4.7 ADDITIONAL INFORMATION:

4.7.1 MAINTENANCE: The contractor shall provide written instructions for recommended maintenance practices.

4.7.2. AREA EDGE: The edge of the area restored under this project must be prepared to allow for future restoration of adjoining areas.

4.7.3 DOORS/OFFICES TRANSITIONS: Prior to priming, the contractor shall prepare the floor for smooth transitions at all doors, elevators, and areas where the edge of the repair will be crossed by pedestrians and/or material handling equipment.

4.7.4 DEVIATIONS FROM PRODUCTS: Modifications to the manufacturer’s standard design to achieve requirements as specified in this document are only permissible as dictated by good design practices. For example, mounting a 20-hp motor in a power train designed and normally using a 10-hp moto would not be acceptable.

4.7.5 UNITS OF MEASURE: Dimensions and capacities in this purchase description are given in the English (in-lb) system. All dials, gauges, and drawings shall be in English-US system or both English –US system and metric system, unless otherwise specified in this document.

4.7.6 SHOT BLAST: The vendor shall mechanically abrade the floor surface with abrasive blast cleaning equipment, to provide the dry and nearly dust-free surface profile needed to assure adhesion of the new flooring system. During this process, magnetic brooms, vacuums and power sweepers will be used to remove loose abrasives including but not limited to dust, patching materials, laitance, oil and grease. Areas that cannot be shot blasted will be prepared with hand equipment.

4.7.7 PRIMING: The vendor will apply a two component epoxy resin based primer. This will be applied to the entire surface to create an integral adhesive bond between the substrate and the applied flooring topcoat materials. The properly mixed and solvated primer shall be applied over the properly prepared concrete at a rate of 8-10 mils with anotched or flat squeegee and back rolled leaving no puddles or exposed dry areas. The primer shall be allowed to cure prior to application of the Epoxy Fill Mortar.

4.7.8 EPOXY BASE COAT: Where applicable one coat of 100% solids epoxy will be applied by notched squeegee and roller finished to a dry film thickness of 15 wet mils.

4.7.9 EPOXY FILL MORTAR: Where applicable the vendor shall fill the area at approximately ½-in average overall depth with the aggregate reinforced epoxy fill material to fill in all “birdbaths”, elevation changes, and to provide a flat overall surface. This material shall be a 5-component epoxy resurfacer with a cycloaliphatic amine curing agent designed for power troweling. This fill mortar shall level the properly prepared and primed slab prior to resurfacing.

4.7.10 EPOXY SEAL COAT: Where applicable the vendor shall apply a 100% epoxy coat to the cured fill mortar to seal the epoxy mortar.

4.7.11 EPOXY RESURFACER: Next, where applicable, an epoxy resurfacer shall be installed by the vendor. The two components of the epoxy material (base resin and hardener) are mixed together. Then add a dried, graded aggregate and blend with the epoxy. The properly mixed epoxy resurfacer shall be applied to the properly cured primed fill material. The material shall be spread at 1/4” to 5/16” and then machine power- troweled to a minimum thickness of 1/4” above the highest point on the floor to removes voids and make the floor smooth and dense.

4.7.12 GRINDING: Where applicable utilizing a combination of diamond blades and silicon carbide stones, the vendor shall perform a light grinding of the cured resurfacer to prepare it to receive the next coat of the application and to remove any surface imperfections or irregularities.

4.7.13 EPOXY GROUT COAT: Next, where applicable, one coat of pigmented, 100% solid epoxy coating shall be applied by the vendor using notched squeegee and roller finished to a dry film to seal the newly installed resurfacer at approximately 10 wet mils.

4.7.14 EPOXY TOP COAT: Where applicable one coat of 100% solids epoxy will be applied by notched squeegee and roller finished to a dry film thickness of 10-12 wet mils.

4.7.15 URETHANE FINISH COAT: One coat of a pigmented, VOC-compliant, high-solids, wear-resistant, satin-finish polyurethane shall be applied by the vendor, to achieve abrasion resistance required and to produce long term service even under heavy use. All properly cured and coated areas shall receive one coat of high solids, low odor urethane applied by roller to a dry film thickness of 3-5 wet mils. The final finish will be a textured finish by adding F-27 mesh glass bead into the mixed material prior to application. This shall provide a Coefficient of Friction of more than .96 per ASTM-D-2047 “James Machine Testing Method” and will provide an even texture. Throwing F-27 into air or by “feeding the chickens” type methods will not be accepted.

4.7.16 JOINT CUTTING & FILLING: It is standard industry practice to cut and fill control joints to prevent cracking in monolithic resurfacer pours. The vendor shall be responsible for determining and performing this operation. The joints shall be created on 20-ft spacing at column lines. Failure to cut & fill joints may facilitate the forming of cracks in the surface of the resurfacer system due to movement and flex in the underlying concrete slab.

4.7.17 TIMELINES: The contractor shall provide timelines throughout the project. The contractor shall provide continuous application of the required flooring systems to ensure seams are at a minimum. Once the floor applications begin, stopping cannot take place until planned break points are met. Failure to meet this performance standard could result in the Government requiring the contractor to remove the improperly installed materials at the Contractors expense prior to proceeding further in installation. The completed installation must be allowed to cure fully in accordance with the manufacturers written instructions for the specific products dictated by chemical exposure of the applications.

5. SHIPPING INSTRUCTIONS FOR CONTRACTOR EQUIPMENT/MATERIALS:

5.1 RESPONSIBILITY: The contractor is responsible for delivery of the equipment/materials to the Rock Island Arsenal. Adequate preserving of equipment surfaces, packing, marking, and skidding of materials for shipment shall be the responsibility of the contractor.

5.1.1: All shipments to Rock Island Arsenal including installation tools and/or replacement parts, as well as the original shipment of the equipment, shall be marked “ATTN: Mr. Kristopher Davis, AMSTA-RI-OPF”. Items not correctly marked are subject to being returned at the vendor’s expense

6. WARRANTY: The contractor shall provide a one (1) year warranty, to include, but not limited to, cracks and defects unrelated to vibration of machines. Warranty shall begin upon final Government acceptance.

7. CONTRACTOR MANPOWER REPORTING (CMR):
