the Contractor shall notify the COR for viewing.
b. The Contractor shall install Pre-Engineered 3500# holed hydraulic passenger elevator; ADA Compliant with (6’8” x 5’5” clearance inside, speed comparable to existing. This is to include all electronics controlling devices associated with install of a new elevator.
c. The Contractor shall remove the existing door assembly. The existing door assembly may contain asbestos and shall be bagged and disposed of properly.
d. The Contractor shall ensure general construction includes all hoist-way and machine room fire resistance ratings are not compromised, where required, including opening protectives for doors and ductwork.
e. The Contractor shall remove the window on the South side of the hoist-way and replace with shatter proof acrylic material. The material shall also have a privacy frosted coating/covering and grids to match the rest of the building windows to it.
f. The Contractor shall install a pit ladder extending no less than 4’ above the lowest landing within reach of the hoist-way door, interlock releasing lever is required.
g. The Contractor shall assume the estimated rail forces imposed by a 3500 pound capacity holed hydraulic elevator is F1 = 550; F2 = 450. Any new rail support should not exceed 15’ between locations. Pit Reaction due to buffer impact = 16,000 pounds.
h. The Contractor shall construct the shaft with a minimum fire rating of 1 hour per the 2015 Building Code of NYS, Section 713.4, for shaft connecting less than four stories. No venting required.
i. The Contractor shall install all new smoke detectors within 21’ of each elevator landing. The new detectors shall be tied into the existing Digitized system and programed so that they are fully functional at project closeout.
- Location of the panel shall be discussed prior to the project start.
j. Relay devices to initiate recall signals and flashing fireman’s warning signal to the car are required and are currently provided in the machine room. The Contractor shall install one additional module to flash the elevator car fireman’s hat when the detector in the machine room is activated.
5.1 Electrical
k. The Contractor shall install a pit light switch, required, and must be accessible from the lowest elevator door opening. Along with the switch the Contractor shall install an LED pit light with no less than 200 lx and light breakage protection.
l. The Contractor shall install a new lockable, protected, 3 phase main line disconnect with building ground as required. The disconnect shall be located where it is readily accessible to authorized personnel, preferably adjacent to the strike side of the machine room. All wiring needs to be brought from the disconnect to the controller.
m. The Contractor shall install GFCI protected convenience outlets as required in the pit and machine room.
5.2 Machine Room
n. The Contractor shall install an ABC type fire extinguisher in the machine room.
o. The Contractor shall install a one hour fire rated door on the machine room with self-closing, self-locking hardware.
p. The Contractor shall make sure all elevator equipment has a minimum of 18” of clearance per
ASME 17.1.
q. The Contractor shall assume the estimated heat load of 15,000 BTU for the elevator equipment in the machine room unless otherwise specified by the equipment to be installed.
r. The Contractor shall install a single phase, 110V disconnect as required to be located in the elevator machine room for the car light and alarm. The 110V disconnect needs to be fused, lockable and rated for 15A. The location shall be adjacent to the machine room door.
s. The Contractor shall install GFCI protected convenience outlets as required by NYS elevator code in the pit and machine room.
t. The Contractor shall remove any flexible tubing and replace them with hard line conduit.
u. The Contractor shall install a drop ceiling in the machine room.
v. The Contractor shall install 3 LED lights into the drop ceiling.
w. The Contractor shall install shunt trip on the panel. This is required due to the existing sprinkler system.
x. The Contractor shall install a split system HVAC unit with enough capacity to hold the temperature to the requirements of the elevator equipment. Typically this is between 50F and 80F at 95% non-condensation.
5.3 Communications
y. The Contractor shall install an emergency hands-free telephone that shall be connected to a the Watervliet Arsenal Security line for 24/7 answering services.
z. The Contractor shall install a telephone line in the elevator machine room, adjacent to the controller.
aa. Per the current code (ASME A17.1-2013), the Contractor shall install an elevator phone line in the cab shall be connected to the elevator phone, and if it becomes non-functional, it shall sound alarm only capable of being silenced for 24 hours at a time. The Contractor shall also install a visual light indicator light in the hall.
5.4 Roof Top Hoist Structure
bb. The Contractor shall remove the existing hoist-way roof structure and replace with a new structure allowing for a minimum of 12’3” of overhead clearance measured from the uppermost landing served.
cc. The Contractor shall install a hoist beam at the top of the shaft with a minimum rating of 5000 pounds. The clear overhead shall be measured to the bottom of the hoist beam.
dd. The Contractor shall use standing metal seam roofing material and horizontal corrugated metal siding for the construction. All wall structures shall be metal studs and roof structure shall be metal truss. The roof structure shall pitch downward facing south with a minimum pitch of ¼.
ee. The Contractor shall assume the estimated rail forces imposed by a 3500 pound capacity holed hydraulic elevator is F1 = 550; F2 = 450.
5.5 PIT
ff. The Contractor shall install a light switch for the pit that shall be accessible from the lowest elevator door opening.
gg. The Contractor shall install a sump pump in the pit and connect it to a dedicated simplex outlet per requirements. The outlet shall not be GFCI protected.
hh. The Contractor shall fill the pit between the hoist-way and machine room with material that will meet a 2 hour fire rating when complete.
6. CLOSEOUT REQUIREMENTS
6.1 Construction and Demolition Debris
ii. The Contractor shall submit copies of all Bills of Lading and Weight Slips associated with the disposal of construction and demolition (C&D) debris under this scope of work. Submit documentation to project COR.
6.2 Cleanup of Work Site
jj. The contactor shall clean all work areas and remove all tools, equipment, debris, materials, and all waste from the premises.
kk. The contractor shall remove all debris from any remote holding locations, to include any excavation and concrete equipment chute cleanout debris.
ll. The contractor shall remove their equipment from Watervliet Arsenal premises within five (5) working days after completion of project work.
6.3 Restoration of Work Site
mm. The contractor shall repair any items, building surfaces, equipment or miscellaneous items which were damaged during the execution of this SOW. Items that cannot be repaired to restore original function or aesthetics shall be replaced in kind by the Contractor at no additional charge to the Government.
nn. Grass, trees, and other vegetation affected by project work shall be restored to same or better condition as existed prior to the start of project work. The Contractor shall prepare the affected areas to eliminate uneven areas and low spots. Remove foreign materials, weeds, and damaged soil. The
Contractor shall scratch the area to a depth of three (3) inches where topsoil is to be placed. Spread topsoil to a uniform, compacted depth of less than five (5) inches over areas to be reseeded. Rake until smooth. The Contractor shall seed, fertilize, and water the area to establish grass.
6.4 Warranty
oo. The contractor shall provide a [1] year warranty on the following equipment/systems.
i. Workmanship and Construction.
ii. Elevator and all components related to.
6.5 As-Built Drawings
pp. The contractor shall provide as-built drawings for the following.
i. Elevator install, to include all electrical and systems.
ii. Overhead roof hoist shaft extension.
6.6 Operation and Maintenance Manuals
qq. The contractor shall provide [4] hard copies of full operations and maintenance manuals to the project COR for the following equipment/systems.
i. All elevator related components.
6.7 Training
rr. The contractor shall provide [4] hours of on-site training for up to ten (10) government employees for the following equipment/systems.
i. Elevator electronics and basic maintenance.

APPENDIX B: Quality Assurance Surveillance Plan (QASP)
PURPOSE
This Quality Assurance Surveillance Plan (QASP) will be used as a guide to Government Quality Assurance Personnel (QAP). It provides a systematic method to evaluate the services the contractor is required to furnish.
SURVEILLANCE PROCEDURES
Timeliness: Progress is maintained to assure compliance with completion time.
Quality: Conformance with statement of work and industry standards.
Tasks: Performed according to statement of work requirements.
Problem Resolution: Contractor submits deliverables in accordance with the contract and resolves any deficiencies identified by the government in the final submission. Following final submission, contractor resolves any additional deficiencies identified by the government and resubmits and or corrects within one week.
Delivery: Contractor submits each deliverable in accordance with the statement of work and terms of the contract.
PERFORMANCE AREAS
Management Responsiveness: Evaluate the adequacy of the contractor’s responsiveness and their ability to keep the government informed of work progress and provides for early problem identification and effective corrective action plans.
Schedule Control: Evaluate the contractor’s adherence to completion schedule.
Performance: The contractor will be evaluated as to the workmanship and adherence to the statement of work.
EVALUATION CRITERIA
(Outstanding). Indicates performance clearly exceeds contractual requirements. The area of evaluation contains few minor problems for which corrective actions appear highly effective.
(Satisfactory). Indicates performance clearly meets contractual requirements. The area of evaluation contains some minor problems for which the corrective actions appear satisfactory.
(Unsatisfactory). Indicates the contractor failed to satisfy contractual requirements and recovery is not likely in a timely manner. The area of evaluation contains serious problems for which the corrective actions were ineffective.
DOCUMENTATION
Documentation used to perform surveillance will consist of random government inspections and inspection records, as well as the evaluation of final work product delivery by the project COR/COTR.
RATING
Contractor will be given an overall rating of Outstanding, Satisfactory, or Unsatisfactory by the Government Technical point of contact or Contracting Specialist Representative, if appointed, 3 using the above evaluation criteria.
