Performance Based Statement of Work

1.0 Purpose

The 109th Airlift Wing Base Fire Department has an annual requirement for Hose Testing, Ladder Testing, and Fire Apparatus Pump Testing. This contract award shall include pricing for 1 (one) base plus 4 (four) option years.

2.0 Scope/Mission

The contractor is responsible for providing service requirements outlined in NFPA 1962 for Fire Hose Testing, NFPA 1932 for Ground Ladder Testing, and NFPA 1911 for Fire Apparatus Pump Testing.

Service will be conducted on the following items:

1. Testing 8,170’ of Certified Fire Hose

2. Testing 107’ of Certified Ground Ladders

3. Testing 2 Fire Apparatus Pumps

3.0 Period and Place of Performance

Inspection Dates: TBD Location: 109th Airlift Wing Stratton ANGB, 1 Air National Guard Road Scotia, NY 12302 The period of performance shall occur between the following dates of every year.

a. 01 June 2022 - 31 May 2023 Base Period

b. 01 June 2023 - 31 May 2024 Option Period 1

c. 01 June 2024 - 31 May 2025 Option Period 2

d. 01 June 2025 - 31 May 2026 Option Period 3

e. 01 June 2026 - 31 May 2027 Option Period 4

4.0 Delivery

All parts and materials shall be genuine replacement parts, as manufactured or recommended by the manufacturer. Only new standard parts shall be used in completed repairs. Performance shall take place at the 109th Airlift Wing, Stratton ANGB, Scotia, NY with a copy of all repairs and related services furnished to the 109th Civil Engineering Squadron.

5.0 Performance Objectives

5.1 Fire Hose Testing

5.1.1 NFPA 1962, Standard for the Care, Use, Inspection, Service Testing, and Replacement of Fire Hose, Couplings, Nozzles, and Fire Hose Appliances. Chapter 4 outlines the Service Testing requirements for Fire Hose.

5.2 Ground Ladder Testing

5.2.1 NFPA 1932, Use, Maintenance, and Service testing of In-Service Fire Department Ground Ladders. Chapter 7 outlines the requirements for Service Testing of Ground Ladders.

5.3 Fire Pump Testing

5.3.1 NFPA 1911, Standard for the Inspection, Maintenance, Testing and Retirement of In-service Automotive Fire Apparatus. Chapter 18 outlines the requirements for Performance Testing of Fire Pumps and Industrial Supply Pumps.

6.0 Operating Constraints

Unauthorized Work Performance: The contractor shall not perform work that deviates from contract requirements and specifications. If the contractor deviates from contract requirements and specifications without prior written approval of the Contracting Officer, such deviation shall be at the risk of the contractor and any cost of this unauthorized work shall be borne by the contractor.

7.0 Safety Requirements

The contractor shall comply with all Occupational Safety and Health Act (OSHA), federal, state, and local laws, regulations, and requirements regarding safety, as applicable to the services provided under this contract. In the event safety laws or regulations change during the term of this contract, the contractor is required to comply as such laws come into effect.

8.0 Security

In accordance with AFI 10-701, Operations Security, OPSEC PMs/SMO/SMNCOs/Coordinators will provide OPSEC training or training materials to contract employees within 90 days of employees' initial assignment to the contract and annually thereafter. General organizational orientations may need to be supplemented by duty-related orientations in the work center targeted toward specific critical information and vulnerabilities associated with the work. Initial training (OPSE 1301 - OPSEC Fundamentals) and refresher training (Protecting Sensitive Information) are both available on the MyLearning website. For Contractors that do not require issuance of a CAC, local training will be provided during badge issuance at SFS via informational binder.

9.0 AT Level I Training

This standard language is for contractor employees with an area of performance within a Government controlled installation, facility or area. All contractor employees, to include subcontractor employees, requiring access to Government Installations, Facilities and Controlled Access areas shall complete AT Level I awareness training within 10 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. Certificates of completion for each affected contractor employee and subcontractor employee will be maintained by the COR or Antiterrorism Representative. AT level I Awareness Training is available through MyLearning by completing the Force Protection CBT. For Contractors that do not require issuance of a CAC, local training will be provided during badge issuance at SFS via informational binder.
