The Army Contracting Command- Rock Island (ACC-RI) hereby issues solicitation W9098S-16-T-0095 for the procurement of Forging Furnace(s) in support of the Rock Island Arsenal, Joint Manufacturing and Technology Center (RIA-JMTC). The solicitation is issued in accordance with FAR Part 12- Acquisition of Commercial Items, and FAR Part 13 Simplified Acquisition Procedures.
2. The Government plans to award a single purchase order for one (1) forging furnace, with the option to procure one (1) additional furnace with Firm Fixed price (FFP) Contract Line Item Numbers (CLIN). The Government shall evaluate offers in accordance with (IAW) the criteria outlined in provision 52.212-2 (Evaluation- Commercial Items). The evaluation factors include Technical (Go/No-Go) and Price. The Technical factor will be rated as Go/No-Go. Offerors who do not receive a GO rating for the technical subfactors, and an overall GO rating for the Technical factor will not be further evaluated and will not be eligible for award. Only those proposals that are determined an overall GO in Technical will be further evaluated in the Price factor. The Government will not rate or rank proposals, but will select the proposal that provides the best overall value to the Government based on the lowest total evaluated price of those offers deemed technically acceptable.
3. Contractor responsibility will be determined as outlined in FAR 9.104-1.
4. Quotes shall remain valid for 120 days after the solicitation closing date.
5. In accordance with FAR 52.212-1, Instructions to Offerors: Quotes/Proposals are to be submitted to the following: Contract Specialist: Trisha Allers; patricia.e.allers.civ@mail.mil.

3.2.7 UTILITY CONNECTION LABOR: Rock Island Arsenal shall provide only such labor and materials as will be needed to connect facility utilities to each point of first connection of the system. The supplier will be responsible for all connections and utility distribution beyond the point of first connection for each utility.
3.2.8 UTILITIES AVAILABLE: Rock Island Arsenal shall be responsible for providing the following:
3.2.9 Electrical: Connection of 460-V, 60-Hz, 3-Ph AC electrical power to the fused or breaker type disconnect switch required in the ELECTRICAL DISCONNECT paragraph of this purchase description.
Contractor shall identify the amp rating required for the proposed equipment in their proposal. Connection does not include filters, surge protection, or any peripheral equipment necessary to make the equipment functional.
3.2.10 Natural Gas: Connection of approximately 3750 cubic feet-per-hour (volume) at one pound-force per square inch gauge natural gas to a single point of connection for each system. If the system requires additional volume or pressure, the contractor shall identify the natural gas supply requirement in their proposal. Connection does not include filters, dryers, or any peripheral equipment necessary to make the equipment functional.
3.2.11 ELECTRICAL DISCONNECT: The equipment shall be equipped with a manual, fused or breaker type disconnect switch, readily accessible to the operator, which will deactivate the entire equipment. It shall be located no more than 6-ft 7-in from the floor to the highest point the control device.
It shall be capable of being locked in the de-energized state (OFF) only.
3.2.12 ELECTRICAL CONDUIT: Flexible conduit is not permitted in exposed areas. All wires, cables, and hoses will be enclosed by rigid, oil-proof protection, except where flexibility is necessary for operation of the equipment. Flexible wires, cables and hoses shall be arranged to prevent draping or tripping hazards.
3.2.13 MAIN GAS VALVE: The ‘first point of connection” for the natural gas utility shall be a ball valve located on or near each/the oven. This valve will be provided by the contractor. The government will provide natural gas to the equipment at this single gas supply point. The valve shall have a hasp or mechanical restriction so when a padlock is installed, it will lock the valve in the “off” position. The valve shall be unable to be locked with valve in the ”on” or “open” position. Any gas distribution for the billet furnace(s) shall occur after the valve, and shall be the contractor’s responsibility.
3.2.14 SERVICE ACCESS: Components subject to periodic adjustment, replacement, or servicing shall be readily accessible. Meaning that experienced personnel can access the part after no more than 30-min of labor. If any special tools or equipment are necessary to access these components, said equipment will be supplied as part of the system and provided with a proper storage location within the system.
3.2.15 DEFLECTION: The system shall recover from distortion and deflection at no load. The machine and its components shall be sufficiently rigid that work piece finish and tolerances are not impaired by machine vibration.
3.2.16 NEW EQUIPMENT: The equipment furnished under this purchase description shall be new and unused. Such evidence shall be supplied to the Contracting Officer, when requested.
3.2.17 COMPONENT ENVIRONMENT: Under no circumstances shall a component be used in an application not recommended by the component manufacturer. Components shall not be subjected to conditions of operation beyond the recommendations of the manufacturer, such as excessive heat, lack of lubrication, over-loading.
3.2.18 REPLACEMENT COMPONENTS: All replaceable components shall be manufactured to definite standards for tolerance, clearance, and finish, enabling components to be field installed without further machining.
3.2.19 CASTINGS AND FORGINGS: All castings and forgings shall be free of defects, scale, and mismatching. No process such as welding, peening, plugging, or filling shall be used for reclaiming any defective part for use in this equipment without the prior written consent of the contracting officer.
3.2.20 SURFACE BUILDING AND COATINGS: Welding, brazing, soldering, coating or plating shall be employed only where specified in the original design. These operations may not be employed as a means of reclaiming a defective part.
3.2.21 FASTENING DEVICES: All screws, pins, bolts, and similar parts shall be installed in such a manner as to prevent change in tightness. Those devices subject to removal or adjustment shall not be swaged, peened, staked, or otherwise permanently deformed. They shall not be installed using permanent bonding adhesives.
