Solicitation W50S8E21B0001 – Request for Information Questions 1-4 13 Aug 21

1) Scope of work 2.5 Project Supervision requires the contractor to have Project Superintendent, Quality Control Systems Manager, Safety and Health Manager on site. Could Project Superintendent serve in multiple roles if he or she is qualified for all roles served?

GOVERNMENT RESPONSE: SECTION 2.6.3. CONTRACTING OFFICER MAY AUTHORIZED

PROJECT SUPERINTENDENT TO ALSO BE THE CQC SYSTEM MANAGER AND/OR

SAFETY AND HEALTH MANAGER. THIS IS AT THE DISCRETION OF THE GOVERNMENT.

AT ANY TIME, THE CONTRACTING OFFICER MAY RESCIND THIS AUTHORIZATION AT

NO COST TO THE GOVERNMENT IF THE GOVERNMENT IS UNSATISFIED WITH THE

PERFORMANCE OF THE PROJECT SUPERINTENDENT.

2) Scope of work 3.4 BLDG 250 and BLDG 254 Exterior Envelope Repair calls for removing and disposing six (6) unused "mushroom" air vents from roof and patch-seal openings. Could we assume no work would be performed below roof line such as removing duct work or closing ceiling inside the building after air vents removed?

GOVERNMENT RESPONSE: CONTRACTOR SHALL REMOVE “MUSHROOM” VENTS AND

CAP/SEAL ANY VENT OPENINGS CAUSED BY “MUSHROOM” REMOVAL BEFORE PATCH

& SEAL OPERATIONS. CONTRACTOR IS NOT RESPONSIBLE FOR REMOVING ANY OLD

DUCT WORK BELOW ROOF LINE OR REFURBISHING ANY INTERIOR PART OF THE

CEILING OUTSIDE OF ENSURING THAT THE PATCH AND SEAL IS WATERTIGHT.

GOVERNMENT INTENT IS TO ELIMINATE POINTS OF HEAVY WATER INGESTION

DURING RAIN EVENTS.

3) Scope of work 3.5 BLDG 424 Exterior Subpanel Installation calls for various electrical work to be performed. We did not have a chance to see existing conditions or location of this work area.

Would this part of the work have removed from Solicitation? If not, could we have another site visit to inspect existing conditions?

GOVERNMENT RESPONSE: CIVIL ENGINEER SQUADRON CAN COORDINATE A TIME

WITH RESCUE SQUADRON OPERATIONS TO ALLOW FURTHER SITE INVESTIGATION

OF PROPOSED ELECTRICAL WORK BY BIDDING PARTIES.

4) Scope of work 3.6 Chain-Link Fence Repair calls for removing three (3) damaged fence posts and replace them with new ones. There is one more post leaning against the street approximately 80' away west from the damaged fence area. Should we include the repair of that post?

GOVERNMENT RESPONSE: NEGATIVE – REPAIRS ARE LIMITED TO THE DAMAGE

IDENTIFIED.
