1. Classification of work performed under this contract will be up to and including SECRET. All personnel working at the Army SBIR PMO contractor leased site or a designated government site shall have, prior to commencement of work, a clearance of SECRET or higher and will be subject to HQ RDECOM security requirements. Interim access, prior to the adjudication of investigations, will be considered on a case‐ by‐case basis and shall be coordinated through the COR and approved by HQRDECOM Security Officer prior to work commencement.
2. The contractor’s FSO will initiate a request for a NACLC using US Office of Personnel Management
(OPM) e‐Qip on all contract personnel assigned to work on this initiative. The FSO will notify the COR and the RDECOM Security Manager in writing the date investigation request was submitted for processing via e‐Qip.
3. ACCESS to AUTOMATED INFORMATION SYSTEM (AIS) access requires a favorable security clearance investigation for RDECOM‐LAN server accounts.
3. Performance at the Classified level will be at the Army SBIR PMO, contractor leased facility, address
TBD and within a 10 mile radius of the Route 715 Gate to Aberdeen Proving Ground, MD and at the locations so designated in the Performance Work Statement (PWS) for nine Technical Assistance
Advocates (TAAs) per PWS Paragraph 2.3.3.3.
4. Safeguarding of Classified information will be in accordance with the National Industrial Security
Program Operating Manual (NISPOM) (DOD 5220.22M), The NISPOM Supplement 1 (DOD 5220.22M –
Sup 1), and applicable DOD and Department of the Army (DA) regulations.
5. The contractor will access ONLY classified sensitive information or “For Official Use Only” (FOUO) information related to this contract.
6. No foreign nationals will be used on this contract unless approved by the Contracting Officer. When requesting approval, through the COR, the contractor shall furnish full name, date of birth, place of birth, registration number, type of visa, port of entry and type of position in which employee will be utilized.
7. The contractor must receive a security briefing regarding the safeguarding of classified material prior to access. Signature of contractor personnel required on DD2875 for NIPRnet information.
8. All program material will be returned to the Army SBIR PMO (user agency) at the completion of this contract. Contract personnel provided access to any information marked FOUO during the contract effort must ensure the protection of that information as described in DoD 5350.7‐R, DoD Freedom of
Information Act Program as well as in accordance with the attached GUIDANCE FOR THE PROTECTION
OF FOUO INFORMATION (see attachment).
9. In accordance with Block 12, Above, the contractor shall ensure that prior to the release of any information outside the Government, that a request for release is routed through the Contracting
Officer for review and approved by RDECOM Security G2 and Public Affairs, G5
