Simulation Center (SimCtr) Labor Category Descriptions and Minimum Requirements 12 May 2021
At a minimum the contractor shall demonstrate sufficient contractor personnel capability and experience as described below in order to meet the contract requirements. The term “contractor personnel,” “contractor employee,” and/or “contractor employees” includes prime contractor, subcontractors (all tiers), and teaming or joint venture employees and/or personnel. It is the contractor’s sole responsibility to obtain and provide documentation for desired/required education.

LABOR CATEGORY DESCRIPTIONS
1.0 Program Manager - Key
Description: The point of contact with the Government Contracting Officer and the Contracting Officer Representative, coordinates all of the work required by the contract/technical direction, and is responsible for the day-to-day management of the overall contract support operations. This involves multiple projects and groups of personnel and multiple locations. Organizes, directs and coordinates the planning and production of all contract support activities. Simulation Center (SimCtr) Labor Category Descriptions and Minimum Requirements requires a TOP SECRET Security Clearance. Proposed resume shall show that the individual currently holds, or is able to obtain a TOP SECRET Security Clearance (e.g., is eligible for an interim TOP SECRET Security Clearance).
Education and Experience: Shall have a Bachelor's degree (Master’s degree preferred) and 15 years of experience in computer center operations similar to those of the SimCtr including 10 years of supervisory experience.
Certification / Compliance Requirements: Shall meet DOD 8570 requirements as an Information Assurance (IA) Management, Level III (IAM-III). Shall be appropriately certified prior to any contract performance in support of IA functions.
2.0 Network Admin/Analyst Lead - Key
Description: Responsible for the evaluation, acquisition, installation and support of classified and unclassified Department of Defense local area networks and wide area networks. Has extensive experience with various high performance computing center network / communications systems. Familiar with standard network / communications concepts, practices, and procedures in a high performance computing center. Supervises subordinate network administrators / analysts and sets work priorities. Works from general guidance of the Program Manager. This position requires a TOP SECRET Security Clearance. Proposed resume(s) shall show that the proposed individual currently holds, or is able to obtain a TOP SECRET Security Clearance (e.g., is eligible for an interim TOP SECRET Security Clearance).
Education and Experience: Shall have a B.S. degree in engineering or computer science or information systems or 12 years of directly related experience.
Information Assurance Technical, Level III (IAT-III). Shall be appropriately certified prior to any contract performance in support of IA functions. Shall be designated as an IAT-III due to privileged-level access to control, manage, and / or configure IA tools and devices, individual and networked IS and devices, and enclaves.
3.0 Network Admin / Analyst I
Description: Installs and supports classified and unclassified Department of Defense local area networks and/or wide area networks. Shall be responsible for the on-going administration and support of particular LAN or WAN. Familiar with standard network / communications concepts, practices, and procedures in a high performance computing center. Relies on experience and judgment to plan and accomplish goals. Typically works from specific guidance from a more senior Network Admin / Analyst.

Familiar with standard network / communications concepts, practices, and procedures in a high performance computing center. Relies on substantial experience to work under general guidance of a lead network administrator/analyst. This position shall lead other network admin personnel in performing assigned tasks.

8.0 Security Lead - Key
Description: Responsible for all matters pertaining to Information Assurance (IA) and systems security and for day-to-day management of security support. Provides technical security services relative to the implementation of information security, industrial security, personnel security, communications security, resource protection, force protection, and anti-terrorism programs. Responsible for ensuring compliance with Federal Government security policies and procedures, and for development and improvement of compliant contractor procedures. This position requires a TOP SECRET Security Clearance. Proposed resume(s) shall show that the proposed person for this position currently holds, or is able to obtain and TOP SECRET Security Clearance (e.g., is eligible for an interim TOP SECRET Security Clearance).
Education and Experience: Holds a Bachelor's degree in computer science or information systems security or a related technical field and at least 3 years specialized experience in the field with information systems management security, or a combination of at least 30 credit hours in computer science or information systems security and at least 10 years specialized experience in the field of information systems management and security, 5 years of which shall be in a management position.
Information Assurance Management, Level II (IAM-II). Contractor personnel supporting IA functions shall be appropriately certified prior to being engaged.
9.0 Security Clerk
Description: Classifies, files, audits, receives, distributes, tracks, and maintains system of classified and unclassified documents according to established procedures and standards for security and document organization. Responsible for maintaining visitor control records and document and property control. Familiar with standard concepts, practices, and procedures within a particular field. Relies on limited experience and judgment to plan and accomplish goals.
Education and Experience: Shall have a high school diploma or its equivalent and 4 years of experience in security operations or in a related area.

10.0 Security Assistant
Description: Classifies, files, audits, receives, distributes, tracks, and maintains system of classified and unclassified documents according to established procedures and standards for security and document organization. Responsible for maintaining visitor control records and document and property control. Familiar with standard Federal Government security concepts, practices, and procedures.
Education and Experience: Shall have a high school diploma or its equivalent and 2 years of experience in security operations or in a related area.

11.0 Program Analyst
Description: Provide direct technical assistance and consultation in the improvement of existing or development of new programs. Analyzes on-going program operations and recommends alternative strategies to improve programs. Designs and implements surveys and other methods of program review and evaluation. Proposes, develops, and prepares policy materials, operations manuals, and supporting instructions in a program area.
Collects metrics, tracks program performance, and prepares various required reports.
Education and Experience: Shall have a Bachelor's degree in a related area and 4+ years of professional experience in evaluating, planning, and developing program metrics.
12.0 Property Administrator
Description: Maintains records of all Government Furnished Property (GFP) using an approved property management system. Records newly received equipment and disposes of obsolete or nonoperational equipment in accordance with Federal Government rules and regulations. Proposes, develops, and prepares policy materials, operations manuals, and supporting instructions as applicable to ensure property use, maintenance, and security of government property.
Education and Experience: Shall have a Bachelor's degree and 4+ years of experience maintaining property records for a Federal Government contract; experience maintaining property records as a Commissioned, Warrant or Non-Commissioned property officer is also acceptable.
13.0 Administration Assistant
Description: Performs a variety of administrative functions such as schedule appointments, give information to callers, compose memos, research, and create presentations. Generates reports, handle multiple projects, and prepare and monitor invoices and expense reports.
Familiar with administrative concepts, practices, and procedures.
Education and Experience: Shall have a high school diploma with at least 4 years of experience in office administration or in a related area.
14.0 Media Librarian / Document Control Specialist
Description: Performs multiple tasks relating to the operation of the media library.
Responsible for clerical duties related to technical documentation storage, maintenance, and recovery procedures and practices. Ensures proper upkeep of storage media.
Advanced skills with computer systems including various storage media. Skilled in database management.
Education and Experience: Shall have a high school diploma or equivalent. Post-high school computer science education desirable. Shall have 4 years of experience in automated information storage, maintenance, and retrieval or in a closely related area.
Certification / Compliance Requirements: Shall be designated as an IAT-I due to lower user or system administrator privileges on an individual system for configuration or management with limited privileged-level access to that IS or device.
15.0 Subject Matter Expert (SME)
Description: Provides high level expertise in a subject matter area that shall cover any area of the PWS. Typically, is required when the SimCtr or a user encounter a technical problem beyond the capability of the regular staff to solve. This position shall lead teams of contractor personnel (engineers, scientists, technicians and/or analysts) in technical studies to resolve problems. This position shall conduct hands-on technical assistance (e.g., network / computer systems planning, engineering, and architecture) to the project and user organizations.
Applies, assists with or otherwise provides expertise in needed, specific skill sets (e.g., performance computing center computational, data storage and communications technologies). Does not normally supervise other personnel. Normally is used for short term problem resolution, but shall or shall not be proposed / utilized as a full time position.
Education and Experience: Shall be a generally acknowledged (by contemporaries) leading expert in the subject matter area’s best practices and operations.
16.0 Military Operations Specialist
Description: Responsible for direct support of deployed operational elements of U.S. and partner nation forces, to include operating a mission support site, logistics operations, long-range communications, and analysis. Shall have the ability to install, manipulate, and configure basic Linux operating system as required.
Education and Experience: Shall have at least eight (8) years of relevant work experience in military operations and a bachelor's degree or eleven (11) years of relevant work experience in military operations with a high school diploma or GED.
