AMENDMENT NOTES
1. The purpose of this amendment is to provide a revised copy of the Statement of Work, answer questions submitted by industry, and provide photos of the site.
2. Revised copy of the Statement of Work (SOW) is included in this amendment as an attachment (Attachment 1) . SOW revision is comprised of clarifications provided in 4.2 Demolition and update in 6.1 Delivery.
3. Vendor questions and answers QUESTION 1: What is the scope of demolition?
This is defined in section 4.2 of the SOW.
QUESTION 2: Will demolition of the units occur all at once or one at a time?
Current production schedules will require one or more of the three blast rooms to be operational at all times.
QUESTION 3: Do you have a SDS for the CARC (Chemical Attack Resistant Coating) paint that is being blasted off of equipment?
No, there are multiple types of CARC that have been applied to military vehicles. See attached USAPHC (Army Public Health Center) document “CARC_Paint_37-011-0313.pdf” for more information. Some blasting media with dry CARC residue is free of heavy metals. However, some blasting media with dry CARC residue does contain heavy metals and must be handled and disposed of accordingly. For purposes of this contract, it is to be assumed all CARC dust collected is contaminated with heavy metals. (Attachment 4)
QUESTION 4: Do you have an SDS for the Aluminum Oxide that you are using for the sand blasting?
Yes, see attached “SDS-61 – Brown Fused Aluminum Oxide.pdf”. (Attachment 5)
QUESTION 5: Please provide any drawings, dimensions, and details of the existing dust collectors, and ductwork.
See attached “e433-19.pdf” and “Overhead shot B433.jpg”. Also see SOW section 4.3 for footprint limitations.
Section 6.2.2 of SOW requires a site visit after contract award to verify all equipment dimensions and locations of utilities at the installation site.
QUESTION 6: Please provide any drawings, dimensions, and details of the existing sand blasting rooms.
See attached “e433-19.pdf” and “Overhead shot B433.jpg”. Also see SOW section 4.3 for footprint limitations.
Section 6.2.2 of SOW requires a site visit after contract award to verify all equipment dimensions and locations of utilities at the installation site. Improvements to the blast rooms themselves are not in scope for this contract.
QUESTION 7: How many operators are there in each booth at any given time?
Typically, there is one operator in each booth. However, it is not unusual for two operators to be simultaneously blasting in a booth.
QUESTION 8: Is compressed air used in the blasting? If so, what PSI?
Yes, 90 psi
QUESTION 9: What is the typical operations schedule? [24/7 365, 8 hours per day, Multiple shifts, one shift? Fully aware this changes what is typical?]
Current production schedules are for one shift operating an average of 40 hours per week. However, this could change due to unforeseen circumstances.
QUESTION 10: We were under the impression that no pleated bag or cartridge collectors would be permitted. Please advise.
The SOW is a performance specification versus a prescriptive specification. All systems types submitted will be expected to be proven capable of meeting the performance requirements stated in the SOW.
QUESTION 11: Can the existing lower superstructure spanning the dust roll-off bins be utilized?
In order to evaluate all vendor quotes on an equal footing, we require a quote that includes complete demolition and replacement of all components.
QUESTION 12: Will the hopper sections of the collectors need to be connected via ductwork for venting the hoppers while changing the bags?
Only if this is needed to meet the performance requirements listed in the SOW. In accordance with section 4.3, "The Dust Collectors shall be designed such that routine maintenance, such as cleaning, servicing, and changing the filter media, can be performed without personnel entering the dust collector housings. The design shall be such as to provide convenient, efficient, and safe operation with minimum maintenance”.
QUESTION 13: Will the VFD control panels need to be fitted with additional motor contacts and on/off controls for the hopper screw conveyor and rotary air locks?
These controls are required. The controls need to be in a readily accessible location that allows visibility to safely perform their function.
QUESTION 14: We need to know as soon as possible if the ductwork inside the building that shows no wear or patches needs to be replaced or only the elbows on the media recovery system atop the blast room? All the exterior ductwork that carries the abrasive dust to the collector will be replaced. Can all of the fan inlet ductwork be re-used?
In order to evaluate all vendor quotes on an equal footing, we require a quote that includes complete demolition and replacement of all components. Ductwork shall be replaced as described in SOW section 4.4.2.
QUESTION 15: Can the old collectors be cut in pieces small enough to fit in roll-off containers?
[Cutting up the old collectors in 3ft square pieces is going to be extremely time consuming and expensive.]
See section 4.2 of the SOW. If the old collectors can be cleaned of blast media and any other environmentally hazardous material, they can be treated as material for recycling and cut into small enough pieces to fit into ANAD provided roll-off recycling bins.
QUESTION 16: Can the 90-day delivery and installation for this job be extended to a reasonable timeframe?
In accordance with section 6.1 of the SOW, contract period of performance will be determined at time of award.
QUESTION 17: What is the System Total External Static Pressure (w.g.)?
A total external static pressure has not been specified. Required ventilation flow rates and flow velocities in ducts have been specified, see section 4.3 of the SOW.
QUESTION 18: Is there a drawing of the current layout design?
See attached “e433-19.pdf” and “Overhead shot B433.jpg”. Also see SOW section 4.3 for footprint limitations.

QUESTION 19: Is there a drawing of a new layout design?
No, the SOW is a performance specification. The contractor may propose any system that meets the SOW and fits in the allotted space.

No, the SOW is a performance specification. The contractor may propose any system that meets the SOW and fits in the allotted space.
QUESTION 21: Can we get drawings of the current collectors, blast machines, ductwork routing?
See attached “e433-19.pdf” and “Overhead shot B433.jpg”. Also see SOW section 4.3 for footprint limitations.

QUESTION 22: Current lead times on equipment and components are beyond the 90-day schedule.
Will this be modified?
In accordance with section 6.1 of the SOW, contract period of performance will be determined at time of award.
QUESTION 23: Can you please provide picture from the onsite visit?
Yes, see attached.
QUESTION 24: Are there any specifications required for a shipping company to come onsite with equipment?
All shipments shall be coordinated with the Contracting Officer’s Representative (COR).
Derogatory information that may cause denial of an individual’s access to ANAD includes, but it not limited to, the following:
• Criminal arrest information that causes the Installation Commander to determine that the individual presents a potential threat to good order, discipline, or health and safety on the installation.
• The installation is unable to verify the individual’s claimed identity based on the reasonable belief that the individual has submitted fraudulent information concerning his or her identity in the attempt to gain access.
• The individual has a current arrest warrant regardless of the offense or violation.
• The individual is currently barred from entry to a Federal installation or facility.
• The individual has EVER been convicted of crimes encompassing sexual assault, armed robbery, rape, child molestation, production or possession of child pornography, trafficking in humans, drug possession with intent to sell or drug distribution.
• The individual has a U.S. conviction for espionage, sabotage, treason.
• The individual is a registered sex offender.
• The individual has a felony conviction within the past 10 years, regardless of the offense or violation.
• The individual has been convicted of a felony firearms or explosives violation.
• The individual has engaged in acts or activities designed to overthrow the U.S. government by force.
• The individual is identified in the Terrorist Screening database as a known to be or suspected of being a terrorist or belonging to an organization with known links to terrorism or support of terrorist activity.
QUESTION 25: Can you provide the KST ratings for the material collected?
See section 4.4.1 of the SOW. A Kst value of 150 (bar-m/s) is a conservative estimate based on CARC dust that potentially includes epoxy polyamide primer, aliphatic polyurethane paint (PUP), or epoxy polyamide enamel.
QUESTION 26: Are we replacing the ductwork? If so what is the specification for its fabrication:
Yes, see SOW section 4.4.2
