RFI: SWCD

REQUEST FOR INFORMATION 1-7

1. How many candidates are expected to go through SWCD in the given 6 mo PoP? This will be key in determining how many FTE’s we need to bid for this effort.

Answer: We are seeking one FTE or 40 hours’ worth of work for the duration of the requirement; Based on previous numbers, we anticipate an average of 25 trainees in the official 1-level program at any one time. However, the pool of potential recruits that would need to be offered the PAST prior to enlistment could be as high as 50. Not all potential recruits would need to take the PAST at any one time. Due to this being a new program there is some uncertainty on the numbers and when testing would be scheduled to accommodate both trainees and the contractor.

2. Along these same lines, how many events do you anticipate being conducted during the 6 mo PoP? We understand that 3 candidate development sessions with a candidate are required prior to the Developer’s “Ready-to-Ship” recommendation but how often are these sessions typically being held (monthly, weekly?).

Answer: Refer to section 1.14 of the PWS, “The following developmental tasks should be accomplished for each candidate.” There are too many variables to determine exactly how often. The minimum requirements are states in 1.14.

Upon award, we will discuss with the vendor on coordination on frequency based on the Candidates availabilities and locations.

3. Is there a requirement to have medical personnel on location during PAST events? If so, will the Government provide?

Answer: Refer to section 1.13 of the PWS. The individual selected for this position is deemed qualified to serve in a medical capacity for the PAST events.

4. Is there an incumbent and could you tell us who they are?

Answer: No incumbent

5. There are very specific qualifications for the contractor, if we wanted to bid some non-key personnel as well, could we? For example, we see a nutritionist or a physical therapist being helpful for this contract.

Answer: Refer to 1.13 of the PWS.

6. a. The PWS mentions the contractor has to secure a pool, running track and indoor/outdoor gym. Are these available at Westhampton and the contractor just has to work with base personnel to schedule times

Answer: No

b. or are we expected to have to secure these outsides of the base?

Answer: Outside of the base

c. If so, how will the Candidates be transported to and from and is that the responsibility of the Contractor?

Answer: Transportation to and from training locations are the candidate’s responsibility.

7. Has the Government designated locations to conduct PAST outside of Westhampton? If so, where?

Answer: No
