DESCRIPTION / WORK STATEMENT / SPECIFICATION
FOR
3 New Dust Collectors, Fans, and Ductwork for Building 433
1.0 Scope. This specification establishes the requirements for the purchase of 3 new dust collectors, fans, and associated ductwork, here after referred to as the “Dust Collectors”, to replace existing dust collectors, fans, and associated ductwork servicing 3 drive-in blasting rooms in building 433. The Dust Collectors shall be designed, fabricated, and installed by the Contractor with all functions, capabilities and equipment as described herein. The Contractor shall provide all resources necessary to design, manufacture, deliver, unload freight, prepare site (including removal of existing equipment), install, calibrate, demonstrate functional operation, and provide operator and maintenance training for the Dust Collectors.
2.0 Applicable Documents. The Dust Collectors shall comply with all applicable codes, standards or recognized practices listed below depending on the respective process.

2.3 Order of Precedence. In the event of a conflict between the text of this specification and the references cited herein, the text of this specification shall take preference.
3.0 Responsibilities.
3.1 Contractor. The Contractor shall be responsible for the following items in addition to those other responsibilities defined within this statement of work.
3.1.1 The Contractor shall provide drawings and other documentation detailing all installation requirements for the Dust Collectors to the Anniston Army Depot Contracting Officer no later than 20 calendar days after the date of contract award.
3.1.2 The contract shall be responsible for removing the existing dust collectors, fans, and associated ductwork supplying ventilation to the three blasting rooms in building 433.
3.1.3 The Contractor shall provide all resources to deliver and install the Dust Collectors at ANAD (Anniston Army Depot, Anniston, AL) except those items stated in paragraph 3.2.
3.1.4 The Contractor shall be responsible for the off-loading of the Dust Collectors from the shipping transport vehicle at ANAD.
3.1.5 The Contractor shall be responsible for the transport of the Dust Collectors from the shipping transport vehicle to the installation site.
3.1.6 The Contractor shall be responsible for all movement and final positioning of the Dust Collectors at the installation site except as stated in paragraph 3.2. The contractor shall supply all materials required for installation of the Dust Collectors.
3.1.7 The Contractor shall provide any crane services, fork lift services, lifting beam, and all other equipment required for transport and installation of the Dust Collectors.
3.1.8 The Contractor shall provide all interconnect cables, hoses, ducts, manifolds, and regulators and any supporting structure required to connect the Dust Collectors to the ANAD provided utilities. The contractor shall make all necessary connections to ANAD supplied utilities.
3.1.9 The Contractor shall provide all resources required to design, manufacture, deliver, install, calibrate, demonstrate functional operation, and provide operator and maintenance training for the Dust Collectors except those items stated in paragraph 3.2.
3.1.10 The Contractor shall furnish all concrete work, including trenching the existing floor/foundation if needed, to accommodate services specified in the Contractor’s installation requirements for the Dust Collectors. See paragraph 3.2.4.
3.2 Government. ANAD shall be responsible for the following items in addition to those other responsibilities defined within this statement of work.
3.2.1 ANAD will provide an unobstructed access to the installation site.
3.2.2 ANAD will provide an installation site that is free of debris that may interfere with installation of the Dust Collectors.
3.2.3 ANAD will provide access to the installation site during normal operating hours. A request may be made to the ANAD Contracting Officer to allow work outside of normal operating hours. The ANAD Contracting Officer may deny any such request.
3.2.4 ANAD will provide a minimum of 8” of reinforced concrete that is not in a deteriorated state or otherwise abnormal condition that would prevent a normal Dust Collectors installation.
3.2.5 ANAD will provide contractor access to 115VAC, single-phase, 60 Hz power, 460VAC, three-phase, 60 Hz power, and compressed air for the Contractor’s use during the Dust Collectors installation.
3.2.6 ANAD will provide utilities at the installation site which conforms to Contractor supplied drawings and other documentation detailing the installation requirements for the Dust Collectors. In meeting these requirements ANAD will locate utilities as close as possible but not more than 20 feet from the location specified on the Contractor supplied drawings and other documentation detailing the installation requirements for the Dust Collectors.
4.0 REQUIREMENTS
4.1 Project milestone plan. The Contractor shall provide, to the ANAD Contracting Officer, a project milestone plan and timeline for the Dust Collectors project.
The project milestone plan shall be a detailed Gantt chart format and list all major tasks and subtasks required for successful completion of the project. The project milestone plan shall be in Microsoft Project format. The Contractor may propose an alternate format for consideration by ANAD. If an alternate format is offered, ANAD will review and accept or reject the proposed alternate format. If the alternate format is rejected, the Contractor shall provide the plan in Microsoft Project format. The Contractor shall submit the project milestone plan to the ANAD Contracting Officer no later than 14 calendar days after date of contract award.
4.2 Demolition. The Contractor shall remove the existing dust collector housings, housing contents, housing supports, fans, motors, associated ductwork, associated wiring, and associated controls providing ventilation to the three blasting rooms in building 433. All disassembled/demolished material shall be delivered by the contractor to either Defense Reutilization and Marketing Office (DRMO) storage at ANAD, placed in bins for recycling, or placed in bins for hazardous waste disposal. The ANAD Contracting Officer will determine the required final destination for disassembled/demolished material at time of disassembly/demolition.
Material to be delivered to DRMO storage shall be free of any substance that may be an environmental hazard while in storage such as oil, grease, blast media, etc. The Contractor shall remove these substances by whatever means necessary, such as sweeping, brushing, wiping, washing, pressure washing, etc. prior to delivery to DRMO storage. All material and labor shall be provided by the contractor.
Material for recycling shall be free of blast media and cut into small enough pieces to fit into ANAD provided roll-off recycling bins. The Contractor shall remove any blast media by whatever means necessary, such as sweeping, brushing, wiping, washing, pressure washing, etc. prior to placement into recycling bins. All material and labor shall be provided by the contractor.
All material that is contaminated with blast media beyond what can be cleaned in a safe and reasonable manner shall be placed in ANAD provided hazardous wastes roll-off boxes. Items contaminated with blast media have a more stringent requirement than that to be recycled. Items to be managed as hazardous waste shall be cut into pieces that are no more than 3 feet in any one dimension. All material and labor shall be provided by the contractor.
4.3 General design requirements.
• All three Dust Collectors shall be fabric type and all the same make and model.
Each Dust Collector shall be permanently installed to provide 65,000 CFM or more of dedicated airflow ventilation to one each of the existing three blasting rooms in building 433 such that each blasting room, and corresponding dedicated Dust Collector, can be independently operated.
• The three Dust Collector housings, hoppers, supports, fans, motors, ductwork, and discharge bins shall fit within the area bounded by the streets, building 433, and roll-up access door to building 433. This total area is 33 feet wide and 95 feet long.
• The Dust Collectors shall discharge into roll-off bins with covers supplied by ANAD. Approximate dimensions of each roll-off bin with cover is 22 ft. long, 8 ft.
wide, and 5 ft. high.
• The Dust Collectors shall be new and one of the manufacturer’s current designs capable of supplying air flow and performing dust filtration in accordance with the requirements herein. The dust generated by the blasting operations contains heavy metals and is considered toxic. The Dust Collectors shall be designed to limit exposure of the collected dusts to personnel operating and maintaining the system. The Dust Collectors shall be designed such that routine maintenance, such as cleaning, servicing, and changing the filter media, can be performed without personnel entering the dust collector housings. The design shall be such as to provide convenient, efficient, and safe operation with minimum maintenance.
• All components shall be designed to withstand operating conditions at maximum capacity while maintaining the performance specified herein. All parts subject to wear, breakage, or distortion shall be easily accessible for adjustment, replacement and repair. The contractor shall comply with latest SMACNA duct construction standards including the support structures. The ventilation systems shall have maintenance ports/access/cleanout doors consistent with SMACNA duct construction standards.
4.3.1 Measurement units. The U.S. Customary System of Units (US) or the International System of Units (SI) shall be used in the design and construction of the Dust Collectors. In this specification, all measurements, dimensions, sizes, and capacities are given in US units. These measurements may be converted to SI units through the use of the conversion factors and methods specified in FED-STD-376.
4.3.2 Measuring and indicating device calibrations. The U.S. Customary System of Units (i.e. inch/pound), shall be used to graduate measuring and indicating devices such as scales, pressure gauges, air flow meters, temperature indicators, and other similar devices.
4.3.3 Controls. All operating controls shall be located convenient to the operators at ground level.
4.3.4 Safety and health requirements. All parts, components, mechanisms, and assemblies furnished on the Dust Collectors, whether or not specifically required herein shall be in compliance with Occupational Safety and Health Administration (OSHA) 29 CFR 1910. Covers, guards, or other safety devices shall be provided for all parts of the Dust Collectors that present safety hazards. The safety devices shall not interfere with the operation of the Dust Collectors. The safety devices shall prevent unintentional contact with the guarded part, and shall be removable to facilitate inspection, maintenance, and repair of the parts. The Dust Collectors shall include warning lights and/or other indicators to alert the operators to unsafe operating conditions. The Dust Collectors shall include a manual emergency shutdown switch and shall have the ability to automatically shut down when under automatic control.
4.3.5 Noise level. Noise emitted during normal operation shall not exceed typical industry levels as measured per ANSI S12.23-1989 (R20020). Any shields, baffles, enclosures or other devices required to bring the equipment into conformance with this requirement shall not interfere with safe operation of the Dust Collectors.
4.3.6 Ergonomics. The Dust Collectors shall be ergonomically designed to prevent the occurrence of repetitive stress injuries.
4.3.7 Lubrication. Means shall be provided to insure adequate lubrication for all moving parts. All oil holes, grease fittings, and filler caps shall be accessible. The required removal of access panels as required is acceptable.
4.3.7 Interchangeability. All parts shall be manufactured to definite dimension and tolerances that shall permit installation of replacement parts without modification of the part or the Dust Collectors.
4.3.9 Castings and forgings. All castings and forgings shall be free from defects, scale, and mismatching. Processes such as welding, peening, plugging, or filling with solders or pastes shall not be used on castings or forgings to reclaim any defective components for use on the Dust Collectors. Such processes may be used only for enhancing appearance.
4.3.10 Welding, brazing, or soldering. Welding, brazing, or soldering shall be employed only where specified in the original design. None of these processes shall be employed as a repair measure for any defective part.
4.3.11 Fastening devices. All screws, pins, bolts, and other fasteners shall be installed in a manner to prevent change of tightness. Fastening devices subject to removal or adjustment shall not be swaged, peened, staked, or otherwise permanently installed.
4.3.12 Surfaces. All surfaces shall be clean and free of sand, dirt, fins, sprues, flash, scale, flux, and other harmful or extraneous materials. All edges shall be either rounded or beveled unless sharpness is required to perform a necessary function.
Except as otherwise specified herein, the condition and finish of all surfaces shall be in accordance with the manufacturer’s commercial practice.
4.3.13 Painting. The Dust Collectors shall be painted in accordance with the manufacturer’s commercial standard practice and color.
4.3.14 Threads. All threaded parts used on the Dust Collectors and its related attachments and accessories shall conform to FED-STD-H28 and/or DIN or ISO standards for metric threads.
4.3.15 Gears. All gears shall be constructed from a material suitable for the intended purpose.
4.4 Dust Collector component requirements.
4.4.1 Collector housings.
• Shall house, support, and protect filter media of sufficient size, quantity, and type to provide 65,000 CFM or more of continuous filtered air flow per each Dust Collector.
• Shall allow for filter access and filter changing without the need for personnel to enter the housings.
• Shall be fabricated from 12 gauge rolled steel or thicker.
• Shall be reinforced to withstand +/- 20 IWC static pressure.
• Shall be all welded construction with all welds complying to applicable AWS standards.
• Shall be pre-assembled to largest feasible shipping sections.
• Stand and housing shall be designed to withstand 100 MPH or higher winds.
• Stand and housing shall be designed to withstand Zone 3 seismic loads or higher.
• Stand and housing shall be prime and finished coated on outside.
• Housing shall be prime coated on inside.
• Permanent access ladders and cat walks meeting applicable OSHA requirements shall be provided to allow personnel access to all maintenance points.
• Explosion/deflagration vents shall be provided to minimize hazard to personnel and equipment in the event of a dust explosion. The vents shall be designed according to NFPA 68 for the condition of “Minimum Vent Area Requirement for Near Atmospheric Initial Pressure” using a dust Kst value of 150 (bar-m/s).
4.4.2 Ductwork.
• All ductwork shall meet or exceed SMACNA standards for round duct.
• All ductwork shall be sized to provide a minimum duct transport velocity of 4,000 fpm at an airflow of 65,000 CFM.
• All longitudinal joints or seams shall be welded with welds complying to applicable AWS standards.
• Straight lengths of ductwork shall have a round cross section and be fabricated from 14 gauge rolled steel or thicker.
• Horizontal duct runs shall have a port/access/cleanout door every 12 feet or less on ducts 12 inches in diameter or smaller and every 20 feet or less on ducts larger than 12 inches in diameter.
• There shall be 6 diameters or more of straight run duct entering each fan.
• Elbows and bends shall have a round cross section and be fabricated from 12 gauge rolled steel or thicker.
• 90° Elbows and smaller Angles shall be fabricated from 15° or smaller segments and shall have a bend centerline radius of two times or more of the duct diameter.
• 90° Elbows subject to wear shall be flat back design with 10 gauge or heavier removable wear plates.
• All ductwork joints shall be accomplished with continuously welded flanges designed for bolted connections. The flanges shall be fabricated from 0.25” thick steel. All flanges shall have bolt holes in a “two-hole” orientation, i.e. the two top holes shall straddle the vertical centerline of each flange and the centerlines of all flanges on any given piece of ductwork shall align.
• One flange on either end of a straight length shall be continuously welded at the manufacturer’s facility and the other flange tack welded at the manufacturer’s facility to facilitate alignment in the field and then continuously welded in the field.
4.4.3 Air-moving devices/fans and motors.
• Fans and motors shall be sized to provide continuous airflow of 65,000 CFM or more.
• The contractor shall specify a fan class that is appropriate for the dust collector, required volume flow rate, and all other design operating performance requirements. Fan and motor selection rational and calculations shall be documented and made available to all interested parties.
• Fans shall meet design static pressure, volume flow rate, and power input at stated fan speed and air density (Ref. AMCA 203) as verified by a field test during the post-construction commissioning process.
• The design static pressure requirement shall account for any system effects caused by non-uniform airflow into or out of the fan (See AMCA 201, Fans and Systems for more information on system effects).
• Fan motors shall be new, energy efficient, and consistent with the needs of the system. The motors shall be able to perform cold startup without pulling amperages that may damage the motor or trip or damage electrical systems.
• Fans shall be located on the clean-air side of the filtration system.
• Fans and motors shall be located to permit ready access for inspection, lubrication, maintenance, cleaning, and repair.
• Vibration-isolating couplings at the fan inlet and outlet shall be used. Fans shall be securely mounted on vibration isolating bases to minimize the transmission of vibration.
• Allowances shall be made for expansion and loading to prevent contact between moving parts and the duct or housing.
• Rotating elements shall be mounted on a shaft designed to maintain proper alignment even when the blades or impeller are loaded.
• Fan motors shall have VFD (Variable Frequency Drive) controllers allowing for motor speeds to be manually defined by the operator.
4.4.4 Collector filter media.
• Shall be fabric of a configuration, orientation, size, material type, and quantity to provide 99% or more filter efficiency (once the filters have been conditioned/seasoned) over the life of the filters, for air flow rates of 65,000 CFM or greater per Dust Collector.
• The Dust Collectors shall provide for automatic self-cleaning of the filter media of a type and frequency to insure required filter life and filter efficiency is maintained.
• Shall be a type, configuration, orientation, and size to allow for filter access and filter changing without the need for personnel to enter the collector housings.
• The maximum weight of any single used filter (at time of change out) required to be manually handled by personnel shall be 25 pounds unless it can be shown by use of the "Applications Manual for the Revised NIOSH Lifting Equation" that heavier filters can be ergonomically handled during filter change activities.
• All filters shall meet performance requirements for a minimum of 3 years of operation when the Dust Collectors are operated in compliance with the operation manual. The Contractor shall replace, free of charge, any filters that fail prematurely.
4.4.5 Dust collection bins. The Dust Collectors shall be designed and constructed to automatically discharge the dust into roll-off bins supplied by ANAD.
4.4.6 Pressure drop measurement. Differential static pressure monitoring devices shall be provided at each blasting room entrance to ensure that sufficient static pressure differential is maintained. A red flashing strobe light that flashes when the pressure differential get out of range shall be provided at each blasting room.
4.4.7 Controls. All controls, gages and indicating lights necessary for complete operation shall be furnished.
4.5 Maintainability. The Dust Collectors shall be constructed using commercial off-the-shelf components to the maximum extent possible to ensure the prompt availability of repair parts. The Contractor shall provide with any Proposal, evidence that repair parts and service for the Dust Collectors are readily available. The Contractor shall also provide with any Proposal, information on the normal maintenance actions required for the Dust Collectors including type of maintenance, required interval, mean time to perform maintenance and number and skill of people required to perform the maintenance actions.
4.5.1 Spare parts kit. A spare parts kit shall be included with delivery of the Dust Collectors. The kit shall include all contractor recommended spare parts for the Dust Collectors.
4.5.2 Consumables. Consumable parts necessary for periodic replacement such as filters and other parts considered consumable by the manufacturer shall be identified along with the current cost of each and the information provided with any Proposal. The Contractor shall provide two (2) complete sets of filter media for the Dust Collectors, one set installed in the housings for immediate use and one set for each collector housing as a replacement/spare.
4.6 New Developments. If, during the contract period, any new developments are generated that would improve the efficiency or productivity of the Dust Collectors or would decrease operation costs, the Contractor shall immediately notify the ANAD Contracting Officer, in order that the new developments may, at the Government's option, be included in the Dust Collectors being manufactured hereto. All reports of such developments shall be addressed to the ANAD Contracting Officer.
4.7 Marking of instruction, indicating, and name plates. All words on instruction plates, indicating plates, and nameplates shall be in the English language.
Characters shall be engraved, etched embossed, or stamped in boldface on a contrasting background.
4.7.1 Lubrication chart or plate. A lubrication chart or plate shall be permanently attached to the Dust Collectors. The chart or plate shall contain the following information:
a. Points of lubrication application
b. Servicing interval
c. Type of lubricant
d. Viscosity
4.7.2 Nameplate. A nameplate/s shall be securely attached to each Dust Collector and contain the information listed below. If the Dust Collectors are a special model, the model designation shall include the basic standard model and a suffix identified in the manufacturer’s permanent records. The captions listed may be shortened or abbreviated, provided the entry for each caption is clear as to its identity.
a. Nomenclature
b. Manufacturer’s name
c. Manufacturer’s model designation
d. Manufacturer’s serial number
e. Power input (volts, total amps, phase, frequency)
f. Contract number or order number
g. National stock number or plant equipment code
h. Date of manufacture
4.8 Workmanship. Workmanship of the Dust Collectors and accessories shall be of a quality equal to that of the manufacturer’s commercial practice.
4.9 Environmental Considerations
4.9.1 Environmental compliance. The Dust Collectors provided under this contract shall meet all applicable Environmental Protection Agency (EPA) and Alabama Department of Environmental Management (ADEM) environmental regulations in effect on the date of the contract. These regulations apply to the control of materials hazardous to the environment or injurious to the user's health. They shall be adhered to during the manufacture, service, transportation, storage and operation of the Dust Collectors until accepted by the Government.
4.9.2 Recovered materials. The Contractor is encouraged to use recovered materials to the maximum extent possible in accordance with paragraph 23.403 of the Federal Acquisition Regulation (FAR).
4.9.3 Energy efficiency. The Dust Collectors and their applicable components that directly consume energy in normal operation shall be designed and constructed for high energy efficiency as governed by the latest developments available within the industry.
5.0 Acceptance. The Government will accept the Dust Collectors only after the Contractor successfully completes the requirements of all section 5 paragraphs and provides all training and documentation required herein. Final acceptance will be at Anniston Army Depot. Upon acceptance of all items described herein, the Contractor shall submit a completed DD Form 250 for signature by the Government representative, as final acceptance of the equipment required by this specification (see solicitation for form & instructions).
5.1 Conformance. The Dust Collectors shall meet the requirements of this specification and conform to the manufacturer’s own drawings, specifications, standards, and quality assurance practices. The Government reserves the right to, at any time during the contract period, require proof of such conformance or to inspect the Dust Collectors to determine compliance with the requirements of this specification.
5.2 Pre-Shipment Testing. The Contractor shall include with any Proposal, a description of their standard quality assurance procedure for verifying quality prior to shipment. The Contractor shall perform this procedure on/with the Dust Collectors allocated to ANAD prior to their shipment to ANAD. Documentation of the test results shall be provided to the ANAD Contract Officer prior to shipment of the Dust Collectors.
The Contractor shall not ship the Dust Collectors before receiving instructions to do so from the ANAD Contract Officer.
5.3 Quality assurance provisions.
• The Contractor shall use a commissioning approach to design, procure, install, construct and accept/test the Dust Collectors consistent with ANSI Z9.2 and ASHRAE Guideline 0-2019, “The Commissioning Process”. The process shall identify, specify, verify and document the system performance before construction and thereafter to assure proper operation and compliance with codes, standards and design intent.
• The contractor shall submit drawings and calculations for the Dust Collectors
(balanced industrial ventilation systems to include fan systems, filtration systems and ductwork) requirements. Contractor shall comply with latest SMACNA duct construction standards including the support structures.
• The commissioning plan shall be drafted, monitored and approved at all stages under the supervision of a certified professional engineer (P.E.) prior to submittal to the Government for final approval.
• No construction/installation shall commence prior to government approval.
• Upon installation, the contractor shall field test the industrial ventilation system using recognized procedures to confirm it performs consistent with design and/or operating performance criteria. This testing shall meet or exceed the requirements defined in UFC 3-410-04 and Ch. 9 of the ACGIH Industrial
Ventilation Manual. A written report shall be provided. The post-construction commissioning shall include a physical inspection, functional performance testing, listing of deficiencies, and a final report. Any deficiencies shall be resolved consistent with the commissioning plan and the contract.
• The static pressure drop at the exhaust ducts leading from the Dust Collectors shall be checked when the installation is completed. Gages/sensors shall be installed at appropriate sites as identified in the commissioning process and references above to provide continuous monitoring capability of proper operation.
Satisfactory operational parameters shall be recorded. ANAD personnel shall be trained hands-on to effectively operate and maintain the Dust Collectors.
Operation and maintenance manuals shall be provided to ANAD as required by
UFC 3-410-04.
5.3.1 Responsibility for inspection. Unless otherwise specified in the contract or purchase order, the Contractor is responsible for the performance of all inspection requirements specified herein. Except as otherwise specified in the contract or purchase order, the Contractor may use his own or any other facilities suitable for the performance of the inspection requirements specified herein. The Government reserves the right to perform any inspections set forth in this specification where such inspections are deemed necessary to assure supplies and services conform to prescribed requirements.
6.0 Installation and Delivery.
6.1 Delivery. The Contractor shall be responsible for delivering the Dust Collectors to building 433 at Anniston Army Depot and completing installation within 90 calendar days of contract award.
6.1.1 Shipping, Handling, and Storage. The Contractor shall be responsible for all shipping, storage, and handling of the Dust Collectors. The Government shall not be responsible for furnishing any labor, equipment, or warehouse space for the loading, unloading, transport, or storing of any materials except as stated in paragraph 3.2 above. The Government will make available if possible, space for a contractor furnished trailer or van for the storage of the materials. Trailer space will be made available as close to the job site as possible, depending on the parts stored in that area.
Should the Contractor not wish to furnish a trailer for equipment storage, then the Contractor shall coordinate with the ANAD Contracting Officer, a date at which time the Contractor may deliver their equipment to the building.
6.2 Installation. The Contractor shall be responsible for installing the Dust Collectors to include all labor, materials, tools, and equipment required except as stated in paragraph 3.2 above. The Contractor shall be responsible for ensuring the Dust Collectors installation requirements are compatible with existing facilities. The
Contractor shall field verify all dimensions and locations of utilities at the installation site and report any discrepancies to the ANAD Contracting Officer before proceeding with installation. Any discrepancies not reported prior to beginning of installation shall become the responsibility of the Contractor. Unless otherwise approved by the ANAD Contracting Officer, installation shall be done during normal depot working hours. The area near where the Dust Collectors are to be installed is in operation. The Contractor shall not interfere with ongoing Government operations and production unless authorized by the ANAD Contracting Officer. Installation shall be completed and the Dust Collectors operational and accepted within 28 calendar days after installation work begins.
6.2.1 Instructions for Installation. Within 20 days after date of contract award, the Contractor shall provide the ANAD Contracting Officer all information necessary for installation of the Dust Collectors. The Contractor shall provide 1 (one) copy of instructions for installation as specified on attached DD Form 1423. The Government will use these instructions to review utility and space requirements of the proposed Dust Collectors. The installation documentation shall include, but not be limited to, the following:
a. Floor plan drawing of the Dust Collectors and major components.
b. Space required around the Dust Collectors after installation for maintenance purposes.
c. Foundation requirements.
d. Maximum overall length, width, and height dimensions.
e. Approximate location of utility connections on the equipment.
f. All utility requirements including electrical, compressed air, water, drains, etc. Utility capacity requirements such as amps, psi, GPM, etc.
g. Minimum doorway openings required to bring components into the building.
h. Industrial waste disposal requirements, if any.
i. Approximate weight of the Dust Collectors.
6.2.2 Site Visit. Contractor is required to attend a site visit after contract award to ensure that the proposed Dust Collectors will be compatible with existing facilities. The Contractor is responsible for verifying all dimensions and locations of utilities at the installation site and reporting any discrepancies to the ANAD Contracting Officer before proceeding with installation. Any discrepancies not reported prior to beginning of installation shall become the responsibility of the Contractor and will not be an acceptable reason for work delay.
6.2.3 Electrical. All electrical work shall comply with American National Standards Institute (ANSI) Publication C2 – National Electric Safety Code and with National Fire Prevention Association (NFPA) Publication No. 70 – National Electric Code. All materials used in the installation shall conform to applicable National Electrical Manufacturers Association (NEMA) and Underwriters Laboratory (UL) listings.
Workmanship shall be in accordance with standard commercial practices. Runs shall be installed perpendicular and parallel to existing facilities and the equipment to be installed. When equipment is installed near existing power lines, equipment shall be located for proper clearances in accordance with IEEE/ANSI C2. New equipment shall not be connected to Government power without prior approval of the Contracting Officer. No high voltage work will be accomplished without prior approval of the Contracting Officer. All connections to Government power and all high voltage work shall be performed in the presence of a qualified Government electrician.
6.2.4 Plumbing. All plumbing work shall comply with Plumbing-Heating-Cooling Contractors Association National Standard Plumbing Code. All materials used in the installation of the equipment shall conform to industry standards and shall be compatible with and shall meet the performance requirements of the equipment being installed. Workmanship shall be in accordance with standard commercial practice.
Runs shall be installed perpendicular and parallel with existing facilities and the equipment being installed.
6.2.5 Concrete. Any concrete used in the installation of the Dust Collectors shall be Class A and shall have a minimum allowable compressive strength at 28 days of 3,000 PSI unless otherwise specified. Samples for concrete strength tests shall be provided, stored, and tested as directed. Unless otherwise specified, the contractor shall be responsible for the design of all concrete work, including formwork and reinforcing. Ready-mixed concrete shall be delivered and poured within 45 minutes after the introduction of water to the cement and aggregate. Placing of concrete shall conform to Chapter 4 of the American Concrete Institute Standard ACI 318.
Workmanship shall be in accordance with standard commercial practice.
6.2.6 Trades. Coordination of trades installing the equipment shall be the responsibility of the contractor.
6.2.7 Foundation Hardware. All foundation hardware shall be furnished by the contractor and included in the bid price.
6.2.8 Utilities. The Government will provide utilities as close as possible but not more than 20 feet from the Dust Collectors installation site. The capacities of the utilities (wire sizes, pipe sizes, etc.) will be based on information supplied by the Contractor.
6.2.8.1 Electrical. The Government will run electrical lines and tie into the Government furnished and installed main disconnect.
6.2.8.2 Plumbing. The Government will run pipe to within 30 feet of the installation site. Nominal plant pressures supplied to the site will be approximately as follows:

6.2.8.3 Drainage and Waste. Unless otherwise specified herein, the Contractor shall place drain lines and tie into existing sanitary, storm, or industrial waste lines as required.
6.2.9 Equipment Protection. The Contractor shall protect surrounding equipment and shop area from damage due to dust, debris etc., during the installation. The Contractor is liable for any damage caused to existing Government equipment.
6.2.10 Site Cleanup. The Contractor shall remove all debris, scrap material, trash, etc. from the job site daily. All trash shall be placed in Government provided roll-off boxes or drums. Anniston Army Depot will be responsible for disposal. ANAD will provide an outdoor location for the cleanup of contaminated material if requested by the Contractor. No equipment will be provided by the Government to perform any of the work performed by the Contractor.
7.0 Documentation. The Contractor shall provide documentation with the Dust Collectors as specified in paragraph 7.1 herein and on the attached DD Form 1423.
The Contractor shall provide three (3) printed copies and one (1) electronic copy of all documentation. The electronic documentation shall be provided on compact discs (CD’s). Electronic copies of the documentation shall be in Microsoft Office format (Word, Excel), Adobe Portable Document Format (PDF) or Hypertext Transfer Protocol (HTTP). Drawings and schematics shall be provided in PDF and AutoCAD (.dwg), Microstation (.dgn), SolidWorks or SolidEdge format. All documentation the Contractor deems to be proprietary in nature shall be clearly marked. The Government shall have the right to produce printed copies of all documentation from electronic copies as needed.
7.1 Content. The documentation furnished with the Dust Collectors shall include the following as a minimum: operator’s manual, maintenance manual, spare parts lists and catalogs. In addition, any other documentation normally furnished with the Dust Collectors shall be provided. All documentation shall be furnished in the English language only. The documentation shall meet the requirements of the following paragraphs.
7.1.1 Operator’s Manual. Operator’s manual shall include detailed information and instruction covering all controls and operation.
7.1.2 Maintenance Manual. Maintenance manuals shall include electrical, hydraulic, pneumatic, ventilation, and safety system schematics and drawings, as applicable, detailed lockout/tag out procedures, detailed parts list for all components, troubleshooting procedures, preventive maintenance requirements including schedules and detailed procedures for all required preventive maintenance activities, lubrication schedule, and any other maintenance procedures normally provided by the manufacturer. Schematics shall show and identify all parts down to and including components on printed circuit boards.
7.1.3 Spare Parts List. The spare parts list shall include the manufacturer’s recommended spare parts, including consumables and repair parts, the Government needs to maintain for continued operation of the Dust Collectors. The listing shall be complete with part numbers and descriptions, recommended quantities, prices, and normal delivery time for the items.
8.0 Training. The Contractor shall provide training for operation and maintenance of the Dust Collectors. All costs for training, except living and travel expenses of Government employees, shall be included in the total bid price. Training taking place at the Contractor or manufacturer facility shall be scheduled before or after installation at the Government’s discretion. Training taking place on-site at ANAD shall be scheduled immediately after Dust Collectors installation has been completed. The Contractor shall notify the ANAD Contracting Officer 60 days prior to shipment, so that training can be scheduled.
8.1 Operator Training. The Contractor shall provide a minimum of four (4) hours of operator training including hands-on training at the Contractor facility or on-site at ANAD for up to four (4) ANAD personnel.
8.2 Maintenance Training. The Contractor shall provide a minimum of eight (8) hours maintenance training including hands-on training at the Contractor or manufacturer facility or on-site at ANAD for up to four (4) ANAD personnel.
9.0 Government Furnished Equipment (GFE). ANAD will not furnish Government equipment to the Contractor.
10.0 Warranty. The Dust Collectors shall be covered by a warranty. The warranty shall be for a period of not less than 2 years including parts with labor and shall begin the day following Government acceptance. All filters shall meet performance requirements for a minimum of 3 years of operation when the Dust Collectors are operated in compliance with the operation manual. The Contractor shall replace, free of charge, including parts and labor, any filters that fail prematurely. During the warranty period, the Contractor shall be responsible for all costs, including parts, labor, travel and lodging, required to complete repairs of any defects in equipment, material, parts, or workmanship. The Contractor shall respond to requests for warranty service within 48 hours after requests. The warranty shall be written in the Anniston Army Depot’s name.
