SUMMARY OF CHANGES

1. The purpose of this amendment is to clarify that this request is only for a base year and one option year, thereby removing the quantity from Contract Line Item (CLIN) 0005 & 0006, answer vendor questions and extend the required response date/time.

2. CLIN 0005

The CLIN type priced has been deleted.

The pricing detail quantity 1.00 has been deleted.

The option status has changed from Option to No Status.

CLIN 0006

The CLIN type priced has been deleted.

The pricing detail quantity 1.00 has been deleted.

The option status has changed from Option to No Status.

3. Questions & Answers are as follows:

1. On page 10 of the solicitation under "Scope" it mentions "Geographic Information Systems (GIS) that consists of two servers running Microsoft Windows Server 2012 R2 operating system. The first server is an application server which is running on blade servers in a virtual (VMware) environment. The second server is a shared database server utilizing Microsoft SQL Server 2008."

a. Will the server OS be updated during the duration of the PoP to Server 2016?

Currently, no. However, it could change or be mandated from Department of Defense

(DOD).

b. Will the version of Microsoft SQL Server 2008 be updated during the PoP?

The Microsoft SQL server is already upgraded and the GIS data has been migrated. It is now Server 2012 R2 with Microsoft SQL server 2014.

c. What requirements are needed to access and manage applications on the GIS Servers?

Stanley answered:

Contractor will need a government CAC card and the necessary security checks and training for the CAC. A System Administrator will provide access to the operating system and the SQL server.

d. Will contractor be provided government issued laptop with VPN access to the Server to manage applications?

No

e. What version of ESRI ArcGIS for Advance Server is being used?

10.4

2. How does the GIS system currently interface with GFEBS?

Currently it is just an import from an excel spreadsheet but this is something we have been actively trying to fix.

3. How does the GIS system currently interface with other business system and databases?

Systems like EFEMS and EMCS we are connecting as a user and the system is automatically pulling information from those database to display it in the Data Viewer.

4. Is the OSIsoft platform already in use, or has the government made thede termination to use OSIsoft?

The OSIsoft products are being usied in our integration with the EMCS system.

5. Is the government open to other vendor products, currently available on CHESS that answer the PWS requirements out of the box?

If a cheaper more effective solution is available the answer to this is yes. But that solution would need to meet all of our requirements with no loss of functionality.

6. Where will the SOW be carried out? Anniston Army Depot in Anniston, AL?

Only on an as needed basis, on site in Bldgs 91 and 363.

See SOW references below:

a. Provide onsite support for any issue that can’t be resolved remotely or via telephone.

b. The contractor will provide telephonic support during normal business hours for functional administrator in support of resolving user or systemic problems. The contractor shall provide on-site support if needed to resolve problems or implement upgrades or modifications. After hour call support will not be required, however upgrades or maintenance requiring down time for the GIS system should be scheduled during non business hours for the installation. Normally, two upgrades are necessary on the GIS per year. Historically, on-site visits are required once a month.

7. SCA Wage Determination sheet was provided in the SOW. Will the government provide the specific SCA category(s) for positions required to complete the SOW?

This is a difficult question to answer because the Data Viewer itself is covering a lot of different work areas. Contractor will need people who are programmers, familiar with networks, database management, energy control systems, real property, and geographic information systems (GIS) (example: Computer Programmer II).

4. The required response date/time has changed from 11‐Apr‐2017 10:00 AM to 14‐Apr‐2017

12:00 AM.

5. Due to the urgency of awarding this procurement, no additional questions will be allowed/answered.

6. All other terms and conditions remain unchanged.
