AMENDMENT 01 NOTES
1. The purpose of this amendment is to answer industry questions and to update the Statement of Work.
2. Industry questions are as follows:
Question 1 - Regarding requirements in the Statement of Work:
3.3. The maximum space available for this equipment is 80 feet x 42 feet including its attachments and operator’s area.
3.7. The design of the machine shall not permit any part or component to move past the dimensions of the working envelope which is 80 feet long, 42 feet wide, and 32 feet in height. The horizontal machine frame/runway/ guide rails length shall not exceed the limits of the working envelope but shall be capable of being extended to a maximum overall length of 90 feet, without alteration of the X axis drive mechanism.
We understood the wording used in 3.3 and 3.7 (“the maximum space available for this equipment”; “the working envelope”) as the existing foundation features (two pits and machining table) plus the area required for the machine equipment (electrical, hydraulic and coolant cabinets). Two existing pits and machining table occupies total 94 feet x 41 feet according to the foundation drawing (Attachment 7 to the Solicitation). That means the overall equipment length of 80 feet, shown in paragraphs 3.1 and 3.7, is impossible, it must be 94 feet plus the floor area required for machine equipment (electrical, hydraulic and coolant cabinets). The best effort by our machine tool supplier resulted in the overall equipment dimensions (including cabinets): 101 feet x
47.8 feet.
Answer 1: The working envelope was defined primarily for the machine area to prevent interference between the machining center and the overhead crane system. The foundation drawings define the actual space available for the machining center install.
Question 2 - Could you please confirm that a commercial advance and interim payments are allowed in this solicitation? Please clarify the allowed payment terms.
Answer 2 – Commercial Interim Payments will be available for this effort in accordance with 52.232-29. A Commercial Interim Payments schedule will be decided at time of award
Question 3 - In the SOW section 3.1.2 the rapid feed rates requested for the X,Y & Z axes are 900 IPM and the W axis is 700 IPM. Also in this specification the Z axis is defined as spindle assembly (quill) and W axis as the ram.
The normal and industrywide expectation in this type of machine construction is that the W axis ram movement then would be capable of 900 IPM and the Z axis spindle (quill) movement would be
700 IPM.
Can the X,Y and W axes rapid feed rates be 900 IPM and the Z axis be 700 IPM to meet the intent of the specification?
Answer 3 – Yes. See corrected SOW.
Question 4 - General Requirements: "The machines shall be constructed using a cast or combination welded steel frame".
Per our understanding, the machine frame (base and column) can be made of cast iron. Please confirm.
Answer 4 – Yes
Question 5 - 3.1.2. Controlled Axis: Why specified Z-axis rapid traverse rate is higher than the specified W- axis rapid traverse rate while the Z-axis travel is shorter than W- axis travel? Please provide us with an explanation.
Answer 5 – The W-Axis is identified as the Ram with travel of 59.0 Inches and the Z-Axis is defined as the Spindle or (Quill) with travel of 39.0 inches. The paragraph 3.1.2 defines the requirement for minimum rapid traverse rates for the machine axes. Reference question/answer 3.
Question 6: 3.1.3. Machine Travel: The Z-axis and W-axis double sum travel is 196” but the table's width is only 120”. Could W- axis travel be shorter?
Answer 6 – No. The machines are to be installed for use opposite of one another. The RAM travel distance for each must allow for the machining capability to reach the center of the table with the auxiliary spindle unit attachments.
Question 7 - 3.1.9 Spindle Assembly: The high power of the main drive motor is not matching with low torque. Could the specified torque be provided by the smaller main drive motor?
Answer 7 – Minimum torque requirement is stated for the main spindle.
Question 8: The speed multiplier head attachment will be used for the speed of 5000 RPM. Could the spindle provide a max speed of 3000 RPM instead of specified 3500 RPM?
Answer 8 - No
Question 9 - 3.1.10.2 Interchangeable Heads: Why some heads with geared drive should have a speed of 5000 RPM or 4000 RPM which are higher than the main spindle speed?
Answer 9 – The higher RPM’s are a requirement.
Question 10: 3.1.12. Machine Foundation: The dimensions of the existing foundation will restrict some travel. Can the lowest position of the spindle be set above the floor plate surface?
Answer 10 – Yes. See Paragraph 3.1.9 of Statement of Work.
Question 11: Is there any possibility for the minor modification of the existing foundation?
Answer 11 - No
Question 12: The location of the holes for anchor bolts are not shown in the current foundation drawing. How the X-axis beds should be secured to the foundation?
Answer 12 – The installation of the new machining center shall be compatible with the existing foundation.
Question 13: Working Envelope: How is the working envelope of the new machine related to the current machining table?
Answer 13 – The working envelope was defined for the machine area to prevent the interference between the machining center and the overhead crane system.
Question 14: Can you tell me what the Payment Terms will be for this contract?
Answer 14: Commercial Interim Payments will be available for this effort in accordance with 52.232-29. A Commercial Interim Payments schedule will be decided at time of award.
