RS Means is a tool that the Government uses. The Contractor can use any estimating tool that they choose, so as long as they meet the requirements of this solicitation and estimates are realistic.

4. Work Experience pg. 5 of 52: this section requires 3 examples of relevant work experience from the General Contractor. Will we be allowed to submit our prime subcontractors experience in lieu of the general contractors’ experience? This SOW is very specific not many WOSB Contractors will be able to meet this requirement.

Please be mindful that per FAR Clause 52.219-30 (Deviation 2019-O0003) By submission of an offer and execution of a contract, a WOSB concern eligible under the WOSB Program agrees that in the performance of the contract for;

(3) General construction, it will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 85 percent subcontract amount that cannot be exceeded; or

(4) Construction by special trade contractors, it will not pay more than 75 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 75 percent subcontract amount that cannot be exceeded.

5. Will integrating the Building Automation System (BAS) to the UMCS network be part of the scope?

No.

6. Is the contractor responsible for mapping points from the new equipment controllers to the BAS controller?

Yes.

7. What hours of the day are we allowed to complete the scope?

Building staff will be there from 0730 till 1600 Mon thru Fri. Coordinate with the

COR.

8. Does the contractor need to provide temporary cooling?

No, but contractor shall give the COR a notice for any outages, and shall coordinate all work with the COR to minimize any outage to the building.

9. Does the air-cooled chiller need to meet FEMP guidelines for Full-load and Part-Load Optimized applications?

Yes. IPLV and EER values are as scheduled in sheet M-601.

10. How do we plan around airfield operations?

Any work performed on the air or ramp side of bldg. 90155 must be requested and approved in advance. Submit a work request (attached) to Airfield Manager Mr.

Tracy A. Crawford (tracy.a.crawford8.civ@mail.mil).

11. Is a crane permitted on the airfield side of the building for chiller install and demolition?

With approval by submitting a work request. Crane must be less than 120' AGL.

A work request needs to be submitted for approval. Crane must be less than 120'

AGL.

15. Is there any requirement for provision of a Temporary chiller or temporary cooling to the building during replacement?

No, but contractor shall give the COR a notice for any outages, and shall coordinate all work with the COR to minimize any outage to the building.

16. What limitations to building access will we face during interior test and balance of the system, as building will be occupied.

Building staff will be there from 0730 till 1600 Mon thru Fri. Flights will not stop, be prepared to have passengers in terminal.

17. Is the intent of plan page M-601, note 14 on the New Air Handling Unit Schedule and note 16 on the new roof top package unit Schedule to sole source the equipment on this job?

No, the contractor shall provide and install HVAC equipment equal or equivalent to the ones scheduled on sheet M-601. The new air handling (A-AHU-1) and roof top package (A-RTU-1) units must match existing curbs, and supply/return penetrations without the need for a curb adaptor. The notes are used for references only.

18. Specification section 23 73 13.00, page 1935, calls for cabinets and casing that are double walled with 2” insulation. Plan note on M-601, note 6 on the New Air Handling Unit Schedule, calls for 3” double wall, R-19 injected foam insulation.

Which insulation is acceptable, as Ft Hood has primarily used air units both indoors and outdoors with 2”, R-13 foam insulation? Only one manufacturer makes a 3” double wall unit.

New air handling unit shall be rated for outdoor and have a 3” double wall galvanized steel construction as scheduled (drawing notes supersede the specs). There are more than one manufacturer that make a 3” double wall unit.

19. On M-601, new air cooled chiller schedule, the scheduled tons at 105 ambient is 135 tons. The existing chiller is designed for nominal 165 tons. Please confirm the new chiller will handle the load for the building.

135 tons at 105 Deg. F ambient.

20. Ft Hood has primarily used scroll chillers in this size range. Will a scroll chiller be acceptable as long as it meets the efficiency and electrical requirements? DPW area maintenance service shops have all been trained on the use and servicing or air cooled scroll chillers so DPW is not reliant upon a manufacturer to work on the machine once the warranty has expired.

New chiller requires to have screw compressors. Existing chiller has screw compressors and was chosen as the least cost option for this facility considering operating cost, capital cost, energy efficiency, long-run, and etc.

21. On M-601, the New Air Handling Unit Schedule, note 10 states the chiller must be Buy American Act Compliance. Are the York chillers still being manufactured in the JCI York, Monterrey, Mexico plant acceptable?

All HVAC equipment shall comply with the Buy American Act. Manufacturer shall provide you with a letter stating whether their products are compliant with the Buy American Act or not.

LATE RFIs

1. Will the bond for this project be claimable after contract award? Or will the bond have to be dispersed throughout the contract’s project schedule and claimed in increments?

Per FAR Clause 52.232-6(g); the Government shall, upon request, reimburse the Contractor for the amount of premiums paid for performance and payment bonds after the Contractor has furnished evidence of full payment to the surety.

2. Are there latrines available for use on this project? Or will the contractor be responsible for supplying portable latrines to the on-site workers?

Contractor shall provide a portable restroom and place in a pre-selected location approved by the COR.
