About this file

This document is an amendment to a federal solicitation for overhead cranes. The amendment provides answers to fifteen questions from potential offerors to clarify requirements. Anniston Army Depot seeks installation of overhead crane systems in five buildings, including bridges and hoists. Systems are required for Buildings 128, 131, 132, 129 and 108. Buildings 128 and 131 require cranes without bridges or hoists, while Buildings 132, 129 and 108 require complete crane systems with bridges and hoists. The amendment specifies design requirements for bridges, confirms runway dimensions will be field verified, and clarifies contractor responsibilities for the turnkey project. The Department of the Army Materiel Command Contracting Command Detroit Arsenal is the contracting agency.

AMENDMENT NOTES

1. The purpose of this amendment is to answer questions submitted by contractors.

Question #1: Since the system will have multiple 2 ton bridges on, do you want the runway systems to be capable of carrying all bridges fully loaded in any one spot at the same time? So if you have a quantity of 4—2 ton bridges the runway will be rated at 8 tons?

Answer: In accordance with paragraph 2.10.1 from the Statement of Work. The runway shall be ASCE crane rail - 2 runs of 98’and 86’, with all hard ware for installation. The runways shall meet all CMAA standards for size, and true and parallel runs. The support columns shall be placed as close to the walls as possible. The runway shall be designed such that two bridges can be in the same bay (side by side).

Question #2: Building 129 and 108---Provide a 2 ton bridge crane and hoist to go on an existing runway system. I do not see the dimensions of the existing system.

Answer: In accordance with paragraph 5.7.4 Bridge Girders, from the Statement of Work. Bridge girders shall be wide flange beams, standard I-Beams, reinforced beams or sections fabricated from rolled plates and shapes. Bridge shall be designed for all dead and live loads plus a safety factor of 5. The bridge crane span shall be approximately 40 feet; actual dimensions shall be field verified before any actual fabrication begins.

Answer: In accordance with paragraph 6.7.4 Bridge Girders, from the Statement of Work. Bridge girders shall be wide flange beams, standard I-Beams, reinforced beams or sections fabricated from rolled plates and shapes. Bridge shall be designed for all dead and live loads plus a safety factor of 5. The bridge crane span shall be approximately 30 feet; actual dimensions shall be field verified before any actual fabrication begins.

Question #3: What is the column spacing for Bld. 128 for the 86’ Runway and the 98’ Runway?

Answer: There are no design requirement on column spacing in building 128.

Question #4: 1.0 states 128 and 131 systems are without a bridge and hoist is this a typo?

Answer: This is a typo, it should read complete system bridge/hoist (s) and support structures.

Question #5: What is the column spacing for Bld. 131 the 56’ Runway?

Answer: There are no design requirements on column spacing in building 131.

Question #6: Are the runway’s freestanding or can we tie back to building columns?

Answer: All systems shall be freestanding, no tie backs to building columns shall be allowed.

Question #7: What is the existing ASCE rail for Bld. 129 for the 47’ runway?

Answer: There is an existing 2-ton bridge and hoist on the system, so for biding purpose the design shall assume that it is sufficient to carry a new 2-ton bridge and hoist.

W911KF20Q0090

Question #8: What is the existing ASCE rail for Bld. 108 for the 300’ runway?

Answer: There is an existing 2-ton bridge and hoist on the system, so for biding purpose the design shall assume that it is sufficient to carry a new 2-ton bridge and hoist.

Question #9: Will trolley speeds of 65 fpm VFD be acceptable?

Answer: 5.6.2 Speed: 2 speed - 75 ft/min high; 50 ft/min low (plus or minus 10%). variable frequency drive (VFD) controlled. The high speed of 65fpm does not meet the spec.

Question #10: Building 129 5.5 specs out a chain hoist, would the other buildings be wire rope or would a chain hoist be acceptable?

Answer: Wire rope hoist would be preferred but if you can provide a chain hoist that meets are the requirements listed in the specification then it will be acceptable.

Question #11: On 3.8.4 please clarify, Contractor would like to quote a Magnetek radio system comes with 1-receiver and 2-transmitters with an 8-button pendant with independent festoon as back-up, is this acceptable?

Answer: Yes, Magnetek radio system comes with 1-receiver and 2-transmitters with an 8-button pendant with independent festoon as back-up, is acceptable.

Question #12: 8.4.4 is references dual hoist brakes be tested, I do not see in the specification where dual brakes are required, please clarify.

Answer: If dual brakes are provided they must set on the test if a single brake is provided then just the single will have to follow the same test.

Question #13: What is access like to get materials and equipment in the buildings?

Answer: There are 20’x20’ rollup doors in all locations. All the areas are in active producing of product but allowances will be made for installation.

Question #14::Are there any restrictions on the type of equipment i.e. diesel, propane etc.

Answer: No restrictions on the type of equipment i.e. diesel, propane etc.

Question #15: I saw something about relocating a water fountain and move a gas line??? I assume this is the general contractor, we will be taking exception to this.

Answer: This is a turnkey job, all items in specification is the responsibility of the contractor.
