SUMMARY OF CHANGES

The following items are applicable to this modification:

ANSWER QUESTIONS

1. The purpose of this amendment is to answer questions that were asked by vendors.

2. State and local licenses must be submitted with proposal.

3. Labor rates must be submitted with proposal.

4. The following are the questions and answers:

Question 1. Are all moves office related? It says contractor shall provide facilities. Then on another document it says, everything will be moved on base and to other buildings. So to be clear, no facilities are required by contractor?

Answer 1. All moves are office related and either moved within a facility or to a storage facility on Base. No facilities are required for storage by the contractor.

Question 2. The document reads, expect to perform 8-12 times per year on an as needed basis. When putting bid together should we bid per time or just assume it’s all 12 times total?

Question 2. Contractor provides an estimate for each request during the contract Base and Option Years. 8 to 12 times is an estimate and can be more or less.

Question 3. What type of equipment is being move? I assume its office equipment, printers copiers, etc. However I just want to make sure that is the equipment you are talking about?

Answer 3. Office furniture, boxes with files, chairs and printers. Everything common to an office or break area.

Question 4. Will there be any stairs involved on these moves? if so, will there be use of an elevator?

Answer 4. Stairs are in some facilities and have no elevator. 2 Facilities on Base have elevators. Contractor are notified of stairs and/or elevator upon requesting services for a particular building.

Question 5. Amendment 1 shows invoices of work performed. As an example, I will use invoice 4 of 5. The invoice says, "Relocate 3 desk for building 95, disassemble and reassemble if required, Rearrange 3 desk in same office". My question is, Would this be consider one of the possible 12 moves. Or is all the invoices listen considered one of the 12 possible moves?

Answer 5. 1 of the 12 moves

Question 6. Also the solicitation says, Contractor will be responsible for packing/crating items to be moved. How do we price that into our proposal? Should we assume that all 12 moves will need to be performed and everything packed?

Answer 6. Each move is priced individually, Contractor is notified of items/descriptions and has the option for a site visit to price each move.

Question 7. Will we be in charge of packing employees personal belongings and files? Or is packing really just for electronics for example, computers, tv's, surge protectors, keyboards, pictures, etc?

Answer 7. ANAD Employees pack their own personal belongings and files. If any items that are not on the original job order are moved, the Contractor may submit a revised estimate/invoice.

Question 8. When it comes to packing. Should we just price packing at a certain allotment and if we run over can we bill for more? Or if we do not use allowed amount, could we just credit the government back or just do not invoice for it? The reason I ask is because, the number True America bids will not be an accurate number. Without knowledge of all items being moved or packed.

Answer 8. Contractor would be notified if packing/boxes was needed per job request.

In most all cases; all that is needed would be tools for disassembly/reassembly, blankets, straps, dollies and hand trucks. If items are being relocated to another facility, then a truck would also be required

Question 9. PWS 1.3 - Relocation plan designing - What are the specifics to this services? Can you provide examples?

Answer 9. This is in the PWS in case it was ever needed. Over the past 5 years the Depot has never required this service from the contract and no examples can be given. The specifics would be to prepare a layout for furniture as to the floor plan for a building utilizing best practices for the square footage. Could also require the best furniture/desk designs for the layout.

Question 10. PWS 1.7 - States this is going to be a Labor Hour Contract – Since the solicitation does not specify any firm quantities or estimates why not a ID/IQ contract with task orders identifying the specifics?

Answer 10. At this time the Government anticipates a firm-fixed priced contract to be used on an as needed basis.

Question 11. Does the Government have estimated quantities for the 8 to 12 moves identified in Technical Exhibit 2?

Answer 11. This is an "as needed" contract. 8 to 12 moves is only an estimate per year. Quantities for each move are not known until the customer calls requesting a move.

Question 12. PWS 5.2 Site Visit - Appears actual scope of the moves won't be identified until the site visit is accomplished. Are we to assume this is when we will need to provide actual pricing? Goes back to question #10.

Answer 12. Correct on actual scope until the customer has contacted the Depot POC.

Question 13. Are contractors required to have a storage building in AL?

Answer 13. No, there are storage facilities here on base if needed.
