The following items are applicable to this modification:
MODIFICATION NARRATIVE
1. The purpose of this modification is to respond to questions received for this solicitation.
Q1. SOW 3.1.1: Please supply ANAD DPE Drawing Set, Number: PE-12-222
A1. ANAD will make ANAD Drawing PE-12-222 available as part of the solicitation package.
Q2. SOW 4.17.2.1: Does the adjustable speed AC drive cabinet need to be NEMA 13/IP54 rated? Is NEMA 2/IP22 acceptable?
A2. AC drive cabinets meeting the IEC IP22 Standard or equivalent are acceptable.
Q3. SOW 4.17.2.1: Does the input motor need to be NEMA 13/IP54 rated? Is NEMA 2/IP23 acceptable?
A3. Input motors meeting the NEMA Type 2 Standard or equivalent are acceptable.
Q4. SOW 4.17.3.1: Indicates that ANAD desires industrial type motors with drip proof enclosures. MAE does not believe a drip proof enclosure motor will be able to meet NEMA 13/IP54 rating. MAE typically installs Drip Proof Forced Vent (DPFV), IP23 rated motors with filters as our input motors in these applications without any issue. Can a DPFV motor be used as the input motor?
A4. A DPFV motor is acceptable.
Q5. SOW 4.17.3.1: Permanently Lubricated Bearings. MAE assumes this specification is meant for any small/fractional HP motors. It is normally not desirable for larger motors such as the input motor to have Permanently Lubricated Bearings since there is no way to perform maintenance on the bearings, such as adding grease. Greased for life bearings means; when the grease runs out of the bearing the bearing's life is over. Can MAE supply the input motor with greaseable bearings and all other small motors with greased for life bearings?
A5. Best engineering practices should be used. In the case of the input drive motor, non-lubricated for life type bearings "greaseable" are acceptable.
Q6. SOW 7.1.1: Should have the transmissions listed as Allison XT-1410-4 and Twin Disc XT-1410-5A, instead of the listed Allison Transmissions
A6. Correct, the XT-1410-5A is manufactured by Twin Disc.
Q7. NMWR-TR: The Final Assembly and Testing requirements, requires a Lockup Clutch Test, Item (8) on Page WP 00200 00-5. This test step (8) requires the output load units to be connected but unloaded (“with output shafts coupled and output load released”) this indicates that the existing Test Stand Output Inertia will be attached to the transmission during this test step (8). Does the amount of the existing Test Stand Output inertia matter to the performance of this test step? If so please indicate the inertia value you desire in the new test stand for the left and right output load units: Left ____lb-ft2 and Right ____ lb-ft2.
A7. We have tested on both low inertia and high inertia setups, and for the Lockup Clutch Test, the amount of inertia did not cause a difference in the results achieved. The outputs remain coupled, because the output speed tachometers are located on the output PAUs. However, there are other tests where high inertia can cause input torque to be too high. THEREFORE WE RECOMMEND USING LOW INERTIA AIR-COOLED PAUs.
2. All other terms and conditions remain unchanged.

252.213-7000 NOTICE TO PROSPECTIVE SUPPLIERS ON USE OF SUPPLIER PERFORMANCE RISK
SYSTEM IN PAST PERFORMANCE EVALUATIONS (MAR 2018)
(a) The Supplier Performance Risk System (SPSR) application (https://www.ppirssrng.csd.disa.mil/) will be used in the evaluation of suppliers' past performance in accordance with DFARS 213.106-2(b)(i).
(b) SPRS collects quality and delivery data on previously awarded contracts and orders from existing Department of Defense reporting systems to classify each supplier's performance history by Federal supply class (FSC) and product or service code (PSC). The SPRS application provides the contracting officer quantifiable past performance information regarding a supplier's quality and delivery performance for the FSC and PSC of the supplies being purchased.
(c) The quality and delivery classifications identified for a supplier in SPRS will be used by the contracting officer to evaluate a supplier's past performance in conjunction with the supplier's references (if requested) and other provisions of this solicitation under the past performance evaluation factor. The Government reserves the right to award to the supplier whose quotation or offer represents the best value to the Government.
(d) SPRS classifications are generated monthly for each contractor and can be reviewed by following the access instructions in the SPRS User's Manual found at https://www.ppirssrng.csd.disa.mil/pdf/PPIRS-SR_UserMan.pdf.
Contractors are granted access to SPRS for their own classifications only. Suppliers are encouraged to review their own classifications, the SPRS reporting procedures and classification methodology detailed in the SPRS User's Manual, and SPRS Evaluation Criteria available from the references at https://www.ppirssrng.csd.disa.mil/pdf/SPRS_DataEvaluationCriteria.pdf. The method to challenge a rating generated by SPRS is provided in the User's Manual.
