Performance Work Statements

C.1 Program Objective

The objective of this procurement is to upgrade the Suspension Parameter Identification Device and Evaluation

Rig (SPIdER) that is currently being used by TARDEC’s Physical Simulation Laboratory to provide the SPIdER with the capacity to provide a traceable calibration acceptable to ISO17025 certification of extra-large Military vehicles.

C.2 Statement of Work

C.2.1 The Contractor, acting as an independent contractor and not as an agent of the Government, shall accomplish the following:

C.2.2 The Contractor shall provide a traceable calibration measurements of the Suspension Parameter Identification Evaluation Rig (SPIdER) microprocessor to provide it with the capacity to develop field-accurate vehicle models and to predict infield vehicle performance for military vehicles as described in Section C.3 and in accordance with the criteria C.4 and C.5.

C.2.3 The contractor shall submit the software code, calculations equations, algorithms, modifications, raw data, and documentation, which comply with C.4 and C.5 to the COTR five (5) days after the Start of Work meeting. The COR shall have 10 days to review the proposed updates before giving approval to continue with the design.

C.3 Requirements

C.3.1 The SPIdER shall be capable of measuring and displaying in tabular or graphic form parameters for vehicles with a Gross Vehicle Weight Rating (GVWR) of up to 100,000 pounds.

C.3.2 The SPIdER shall be capable of performing the tests identified below, with each of the two data measuring fixtures incorporated into the upgraded SPIdER having a required capacity to accept weights of up to 80,000 pounds per axle of the vehicles subject to test and a desired capacity of up to 100,000 pounds per axle.

C.3.3 Upon completion of the enhancements provided for in this PWS, the SPIdER shall have the capacity to provide all suspension parameter input to satisfy inputs required for Mobility analysis for Army vehicle platforms.

C.3.4 The SPIdER shall be capable to perform tandem suspension measurements.

C.4 Design Criteria

C.4.1 The SPIdER software and hardware updates shall improve the performance of the SPIdER system capability. The SPIdER III and SPIdER IV system as modified pursuant to this PWS shall have the following capabilities:

C.4.1.1 Providing a maximum of 100,000 lb. per axle of compressive force.

C.4.1.2 Characterize vehicle systems having vertical suspension travel of up to 24 inches.

C.4.1.3 Lateral travel motion of ± 6.0 inches.

C.4.1.4 Lateral Force of 14,000 lb.

C.4.1.5 Longitudinal travel motion of ± 6.0 inches.

C.4.1.6 Longitudinal Force of 9,000 lb.

C.4.1.7 Aligning Moment of 3,000 ft-lb objective.

C.4.1.8 Provide a traceable calibration acceptable to ISO17025 certification. (CLIN 0001 – BASE) (Task 1) C.4.1.9 Thoroughly document the analysis of the measuring capabilities of the test rig. Including all inputs to the system including empirically developed constants. (CLIN 1001 – OPTION) (Task 2) C.4.1.10 Document an uncertainty budget defining the input and calibration parameters that must be stayed within for these possible sources of error. (CLIN 1002 – OPTION) (Task 3) C.4.1.11 Contractor shall provide a final report that will quantify that the SPIdER system is compliant with the ISO 17025 regulation. (CDRL A008) C.4.2 The SPIdER with traceable calibration acceptable to ISO17025 certification (also referred to as the SPIdER V) shall encompass all necessary data analysis software modifications to properly process recorded data and calculate results for vehicles with axle loads of up to 100,000 lb.

C.4.3 The SPIdER V’s measurement system shall be capable of encompassing an accuracy of <1% error and shall yield results of <3% on vehicle axle loads up to 100,000 lb.

C.4.4 RESERVED

C.4.5 The contractor shall provide all software maintenance support updates required for the SPIdER V for one year.

C.5 Safety

C.5.1 The SPIdER V shall be protected by interlocks such that proper sequencing of power-up or power-down is ensured and that abnormal conditions inhibit the application of hydraulic or pneumatic power to the modified SPIdER apparatus. At a minimum, the Contractor shall provide interlocks to stop or prevent system operation whenever any-one or any combination of the following conditions prevails:

a. Hydraulic or pneumatic pressure too high or too low

b. Actuator stroke limits exceeded

c. Motion limits reached

d. Excessive position error

e. Emergency stop switch activated

f. Power supply voltage too low

g. Amplifier failure

h. Interlock circuits open

C.6 Test Plan

C.6.1 The Contractor shall develop a test plan to prove that the SPIdER V meets the requirements outlined in Section C.3. The Government will review the draft test plan and provide comments within ten days of receipt of the draft test plan (CDRL A001).

C.6.2 The acceptance test shall be performed at TACOM’s facility when the system is installed and operating. (CDRL A001) C.6.3 the Government reserves the right to observe all testing. The Contractor shall provide the COR with a detailed test schedule at least two (2) weeks prior to the start of testing. (CDRL A001) C.7 Parts List and Vendors, Data and Documentation / Progress Reports / Proposed Spare Parts List / Software User Manual / Commercial Off-The-Shelf (COTS) Manual & Associated Supplemental data.

C.7.1 The contractor shall provide for Commercial off the shelf (COTS) hardware, software, and computers used to update the system. All COTS software licenses shall be transferred to the Government in accordance with (CDRL A002).

C.7.2 The contractor shall provide software code, calculations equations, algorithms, modifications, raw data, and documentation and modified COT manuals. (CDRL A002) C.7.3 The contractor shall provide monthly status reports which summarize work completed, significant accomplishments, and costs incurred to date. (CDRL A003) C.7.4 Two (2) sets of software reference manuals shall be provided. This shall include any software written specifically for the SPIdER III and SPIdER IV. (CDRL A005) C.7.5 Two (2) sets of Proposed Spare Parts List shall be provided. This shall include any parts that will require repair or maintenance for the SPIdER III and SPIdER IV. (CDRL A004) C.7.6 One (1) set of Commercial Off-The-Shelf (COTS) Manual and Associated Supplemental data shall be provided. This shall include any additional software, component used to perform test on the SPIdER V. (CDRL A006) C.8 Installation
