SOLICITATION/CONTRACT FORM
The required response date/time has changed from 31-Mar-2023 02:00 PM to 07-Apr-2023 02:00 PM.
The following have been added by full text:
QUESTIONS AND ANSWERS
1. This RFP is stated as "all or none", however one requirement listed is "System capable of performing sickle cell testing as well as Hemoglobin A1C testing." We are unaware of any Chemistry/Immunoassay system that can perform both A1c and Sickle Cell testing. Could this be bid upon separately since we have systems that have the capability of performing both A1c and Sickle Cell testing? In addition, if you are willing to open bidding for autoimmune and infectious disease testing, we have a platform that can be attached to several automation lines.
Response: Sickle cell testing is not needed in chemistry department. Hemoglobin A1c testing is required.
Section 2.4 of the Performance Work Statement has been updated to remove the sickle cell requirement.
2. In order to ensure we have time to create a high-quality response for your review, would Carl R. Darnall AMC consider moving the deadline from March 31st to April 15th?
Response: Solicitation due date has been extended to 2:00 PM Central Standard Time on Friday, 7 April
3. The following assays are typically provided by a third party vendor, please provide current vendors in use:
TCA - Tricyclic Antidepressants screen, Beta Hydroxybuterate, Glucose-6-Phosphate Dehydrogenase (G6PD), Sickle Cell
Response: TCA is provided by Abbott Laboratories (current contractor). Beta Hydroxybuterate/G6PD/Sickle testing are not currently been done in chemistry department.
4. Please confirm current water vendor in use.
Response: Abbott Laboratories is the current prime contractor.
5. Please allow a two-week extension post the last answers posted to the respond as we respectfully request our questions clarified and it will allow ample time to respond and to prepare a thorough and thoughtful response to your request for solicitation.
Response: The solicitation was extended by one week. Due date is 2:00 PM Central Standard Time on Friday, 7 April 2023.
6. Reference Page 26/92 of the W81K document, under section III- PRICE:
NOTE: This is an “all or none” solicitation. Failure to provide a unit price for any test listed in Exhibit “B”, unless the offeror states "not separately priced" within the attachment, will be construed to mean the offeror is not quoting that test and thus, not eligible for award.
Question/Point of Clarification: This statement does not allow for fair and open competition, This statement is source limiting, in that today you are either sending this out, using an alternative instrument, or limiting selection to one vendor by changing your testing method, thus not allowing for fair and open competition.
Response: If the tests are not currently being done at Carl R. Darnall Army Medical Center (CRDAMC), Fort Hood, Texas the Government wants to start doing those test at CRDAMC.
7. Reference Page 73/92 Scope of Work f. System capable of performing sickle cell testing as well as Hemoglobin A1C testing.
Question/Point of Clarification: This sickle is not listed on the exhibit test list. Is this currently being performed on a different platform? Is this a requirement to perform this testing on the automated core laboratory system?
Response: Section 2.4 of the Performance Work Statement has been updated to remove Sickle Cell testing.
8. Reference Page 74/92 l. 9-minutes or less STAT immunochemistry tests to include Troponin.
Question/Point of Clarification: This prevents for full and open competition and is source limiting, as only one vendor states that they provide this capability.
Response: Section 2.4 of the Performance Work Statement has been updated to no greater than 15-minutes.
9. ABSTRACT Page 74/92 2.5 Integration: 2.5.1 Integration below:
