Section 00 45 00 - REPRESENTATIONS AND CERTIFICATIONS
52.204-3 TAXPAYER IDENTIFICATION (OCT 1998)
(a) Definitions.
Common parent, as used in this provision, means that corporate entity that owns or controls an affiliated group of corporations that files its Federal income tax returns on a consolidated basis, and of which the offeror is a member.
Taxpayer Identification Number (TIN), as used in this provision, means the number required by the Internal Revenue Service (IRS) to be used by the offeror in reporting income tax and other returns. The TIN may be either a Social Security Number or an Employer Identification Number.
(b) All offerors must submit the information required in paragraphs (d) through (f) of this provision to comply with debt collection requirements of 31 U.S.C. 7701(c) and 3325(d), reporting requirements of 26 U.S.C. 6041, 6041A, and 6050M, and implementing regulations issued by the IRS. If the resulting contract is subject to the payment reporting requirements described in Federal Acquisition Regulation (FAR) 4.904, the failure or refusal by the offeror to furnish the information may result in a 31 percent reduction of payments otherwise due under the contract.
(c) The TIN may be used by the Government to collect and report on any delinquent amounts arising out of the offeror's relationship with the Government (31 U.S.C. 7701(c)(3)). If the resulting contract is subject to the payment reporting requirements described in FAR 4.904, the TIN provided hereunder may be matched with IRS records to verify the accuracy of the offeror's TIN.

52.204-8 ANNUAL REPRESENTATIONS AND CERTIFICATIONS (Feb 2016)
(a)(1) The North American Industry Classification System (NAICS) code for this acquisition is 236210.
(2) The small business size standard is $36.5 Million.
(3) The small business size standard for a concern which submits an offer in its own name, other than on a construction or service contract, but which proposes to furnish a product which it did not itself manufacture, is 500 employees.
(b)(1) If the provision at 52.204-7, System for Award Management, is included in this solicitation, paragraph (d) of this provision applies.

52.209-7 INFORMATION REGARDING RESPONSIBILITY MATTERS (JULY 2013)
(a) Definitions. As used in this provision--
Administrative proceeding means a non-judicial process that is adjudicatory in nature in order to make a determination of fault or liability (e.g., Securities and Exchange Commission Administrative Proceedings, Civilian Board of Contract Appeals Proceedings, and Armed Services Board of Contract Appeals Proceedings). This includes administrative proceedings at the Federal and State level but only in connection with performance of a Federal contract or grant. It does not include agency actions such as contract audits, site visits, corrective plans, or inspection of deliverables.
Federal contracts and grants with total value greater than $10,000,000 means--
(1) The total value of all current, active contracts and grants, including all priced options; and
(2) The total value of all current, active orders including all priced options under indefinite-delivery, indefinite-quantity, 8(a), or requirements contracts (including task and delivery and multiple-award Schedules).
Principal means an officer, director, owner, partner, or a person having primary management or supervisory responsibilities within a business entity (e.g., general manager; plant manager; head of a division or business segment; and similar positions).

g. Miscellaneous Structural Members: Manufacturer's standard sections fabricated from cold-formed, structural-steel sheet; built-up steel plates; or zinc-coated (galvanized) steel sheet; designed to withstand required loads.
2.3.4 Bracing
Provide adjustable wind bracing as follows:
a. Rods: ASTM A36/A36M; ASTM A572/A572M; or ASTM A529/A529M threaded a minimum of 18-inch at each end.
b. Angles: Fabricated from structural-steel shapes to match primary framing, of size required to withstand design loads.
c. Rigid Portal Frames: Fabricate from shop-welded, built-up steel plates or structural-steel shapes to match primary framing; of size required to withstand design loads.
d. Diaphragm Action of Metal Panels: Design metal building to resist wind forces through diaphragm action of metal panels.
e. Bracing: Provide wind bracing using any method specified above, at manufacturer's option.
2.4 PANEL MATERIALS
2.4.1 Steel Sheet
Roll-form steel roof panels to the specified profile, with fy = 22 gauge and depth as indicated. Material must be plumb and true, and within the tolerances listed:
a. Galvanized Steel Sheet conforming to ASTM A653/A653M and AISI SG03-3.
b. UST Canopy: Individual panels to have continuous length to cover the entire length of any unbroken roof slope with no joints or seams and formed without warping, waviness, or ripples that are not part of the panel profile and free of damage to the finish coating system.
c. Truck Off-Load Canopy: Individual panels shall be as long as possible for standard truck haulage. Contractor shall minimize the number of joints and seams to the greatest extent possible in any unbroken roof slope. Provide adequate overlap at joints and seams to mitigate leaks.
Panels shall be formed without warping, waviness, or ripples that are not part of the panel profile and free of damage to the finish coating system.
d. Provide panels with thermal expansion and contraction consistent with the type of system specified:
Profile to be a 1-1/2 inch high rib at 12 inches o.c. with small stiffening ribs, 38 inch overall width with 36 inch coverage and exposed fasteners.

Truck Off-Load Canopy: Individual panels shall be as long as possible for standard truck haulage. Contractor shall minimize the number of joints and seams to the greatest extent possible in any unbroken roof slope. Provide adequate overlap at joints and seams to mitigate leaks.

Protectors must protect the insulating gaskets of electrically isolated flanged end connection to prevent foreign matter from shorting out or bridging over the insulating gasket. Protectors shall be weather and ultraviolet (UV) resistant. Protectors shall allow for quick and easy removal and re-installation by maintenance personnel. Provide protectors that allow visual inspection of the flange gasket without requiring removal.
2.3.5 Flange Bolts, Nuts, and Washers
Bolts and nuts for pipe flanges, flanged fittings, valves and accessories shall conform to ASME B18.2.1 and ASME B18.2.2, except as otherwise specified. Bolts shall be of sufficient length to obtain full bearing on the nuts and shall project no more than two full threads beyond the nuts with the bolts tightened to the required torque. Bolts shall be regular hexagonal bolts conforming to ASME B18.2.1 with material conforming to ASTM A193/A193M, Class 2, Grade B7 when only carbon steel flanges are involved. Bolts shall be threaded in accordance with ASME B1.1, Class 2A fit, Coarse Thread Series, for sizes 1 inch and smaller and Eight-Pitch Thread Series for sizes larger than 1 inch. Nuts shall conform to ASME B18.2.2, hexagonal, heavy series with material conforming to ASTM A194/A194M, Grade 7 for carbon steel bolts. Nuts shall be threaded in accordance with ASME B1.1, Class 2B fit, Coarse Thread Series for sizes 1 inch and smaller and Eight-Pitch Thread Series for sizes larger than 1 inch. Provide washers under bolt heads and nuts. Use carbon steel washers conforming to ASTM F436 Type 1 (carbon steel), flat circular for carbon steel bolts. Use torque wrenches to tighten all flange bolts to the torque recommended by the gasket manufacturer. Tight in the pattern recommended by the gasket manufacturer.
2.4 PIPE
Provide pipe that meets the material, fabrication and operating requirements of ASME B31.3, except as modified herein.
2.4.1 Carbon Steel Pipe
Provide carbon steel pipe that complies with one of the following. Pipe 2-1/2 inches and larger shall be standard weight. Pipe smaller than 2-1/2 inches shall be Schedule 80.
a. Conform to ASTM A53/A53M, Type S Grade B.
b. Conform to API Spec 5L, Product Specification Level (PSL) 1, Grade B, seamless .
