PROJECT SUMMARY: The scope of this project consists of furnishing labor, equipment and material to Upgrade Freight Elevator #1 in Building 220. The project location is on the south side of Rodman inside the Joint Munitions and Technology Center (JMTC)
Manufacturing Area on the Rock Island Arsenal, Rock Island, IL.
1 PART ONE: SPECIFIC PROJECT
1.1 PROJECT DESCRIPTION: US Army Garrison – Rock Island Arsenal (RIA) has a requirement to upgrade Freight Elevator #1 in Building 220 in accordance with this
Scope of Work (SOW). Work hours for this project are 06:00 to 17:00, Central Time, Monday through Friday. This project will require, at a minimum, the following work activities:
1.1.1 Remove all debris from the existing elevator pit.
1.1.2 Upgrading the entire elevator with new components such as:
1.1.2.1 Cab Enclosure,
1.1.2.2 Power Freight Door and Gates,
1.1.2.3 Traction Controller,
1.1.2.4 Hoist Motor,
1.1.2.5 Governor,
1.1.2.6 Rope Gripper,
1.1.2.7 Governor Ropes, and
1.1.2.8 Hall and Car Signalization.
1.1.3 Install addressable smoke detector on each landing, top of hoist-way, and machine room. Connect and configure the new smoke detectors into the Simplex 4100U
Fire Alarm Panel. Note that elevator controller will control elevator in the event of a fire and not the Simplex 4100U. Contracting Officer’s Representative (COR) will determine from the fire department what the primary and secondary floors are to be programmed into the controller.
1.1.4 Update the True Site Workstation (TSW) computer which is located in Building
225 as necessary with graphics, etc.
1.1.5 Comply with UFC 3-600-01 for Fire Alarm Protection.
1.1.6 Provide a properly rated three phase fused disconnect switch located as required by code. Accommodate any increases in motor size and feeder loads.
1.1.7 Provide a dedicated 100 VAC fused disconnect switch adjacent to the machine room door for cab lighting and ventilation, located as required by code.
1.1.8 Provide a separate branch circuit supplying the hoist-way pit lighting and a minimum of two duplex GFCI receptacles in the pit. Locate one receptacle on each side wall of the hoist-way.
1.1.9 Provide guarded light fixture with LED lamp with switch for the elevator pit.
1.1.10 Provide a dedicated simplex receptacle, without GFCI protection, for use with a temporary pump. Provide LED light to verify circuit is energized.
1.1.11 Provide new LED lighting in the elevator machine room to provide code required illumination levels.
1.1.12 Replace existing components, such as windows, as required in the elevator shaft and machine room to maintain code required fire separation.

1.1.13 Patch existing components as required in the elevator shaft and machine room to maintain code required fire separation.
1.1.14 Furnish and install access ladder for the elevator pit.
1.1.15 Contractor shall provide a new heat pump in the machine room. Cooling setpoint shall be 80 deg F and the heating setpoint shall be 65 deg F. Condensate shall be routed to the existing roof.
1.1.16 Provide sump basin the elevator pit. Modify existing elevator pit floor as required to provide positive drainage to the new sump basin.
1.1.17 The general outline of the principal features does not in any way limit the responsibilities of the contractor to perform the work under this contract.
1.1.18 After the project has been awarded, the contractor shall provide drawings and specifications to the COR for review at 50% and 95% completion.
1.1.19 This work is to be completed by a certified and professional elevator company that has been in business for a minimum of 15 years.
1.2 SPECIAL SERVICES/REQUIREMENTS
1.2.1 Disruption of the tenants and their missions shall be minimized. Any potential interferences with the tenants or the rest of the RIA’s services, personnel or entities shall be coordinated with the Contracting Officer’s Representative (COR) so as to minimize disruption.
1.2.2 Work hours for this project are 06:00 to 17:00 on Monday through Friday.
1.2.3 The Contractor’s schedule may deviate from these hours when approved by the
COR.
1.2.4 Contractor shall be responsible for accurate measurements of all existing site conditions.
1.2.5 Contractor shall provide all services, labor, materials, supervision, equipment, tools, etc. necessary to accomplish the work described in this SOW.
1.3 BASE BID: The Base Bid consists of furnishing all labor, equipment and material to
Upgrade Freight Elevator #1 in accordance with the SOW and the appendices. The
Base Bid completion date shall be 200 calendar days after Notice to Proceed.
1.4 BID OPTIONS: N/A.
1.5 DRAWINGS:
1.5.1 The Construction Drawings shall be prepared by the Designer of Record and shall satisfy all pertinent codes and regulations.
1.5.2 The design drawings, consisting of two sheets, for the previous elevator project are attached to this SOW in Appendix A.
1.5.3 Electronic Microstation Computer-Aided Design and Drafting (CADD) files will be provided by the Department of Public Works (DPW) on compact disc for the preparation of required Shop Drawings and Final As-Built Drawings. These files consist of floor plans only.
1.5.4 Hardcopy and electronic As-Built/Record drawings shall be provided by the
Contractor for all projects. The electronic As-Built/Record drawing files shall be provided in Bentley MicroStation format and shall be in accordance with the

USAG-RIA DPW CADD Standard in use. The electronic As-Built/Record drawings shall also be provided in Adobe Acrobat format. Printed hardcopy drawing sets shall be supplied on full-sized, 4-mil, double-matte Mylar drawing sheets.
1.5.5 As-Built/Record Drawing creation and submittal sequence shall be in accordance with the requirements of Appendix B.
1.6 SPECIFICATIONS
1.6.1 The technical specifications shall be developed from the Unified Facilities Guide
Specifications (UFGS) by the Designer of Record.
1.6.2 The Designer of Record shall edit and expand the appropriate UFGS sections to insure that all project design requirements, current code requirements, and regulatory requirements are meet.
1.6.3 The final specifications shall be 100% complete for all disciplines and without marked up notes.

1.7 SUBMITTALS/DELIVERABLES:
1.7.1 After the project has been awarded, the contractor shall provide drawings and specifications to the COR for review at 50% and 95% completion.
1.8 EXISTING CONDITIONS:
1.8.1 The existing elevator has not been updated in 41 years.
1.8.2 The existing CAB assembly has been damaged by vehicle traffic over the years.

2 PART TWO: GENERAL INFORMATION
2.1 COMMENCMENT, PROSECUTION, AND COMPLETION OF WORK:
2.1.1 The Contractor shall be required to commence work under this contract within 14 calendar days after the date the Contractor receives the Notice to Proceed, prosecute the work diligently, and complete the entire work ready for use not later than 160 200 calendar days after the date the Contractor receives the Notice to
Proceed. The time stated for completion shall include final cleanup of the premises.
2.2 SEQUENCE OF WORK:

2.2.4 Construction – concurrent with procurement activities
2.2.5 Final Project Cleaning

2.3 SPECIAL CONDITIONS:
2.3.1 Staging Area:
2.3.1.1 Parking spaces will be designated by the COR for the storage of construction materials.
2.3.2 Construction Schedule and Closure Periods:
2.3.2.1 The Contractor’s Construction Schedule shall be submitted to the Government for approval.
2.3.3 Access and Working Hours:
2.3.3.1 Work hours for this project are 06:00 to 17:00, Central Time, on Monday through
Friday.
2.3.3.2 The Contractor’s work schedule may deviate from these hours when approved by the COR.
2.3.3.3 The Federal Holidays are: New Year’s Day, January 1; Martin Luther King Day, 3rd Monday in January; President’s Day, 3rd Monday in February, Memorial Day, last Monday in May; Independence Day, July 4; Labor Day, 1st Monday in
September; Columbus Day, 2nd Monday in October; Veteran’s Day, November
11, Thanksgiving Day, 4th Thursday in November; Christmas Day, December 25.
2.3.3.4 If a holiday falls on Saturday, the preceding Friday is a holiday. If a holiday falls on Sunday, the following Monday is a holiday.
2.3.4 Utilities: The Government shall furnish, at no additional charge, the use of the following utilities:

2.3.5.1 All site condition information provided by the Government shall be field verified by the Contractor.

2.4 CONTRACTOR MANPOWER REPORTING (CMR): The Office of the Assistant
Secretary of the Army (Manpower & Reserve Affairs) operates and maintains a secure Army data collection site where the Contractor shall report ALL Contractor manpower (including subcontractor manpower) required for performance of this contract. The Contractor shall supply all the information in the format using the following web address https://Contractormanpower.army.pentagon.mil. The required information includes: (1) Contracting Office, Contracting Officer, or also known as the Contracting Officer’s Representative (COR); (2) Contract number, including task and delivery order number; (3) Beginning and ending dates covered by reporting period; (4) Contractor's name, address, phone number, e-mail address, identity of
Contractor employee entering data; (5) Estimated direct labor hours (including sub-
Contractors); (6) Estimated direct labor dollars paid this reporting period (including sub-Contractors); (7) Total payments (including sub-Contractors); (8) Predominant
Federal Service Code (FSC) reflecting services provided by Contractor (and separate predominant FSC for each sub-Contractor if different); (9) Estimated data collection cost; (10) Organizational title associated with the Unit Identification Code (UIC) for the Army Requiring Activity (the Army Requiring Activity is responsible for providing the Contractor with its UIC for the purposes of reporting this information);
(11) Locations where Contractor and sub-Contractors perform the work (specified by zip code in the United States and nearest city, country, when in an overseas location, using standardized nomenclature provided on website); (12) Presence of deployment or contingency contract language; and (13) Number of Contractor and sub-
Contractor employees deployed in theater this reporting period (by country). As part of its submission, the Contractor shall provide the estimated total cost (if any) incurred to comply with this reporting requirement. Reporting period shall be the period of performance not to exceed 12 months ending September 30 of each government fiscal year and must be reported by 31 October of each calendar year.
Contractors may use a direct XML data transfer to the database server or fill in the fields on the website. The XML direct transfer is a format for transferring files from a Contractor’s system to the secure website without the need for separate data entries for each required data element at the website. The specific formats for the XML direct transfer may be downloaded from the website.

3 PART THREE: SECURITY
3.1 OPERATIONS SECURITY (OPSEC) REVIEW:
3.1.1 In order to perform project (Project for Upgrade Freight Elevator #1 at Building
220 ) the Contractor must do the following:
3.1.2 AT Level I training. All Contractor employees, to include subcontractor employees, requiring access Army installations, facilities and controlled access areas shall complete AT Level I awareness training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. The Contractor shall submit certificates of completion for each affected Contractor employee and subcontractor employee, to the COR or to the Contracting Officer, if a COR is not assigned, within 5 calendar days after completion of training by all employees and subcontractor personnel.
3.1.3 Access and general protection/security policy and procedures. Contractor and all associated sub-contractors employees shall provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or
Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of
Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.
3.1.4 For Contractors that do not require CAC, but require access to a DoD facility or installation. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information
Center Interstate Identification Index (NCIC-III) and Terrorist Screening
Database (TSDB) (Army Directive 2014-05/AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.
3.1.5 iWATCH Training. The Contractor and all associated sub-contractors shall brief all employees on the local iWATCH program (training standards provided by the requiring activity ATO). This local developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the KO/COR. This training shall be completed within 30 calendar days of contract award and within 5 calendar days of new employees commencing performance with the results reported to the KO/COR NLT 30 calendar days after contract award.
3.1.6 For contracts that require OPSEC Training. Per AR 530-1 Operations Security, the Contractor employees must complete Level I OPSEC Awareness training.
New employees must be trained within 30 calendar days of their reporting for duty and annually thereafter.
3.1.7 RIA specific provision/clause language:

3.1.7.1 Contractors, sub-contractors will be escorted by the KO/COR in areas where they may be exposed to classified and/or sensitive materials. All Contractor employees, including subcontractor employees who are not in possession of the appropriate security clearance, will be escorted in areas where they may be exposed to classified and/or sensitive materials. The Vendor will coordinate with the KO/COR and/or the facility security office for access when required.
3.1.7.2 Building Stand-Off: All occupied buildings on Rock Island Arsenal require a 40 feet stand-off by all vehicles and equipment. At no time will unoccupied vehicles, equipment or tools/tool boxes be left unattended within 40 feet of installation buildings. (Any exceptions will be approved by the Installation ATO (IATO) and
/or DES - Physical Security Chief).
3.1.7.3 All personnel requesting access to Rock Island Arsenal will only enter through a manned and operational Access Control Point and present a United States
National or State issued identification that is capable of being scanned for valid entry. All Contractor and Contractor employees' vehicles, equipment, and packages are subject to inspection or examination (search) at entry/exit of the
Rock Island Arsenal. Only authorized individuals that pass a screening and vetting process will be permitted access. All Contractor and subcontractor personnel will be required to submit the required identification credentials and must receive a favorable background check as conducted through the National
Crime Information Center (NCIC) Interstate ID Index (III) to gain access and work on the installation.

4 PART FOUR: ROCK ISLAND ARSENAL SUPPLEMENTAL GUIDANCE
4.1 EMERGENCY MANAGEMENT CONTRACTOR ORGANIZATION AND
CONTRACTOR REQUIREMENTS:
4.1.1 All contractors working on RIA must comply with Department of Defense
Instruction number 6055.17, "DoD Installation Emergency Management
Program", Army Regulation 525-27, "The Army Emergency Management
Program" and Department of Army Pamphlet 525-27, "Army Emergency
Management Program". The Army Emergency Management Program serves as the single integrated emergency management program for the planning, execution, and management of response efforts (designed or intended) to mitigate the effects of an all-hazard incident, to include but not limited to, natural, manmade, and technological disasters, chemical, biological, radiological, nuclear, and high-yield explosive (CBRNE) incidents and accidents on or affecting Army installations, facilities, and/or activities.
4.1.2 Contractor Organizations:
4.1.2.1 All contractor organizations must participate in the installation quarterly
Protection Working Group. To attend this working group, contact the KO/COR.
4.1.2.1.1 Contractor organizations must comply with the installation emergency guide and Building Marshal Warden Program and write supplemental plans that describe actions to take specific to the area the contractor organization occupies to include but not limited to shelter locations, evacuation points, communication plan and points of contact. The installation emergency guide can be used as a template for this plan. Building Marshal Warden Program
Manager can be contacted through the Installation Fire Department (309) 782-
6107.
4.1.2.1.2 Contractor organizations must provide Facility Emergency Response Plans to the KO/COR for inclusion into the installation Emergency Management Plan.
4.1.2.1.3 All contractor organizations must support Public Health Emergency Officer’s policy and guidance relating to the integration of health surveillance requirements within operational/installation decision support schemes.
4.1.2.1.4 All contractor organizations must comply with installation policies; applicable federal, state, and local laws; regulations; and Executive Orders.
4.1.2.1.5 All contractor organizations must ensure that non-DOD HAZMAT is not stored, treated, or disposed of on the installation unless approved by the Office of the Assistant Secretary of the Army for installations, Energy and
Environment, his or her designee, or higher authority.
4.1.2.1.6 All contractor organizations must assess the long-term resource impacts of all environmental agreements in coordination with the acquisition community.
Coordinate resource implications for agreements through command channels as appropriate prior to approval.
4.1.3 Contractors:
4.1.3.1 All contractors must comply with installation emergency procedures as defined in the installation emergency guide and facility emergency response plans. This includes compliance with all emergency communications instructions provided through official channels to include the outdoor speaker system (Giant Voice), 10 | P a g e
AtHoc alert system, building notification systems (Little Voice), or Building
Marshal Warden’s.
4.2 FIRE PREVENTION AND SAFETY:
4.2.1 The Contractor and any associated sub-contractors shall as part of this contract comply with all applicable federal laws (Title 15 USC 272) pertaining to the use of technical standards that are developed or adopted by voluntary consensus bodies such as the NFPA. Current National Fire Codes are published by the
National Fire Protection Association (NFPA) www.nfpa.org. Current
“International” codes are published by the International Code Council (ICC) www.iccsafe.org Additional DoD mandated standards are published as Unified
Facilities Criteria (UFC’s) www.wbdg.org/references/pa_dod.php.
4.2.2 Fire Prevention Program. The Contractor and any subordinate sub-contractor(s) shall comply with the most current edition of the RIA Program for Fire and
Emergency Services referenced as the “RIAR 420-2 Rock Island Arsenal Program for Fire and Emergency Services” and can be obtained by contacting the installation fire department at (309) 782-6107.
4.3 ENVIRONMENTAL PROTECTION:
4.3.1 Regulations and Laws. Contractor shall comply with all Federal, State, and local laws, regulations, and standards. All environmental protection matters shall be coordinated with the Contracting Officer or his designated representative. The
Environmental Coordinator's Office will review questions on environmental compliance, and provide guidance as needed. In case of an environmental event or disaster, the Contractor shall comply with the Government's emergency services plan.
4.3.2 Compliance Requirements. Any of the facilities operated by the Contractor may be inspected by the Contracting Officer or his designated representative, the RIA
Environmental Coordinator, or other Regulatory Officials on a non-notice basis.
Access for inspection by all authorized personnel shall be granted upon request.
4.3.3 Citations. Citations/Fines for non-compliance with environmental standards on
Government facilities operated by the Contractor are a matter for resolution through the Environmental Coordinator's Office and between the RIA Garrison
Commander and the issuing office of EPA or State of Illinois Regulatory
Authorities. If the citations/fines are issued due to faulty operation or maintenance practices, the Contracting Officer shall deduct the fine from any monies due the
Contractor.
4.3.4 Disposal of all wastes generated on site during the course of the project shall be the responsibility of the Contractor. Hazardous waste shall be properly accumulated and managed according to all applicable EPA laws and regulations.
Hazardous waste manifests shall be signed by the Public Works Environmental
Office.
4.3.5 Contractor shall submit a non-hazardous solid waste disposal plan identifying methods and locations for solid waste disposal, including clearing debris. The plan shall include schedules for disposal. The Contractor shall identify any subcontractors responsible for the transportation and disposal of solid waste.

Licenses or permits shall be submitted for solid waste disposal sites that are not a commercial operating facility. Evidence of the disposal facilities acceptance of the solid waste shall be attached to this plan.
4.3.6 Contractor shall submit a recycling and solid waste minimization plan. The plan shall detail the Contractor's actions to comply with and to participate in Federal, State, Regional, and local government sponsored recycling programs to reduce the volume of solid waste at the source. It is the goal to recycle and/or divert 60% of the total waste stream from this project. Prior to any work, the Contractor shall submit a preliminary Non-Hazardous Construction/Demolition Debris
Disposal/Diversion/Recycling Submittal form, copy included in Appendix C.
Form shall be annotated to depict the various non-hazardous waste streams expected during the work and the anticipated recycle and/or diversion rate.
4.3.7 Prior to final payment, the Contractor shall submit a final Non-Hazardous
Construction/Demolition Debris Disposal/Diversion/Recycling Submittal form.
Form shall be annotated to depict the actual quantities for the various non-hazardous waste streams generated during the work and the final recycle and/or diversion rates. Copies of all certified weigh-bills shall also be provided for each load of material that was disposed, diverted, or recycled.
4.4 ENERGY CONSERVATION:
4.4.1 Contractor shall operate all shops, buildings, structures, and areas included in the performance of this contract in an energy efficient manner to preclude waste of
Government furnished utilities and fuels. Temperatures in all contractor areas will be maintained at specified RIA standards.
4.4.1.1 Compliance Requirements: Compliance with the RIA energy conservation requirements includes, but is not limited to:
4.4.1.1.1 Training personnel to conserve energy by turning off unneeded equipment and utilities.
4.4.1.1.2 Use of lights only in areas where work is actually being performed.
4.4.1.1.3 Water faucets or valves shall be turned off after required usage has been accomplished.
4.4.1.1.4 Complying with water bans imposed by local, State, or Federal Agencies.
4.4.1.1.5 All engines in vehicles parked for more than two (2) minutes will be shut off.
4.4.1.1.6 Providing a designated representative, for each building or area permanently occupied by contractor personnel, who may be contacted regarding unnecessary operation of lights, machinery, or heating/cooling systems.
4.4.1.2 Inspection Requirements. General area inspections for energy consumption deficiencies shall be granted on request. Any of the facilities operated by the
Contractor may be inspected by the DPW Energy Engineer on a non-notice basis.
4.5 HAZARDOUS/SPECIAL WASTE DISPOSAL: Handling or disposing of hazardous or special waste generated by the Contractor in the performance of this contract, shall be submitted to the Environmental Coordinator’s Office for turn into DLA. Handling or disposing of hazardous or special waste generated by the Contractor in maintenance of Contractor owned equipment shall be the responsibility of the
Contractor. Contractor shall dispose of it at an approved site off RIA. All disposal
12 | P a g e procedures will be IAW Federal and State EPA regulations. A copy of any paperwork, including manifests, shall be forwarded to, Environmental Coordinator’s
Office, RIA.
4.6 SPACE ASSIGNED/OPERATED: As required in performance of the requirements of this contract. Contractor shall be required to maintain such space (both assigned and operated) in a clean and orderly manner. Each area shall be equal to or better than when it was occupied by the Contractor. Any Contractor configuration changes to such space cannot be made without the expressed written consent of the
Contracting Officer. All approved configuration changes will be made at the
Contractor's expense. Conversely, the Contractor will, at its own expense, restore this space to its original configuration upon completion of the contract.

5 PART FIVE: DEFINITIONS: N/A.
6 PART SIX: APPLICABLE PUBLICATIONS
6.1 The Contractor must abide by all applicable regulations, publications, manuals, and local policies and procedures referenced in the SOW and the attached Appendices.
6.2 Contractor shall comply with the following publications:
6.2.1 Unified Facilities Criteria (UFC) 1-200-01: DoD Building Code
6.2.2 Unified Facilities Criteria (UFC) 3-101-01: Architecture with Change 3
6.2.3 Unified Facilities Criteria (UFC) 3-190-06: Protective Coatings and Paints
