STATEMENT OF WORK (SOW)
FOR
Replace Existing 300KVA Transformer Building 121
AT
Watervliet Arsenal Building 121 Project #: 7PW028 Revision 2, dated 20 March 2017
AAS: 170040021
Installation Management, Public Works Division Facilities Engineering (TAWV-IMP-F)
PART 1 GENERAL
SUMMARY OF WORK
1.1.1 Project Description
a. This Statement of Work (SOW) defines the effort required for removing & replacing Existing 300 kVA oil filled Transformer Bldg. 121. The oil in the unit will be evacuated by the Arsenal on the day of removal. Accordance to the nameplate, transformer has 200 GAL Liquid in its tank and total WT IS 5775LB. Disconnect the high and low sides of the existing transformer, along with any conduits physically attached. Disconnect 480V feeder from the existing transformer to the existing 480V Disconnect switch in according to the electrical drawing E102. Install a new 112.5 kVA Transformer (CU, 480∆ - 208 Y, dry type) inside building 121 and connect the primary and secondary feeder, utilizing existing fusible disconnects. Replace the 480V feeder from manhole (MH) 14 to the existing 480V disconnect switch according to the electrical drawing E102. Double tap this connection and supply 480V to a new fusible disconnect for the transformer primary. The transformer secondary shall have new conductors connected to a new fusible disconnect, then connected to the existing 225A load center. Test the secondary voltage and the phasing of a new transformer. Verify the grounding system and modify to meet NEC. The 300 kVA transformer and the existing fencing surrounding the transformer shall be removed from the Arsenal, by the contractor. The end result will be nothing on the existing pad, no fencing and no conduits protruding upward on the pad. All conduits will be capped or filled as to not leak.
1.1.2 Location of Work
a. The work is located at Bldg 121, approximately as indicated. The exact location will be shown by the Contracting Officer.
1.1.3 Period of Performance
a. The contractor shall be required to (i) commence work under this contract within 15 calendar days after the date the contractor receives notice to proceed, (ii) prosecute the work diligently, and (iii) complete the entire work ready for use not later than 60 calendar days after notice to proceed was given. The time stated for completion shall include final cleanup of the premises.
1.1.4 Hours of Operation
a. Normal duty hours are 7:00 AM through 4:00 PM, Monday through Thursday, and 7:00 AM through 3:00 PM on select Fridays (the arsenal is closed every-other Friday). Federal holidays are non-work days. If a federal holiday falls on a Saturday or Sunday, the preceding Friday or following Monday is a work holiday.
SUBMITTALS
1.1.5 General Submittal Requirements
a. The contractor shall provide submittal documents via e-mail to the Contracting Officer for review and approval. Provide all physical (non-document) submittals (including but not limited to material swatches, samples, etc.) directly to the Contracting Officer for review and approval. All submittals require government approval unless otherwise explicitly stated.
b. The contractor shall reference APPENDIX A “Consolidated List of Submittals” for the complete list of required submittals.
1.1.6 Contractor Safety Plan
a. The contractor shall submit a safety plan which is specific to the work activity being performed under the scope of this project for Government review and approval.
1.1.7 Lockout / Tagout (LOTO) Acknowledgement
a. The Contractor shall sign and submit a “Lockout/Tagout (LOTO) Notification Acknowledgement Record” prior to working on or de-energizing any electrical equipment.
1.1.8 Project Schedule
a. The contractor shall create a project schedule and submit for Government review and approval. IF contractor requires entire substation to be shut down for any reason to complete this task, notification needs to be provided to WVA PW (CPT Stephens) at least 3 weeks prior to proposed shutdown, which will also have to be an RDO (regular day off) Friday or a Saturday.
b. The project schedule shall detail the phases of work and the overall timeline for the execution of the work. The contractor shall include delivery dates, appropriate milestones, and shall clearly detail any requirements for work performed outside of regular hours of operation.
1.1.9 Specs and Tests
a. Watervliet Arsenal Public Works Division will ensure proper oil sampling will be performed prior to any shutdown or work being performed on this transformer, to determine current PCB level.
b. Prior to replacement, WVA shall have all oil removed from the current transformer and properly disposed of, off-site.
GENERAL REQUIREMENTS
1.1.10 Watervliet Arsenal Information for Contractors (WAIC)
a. The contractor shall perform all work in strict conformance with Watervliet Arsenal Instructions for Contractors (WAIC). The contractor shall read and understand this document prior to submitting a proposal. The WAIC is publically available at:

1.1.11 Utility Outage Requests and Utility Connection Requests
a. Schedule work to minimize outages. For utility outages and connections required during the execution of work that affect existing systems, coordinate schedule with COR. Schedule utility outages and connections to minimize disruptions to the Government. No additional payment will be provided for utility outages and connections required to be performed outside the regular work hours.
b. The contractor shall notify the Contracting Specialist a minimum of two (2) business days before the contractor starts work. The contractor shall notify the COR a minimum of seven (7) business days before the shut-down of a utility or building service.
1.1.12 Safety Requirements
a. The contractor is required to provide the proper control of hazardous energy (lockout/tagout) per OSHA 29 CFR 1910.147.
b. The contractor shall inspect the project work site prior to starting work, and shall request a copy of the asbestos building inspection records to verify the location and description of known asbestos-containing materials.
ON-SITE PERMITS
1.1.13 Excavation (Dig Permit)
a. The clearance of buried utilities will be performed by the Government in advance of the Contractor performing subsurface work, unless otherwise explicitly stated.
b. The Contractor shall obtain a copy of the completed Utility Clearance Permit (WVA Form 420-2-E) from the COR prior to performing subsurface work. Verify existing utility locations indicated on contract drawings, within area of work.
1.1.14 Hot Work and Confined Space
a. Obtain permit for welding, burning, use of flame, or entry into confined space from WVA Fire Department by calling (518)266-5990 each day the permit is to be used.

CONTRACTOR EQUIPMENT
1.1.18 Equipment Identification
a. The contractor shall create and affix a label to all large equipment, dumpsters, and other mobilized property, which is weather-resistant (laminated, or within a see-thru label hanger), securely affixed to the equipment or visible through a window, and which clearly displays the General Contractor’s:
i. Company Name, POC Name (first, last), POC phone number, Project Number.
1.1.19 Waste Dumpster
a. The contractor shall place any waste dumpsters in a manner that does not interfere with thru-traffic.
b. Place waste dumpsters with a minimum of 33’ clearance from any building. The final location shall be coordinated with, and approved by the COR before any dumpsters are mobilized.
c. Cover all waste dumpsters when not in use, and before the end of each work shift. The cover shall be weather-tight.
d. Note: The Contractor shall be required to retain and submit copies of all Bills of Lading and Weight Slips associated with the disposal of construction and demolition C&D) debris.
PART 2 PRODUCTS
GENERAL
All work shall be in strict accordance with product manufacturer’s instructions and specifications, including but not limited to manufacturer guidance for storage, staging, application, installation, and disposal of the product.
2.1.1 Hazardous Materials
a. The contractor shall submit Safety Data Sheets (SDS) for all hazardous materials to be used.
2.1.2 Asbestos, Mercury, Lead, PCB
a. Unless otherwise stated, all materials for this project shall be new. All products shall not contain any asbestos, mercury, chromium/lead paint, Class I Freon, and Polychlorinated Biphenyls (PCB), and shall state such on the manufacturer’s original packaging.
2.1.3 DoD Green Procurement Program
a. All construction materials shall meet the applicable requirements of the DoD Green Procurement Program, specifically recycled content products, environmentally preferable products and services, biobased products, energy-and water-efficient products, alternate fuel vehicles and alternative fuels, products using renewable energy, and alternatives to hazardous or toxic chemicals as found at <http://www.acq.osd.mil/dpap/cpic/cp/docs/USA001967-08-DPAP.pdf>.
PRODUCTS
2.1.4 Product
a. Product requirement Three Phase surface or vertically mounted transformer. Transformer shall be rated @ 112.5 kVA, 480 V / 208V (∆ - Y connection), 60 Hz
b. Hanging bracket or surface mounting material (TBD). Transformer shall be mounted above the acceptable vertical level in which someone could potentially injure themselves (at least 8’ or higher)
PART 3 EXECUTION
ITEMS OF WORK
a. The Contractor shall complete the items of Work in accordance with the Project Drawings and Specifications. All connections shall be made through rigid conduit, unless determined to otherwise be inefficient or unsuitable for the prescribed installation. All items removed from service shall be handed over to the WVA Electrical shop (POC CPT Stephens/Joe Lavigne) once all work is complete.
b. Electrical Power.
1. The contractor shall identify and isolate power to existing 300KVA Transformer from input and output circuits and verify power has been disconnected prior to working on electrical service.
a. The contractor will provide a minimum of 48 hour notice for needed coordination with Watervliet Arsenal Public Works assistance
3.1.2 New Works
a. Prepare the transformer for removal. Disconnect the high and low sides of the transformer, along with any conduits physically attached.
b. Pull out the existing 300 kVA transformer, remove from WVA and dispose of properly. Remove any remaining conductors (480V and 208V supplies) and seal any openings on pad. Fence shall be removed in conjunction with this project.
c. Place the new transformer in determined internal location
d. Supply and connect new 480V feeder from MH 14, 500 MCM, copper to existing 400A disconnect
i. Supply and connect new 480V feeder from SS 2B1A, connecting to existing breaker supplying power to compressors in building 121. Breaker will be identified for contractor after contract is awarded. Feeder will be run from SS along West side of BLDG 110, ~ 70’ to the existing pull panel and utilize the spare/open conduit to feed over to BLDG 121. Use 4” rigid conduit and run 500 MCM copper conductors with properly sized grounding conductor. Conductor length will be roughly 250’, +/- 10%, while conduit requirements will be ~100 LF to include all necessary fittings/connectors.
e. Supply new 600V disconnect, rated at 200A, protected by 150A fuses (Primary)
f. Supply and connect new 480V feeder to transformer (through disconnect 3.1.2.e), AWG 1/0, copper
g. Supply new 250V disconnect, rated at 250A, protected by 225A fuses (Secondary of transformer)
i. Physical size may be an issue, so provide specs for projected panel prior to purchase
ii. Utilize existing disconnect #8 for secondary of transformer.
h. Supply and connect new 208V feeder from transformer to existing disconnect #8, 300 MCM, copper
i. Dependent on new disconnect size, 300 MCM may be spliced prior to disconnect to allow for future expansion. COR (CPT Stephens) will make this determination
i. Supply and connect new 208V feeder from disconnect to load center, 4/0, copper
j. Supply and route new conduit and conductors, per proposed drawing, to remove existing disconnects and fuse panels and connect all 208V loads to existing load center, except disconnect #11.
k. Test the secondary voltage of the transformer and adjust if necessary to obtain 208Volts.
l. Test the phasing and change primary connections if necessary.
m. Submit transformer specs, tests.
n. Un-land existing feeder circuit in SS 1A4, properly isolate the leads and label them with the following: “Circuit is located in MH 14”; Pull existing feeder from the 300 kVA transformer back to MH 14, properly isolate the leads and label them with the following: “Circuit originates from SS 1A4” and ensure that the conductors are properly secured.
o. Based on DWG BLDG 121 existing_REV1_21MAR17, make the following changes in the 225A load center (#15):
i. Disconnect #1 shall be removed; land on 2 pole 30A breaker in panel #16
ii. Disconnect #2 shall be removed; land on a new 2 pole 60A breaker
iii. Disconnect #3 shall be removed; land on an existing 3 pole 60A breaker
iv. Disconnect #4 shall be removed; land on a new 2 pole 30A breaker
v. Disconnect #5 shall be removed; land its loads (2) on existing single pole 20A breakers
vi. Disconnect #6 shall be removed; this is currently the feeder for the 225A load center
vii. Disconnect #7 shall be removed;
viii. Disconnect #8 shall be removed; this is currently the 208V, 400A main; replace with 225A fused disconnect 3.1.2.h
i. Disconnect #8 shall remain and serve as the secondary main and will be connected directly to the existing 225A load center. Install conduit to route conductor into the existing junction box and into the load center. Fuses shall be sized at 250A.
ix. Wire-way #9 shall be removed; the resulting exposed conduit shall be capped
x. Disconnect #10 shall be removed; this disconnect is currently not in use
xi. Disconnect #11 shall NOT be removed; land on new 3 pole 100A breaker directly connect to load side of disconnect #8, parallel to 225A load center
xii. Wire-way #12 shall be removed
xiii. Wire-way #13 shall be removed; ensure coils in 480V panel are disconnected/removed
xiv. Cover #14 shall be removed and replaced; ensure new cover is rigid and free of sharp edges; utilize at least 2 screws per side (8 total) to properly secure the cover
xv. Load center #15 shall be primary 208V load center; All 208V loads shall originate from this location, to include all subpanels, minus disconnect #11
xvi. Load center #16 shall remain; feed panel from new 2 pole 80A breaker from #15
xvii. Disconnect #17 shall be removed; land on new 2 pole 30A breaker in #16; provide ~ 10’ of rigid conduit and conductors to tie in at point 17.1 on drawing
xviii. 15 kVA Transformer #18 and all supporting conduit and conductors (primary and secondary) shall be removed; leave 480V buss duct switch in place
xix. Connect existing AC load to panel #16; provide ~20’ of rigid conduit and conductors and tie in at point TDB on roof of internal building; land on new 2 pole 30A breaker
xx. #19 depicts the physical location to install the new transformer. Dimensions are 28 ¼” x 28” of useable footprint space; height is negligible as there is plenty of clearance.
3.1.3 Installation
a. Electrical installation shall conform to IEEE C2, NFPA 70, and to the requirements specified herein. Provide new equipment and materials unless indicated or specified otherwise.
b. Grounding NFPA 70 and IEEE C2, except that grounding systems shall have a resistance to solid earth not exceeding 5 ohms.
c. Warning Sign mounting provide the number required to be readable from each accessible side.
d. Sealing when the installation is complete, the contractor shall seal all entries into the equipment enclosure with an approved sealing method.
CLOSEOUT REQUIREMENTS
3.1.4 Construction and Demolition Debris
a. The Contractor shall submit copies of all Bills of Lading and Weight Slips associated with the disposal of construction and demolition (C&D) debris under this scope of work. Submit documentation to project COR.
3.1.5 Cleanup of Work Site
a. The contactor shall clean all work areas and remove all tools, equipment, debris, materials, and all waste from the premises.
b. The contractor shall remove all debris from any remote holding locations, to include any excavation and concrete equipment chute cleanout debris.
c. The contractor shall remove their equipment from Watervliet Arsenal premises within five (5) working days after completion of project work.
3.1.6 Restoration of Work Site
a. The contractor shall repair any items, building surfaces, equipment or miscellaneous items which were damaged during the execution of this SOW. Items that cannot be repaired to restore original function or aesthetics shall be replaced in kind by the Contractor at no additional charge to the Government.
b. Grass, trees, and other vegetation affected by project work shall be restored to same or better condition as existed prior to the start of project work. The Contractor shall prepare the affected areas to eliminate uneven areas and low spots. Remove foreign materials, weeds, and damaged soil. The Contractor shall scratch the area to a depth of three (3) inches where topsoil is to be placed. Spread topsoil to a uniform, compacted depth of less than five (5) inches over areas to be reseeded. Rake until smooth. The Contractor shall seed, fertilizer, and water the area to establish grass.
3.1.7 Warranty
a. The contractor shall provide a [1] year warranty on the following equipment/systems.
i. 112.5 kVA Transformer
3.1.8 As-Built Drawings
a. The contractor shall provide as-built drawings for the following.
i. Test Reports
ii. Certificates
iii. Manufacture’s Field Reports
iv. Operation and Maintenance Data
3.1.9 Operation and Maintenance Manuals
a. The contractor shall provide four (4) hard copies of full operations and maintenance manuals, as well as digital files, to the project COR for the following equipment/systems.
i. 112.5 kVA Transformer 480/ 208V.
3.1.10 Training
a. If required, the contractor shall provide #6 hours of on-site training for up to ten (10) government employees for the following equipment/systems.
i. 112.5 kVA Transformer 480/ 208V.

APPENDIX B: Quality Assurance Surveillance Plan (QASP)
PURPOSE
This Quality Assurance Surveillance Plan (QASP) will be used as a guide to Government Quality Assurance Personnel (QAP). It provides a systematic method to evaluate the services the contractor is required to furnish.
SURVEILLANCE PROCEDURES
Timeliness: Progress is maintained to assure compliance with completion time.
Quality: Conformance with statement of work and industry standards.
Tasks: Performed according to statement of work requirements.
Problem Resolution: Contractor submits deliverables in accordance with the contract and resolves any deficiencies identified by the government in the final submission. Following final submission, contractor resolves any additional deficiencies identified by the government and resubmits and or corrects within one week.
Delivery: Contractor submits each deliverable in accordance with the statement of work and terms of the contract.
PERFORMANCE AREAS
Management Responsiveness: Evaluate the adequacy of the contractor’s responsiveness and their ability to keep the government informed of work progress and provides for early problem identification and effective corrective action plans.
Schedule Control: Evaluate the contractor’s adherence to completion schedule.
Performance: The contractor will be evaluated as to the workmanship and adherence to the statement of work.
EVALUATION CRITERIA
(Outstanding). Indicates performance clearly exceeds contractual requirements. The area of evaluation contains few minor problems for which corrective actions appear highly effective.
(Satisfactory). Indicates performance clearly meets contractual requirements. The area of evaluation contains some minor problems for which the corrective actions appear satisfactory.
(Unsatisfactory). Indicates the contractor failed to satisfy contractual requirements and recovery is not likely in a timely manner. The area of evaluation contains serious problems for which the corrective actions were ineffective.
DOCUMENTATION
Documentation used to perform surveillance will consist of random government inspections and inspection records, as well as the evaluation of final work product delivery by the project COR/COTR.
RATING
Contractor will be given an overall rating of Outstanding, Satisfactory, or Unsatisfactory by the Government Technical point of contact or Contracting Specialist Representative, if appointed, 3 using the above evaluation criteria.
