Question and Answer Log
| Question Number | Document | Document Reference | Question/Comments | Answer/Response | Date Received | Date Posted |
| 1 | Solicitation | The solicitation states delivery within 30 days on all 4 materials, after contract award. |
1. How can RRAD handle all that tonnage in 30 days?
2. Is it all to be stockpiled? Or tail gate spread?
| 3. What are the specific delivery locations for each and/or all materials...for example, distance from the main gate at New Boston for each material. | This is a long term contract, not a single order. The purpose of that contract language is to identify that when an order is placed, regardless of type, it will be delivered within 30 days. Delivery location is noted on the solicitation. | 23-Mar-17 | 24-Mar-17 | ||||
| 2 | Solicitation | the COC with each delivery .... do you mean lab results for each material inclusive of the total quantity? In other words, we create the 10,000 tons of base material; have it tested; and then that lab result would be acceptable for all deliveries associated with that created pile? | The COC should be applicable. Depending on degradation of the lot (weather, time, etc.) additional re-testing may be required to comply with the COC terms. | 23-Mar-17 | 24-Mar-17 | ||
| 3 | Solicitation | Who is the deciding authority as to acceptable materials, with COC, the Contracting Office or Red River Army Depot? | As with any contract, the Contracting Officer makes final decisions. As with any contract, Inspection and Acceptance has been delegated. As such, the onsite personnel would identify any concerns and bring them to the attention of the Contracting Officer. | 23-Mar-17 | 24-Mar-17 | ||
| 4 | Solicitation | It is very difficult to find Chip Seal Rock, 3/8", Type IV in the area. There is plenty of 4/8" in the area. Would it be possible to deliver 4/8" instead? | 3/8 to 1/2 inch will work, but nothing larger. | 6-Apr-17 | 7-Apr-17 | ||
| 5 | Solicitation | What is the intended usage for the "hydraulic cement"? | Typically for soil or base stabilization | 13-Apr-17 | 17-Apr-17 | ||
| 6 | Solicitation | Are you talking about wet cement (usually delivered in 6-9 yard tankers and poured over an area? If so, what psi? | No. Dry powdered cement | 13-Apr-17 | 17-Apr-17 | ||
| 7 | Solicitation | Are you talking about powdered cement, which IS delivered by the ton? If so, which delievery method is preferred … |
a. in tankers and then sprayed into a silo; OR
b. in end dump trailers equipped with a spread bar .... dumped and spread over an area? Dry powdered cement delivered by the ton. Neither a or b. It is to be delivered in a tanker with a spreader bar. The tanker will spread the cement across an area prepared for stabilization 13-Apr-17 17-Apr-17
