DEPARTMENT OF THE AIR FORCE
105 AIRLIFT WING (ANG)
ONE MAGUIRE WAY
NEWBURGH NY 12550-5075
1. Background
The garage of Building 105 currently contains a vacant and unused 44’ by 18'-9" Mezzanine that is to be repurposed into two (2) functional office rooms. These office rooms will be furnished with all MEP, IT infrastructure, and other capabilities to allow airmen to work and train in these spaces. This project will consist of the design and construction of said offices for applicable use for the Air National Guard.
2. Scope
Contractor shall furnish all tools, parts, material, labor, supplies, permits, equipment and incidentals required to properly perform work outlined below. All work shall be performed in in a safe manner and shall be accomplished in accordance with all local, state, federal, and safety regulations to include any hazardous waste disposal if necessary.
All materials to be installed must be submitted and approved prior to installation.
3. Objectives
The Contractor shall design and install at a minimum but not limited to walls, dropped ceiling, doors, finishes, overhead support brackets, heating and cooling, power and Emergency (EM) power, lighting, IT/telecom hook ups units, Fire Alarm (FA) devices, Fire Protection (FP) System, mass notification (Giant Voice) and low voltage controls to construct the new office rooms. The Contractor is required to submit all submittals to the Contracting Officer based on information provided in this Statement of Work. No construction work shall start until submittals are approved by the Contracting Officer. The Contractor is responsible for all permitting and testing as required. The work will take place in the garage as well as the Electrical Closets of Building 105. This work, at a minimum, shall include:
A. Architectural / Structural
1. The Contractor shall observe FIGURE 1, attached herein, detailing the desired layout of the office space. The Contractor is not required to strictly adhere to the dimensions of the offices, but the layout shall not be modified. The “Hallway” shall be no less than five 5’ in width.
2. The Contractor shall design and install sheetrock walls with steel studs and frames as shown in FIGURE 1. Studs shall be spaced no more than 16” and shall be notched as required for wiring. The Contractor will ensure the spacing between the walls has sufficient room for wiring and cabling. Walls will be stood up on both sides of the studs and the contractor will furnish and install the insulation. Walls are not required to be placed along the hallway, however the bannister and railing shall remain. Finish flooring in the hallway shall match the finish floor (carpet tiles) of the offices. A finish edge shall be installed for the carpet along the railing side of the hallway.
3. The wall height shall be 8’. The Contractor shall survey and verify this height will allow enough lateral stability of the walls; if deemed insufficient, the Contractor shall submit a request to modify the bracing to the Contracting Officer for approval.
4. The two (2) doors shall be 7’ in height, solid wood doors with metal frames (match existing office doors), door, hinges, handles, etc. shall match (or equivalent) to existing.
Doors shall swing out into the “Hallway” as shown in FIGURE 1.
5. The Contractor shall observe the Steel Bracing utilized for existing two (2) offices within the garage. All engineering and materials shall match (or equivalent) to existing.
6. All equipment shall be labeled with permanently affixed labels. Markers/Pens are not acceptable.
7. The Contractor will furnish and install all painting (all sides), trim and baseboard trim, outlet covers, doorway transition pieces, ceiling framing, ceiling tiles and carpet tiles.
Colors to be submitted and approved by Contracting Officer.
B. Mechanical / HVAC
1. The Contractor shall utilize the existing HVAC unit and ductwork and modify as needed to design and install, in accordance with all governing codes, a VAV zone to provide heating and cooling capabilities as well as outside air for the new office spaces.
2. The Contractor shall demolish the garage door motor and wiring serving the garage door in this area (as needed). The MXG has noted this door is not used and does not need this motor. Variations to this provision are allowable, however any changes must be submitted to the Contracting Officer for approval.
3. The refrigerant must be in accordance with BEE requirements and both the material and charging reports must be submitted to the Contracting Officer for approval. Refrigerant lines shall be properly secured according to the manufacturer from the condensing unit to the evaporating unit. All refrigerant lines shall be insulated with a minimum of 1” insulation. The Contractor is responsible for all drilling, caulking, and sealing any penetrations made during construction.
4. Outside air shall be ducted from existing. The size required shall be confirmed by The Contractor. The Contractor will furnish and install a louver on the exterior of the duct as well as a motorized damper (see section F. Controls for more information).
5. Supply air shall be ducted to each of the rooms to provided climate control and outside air. The size required for the duct shall be designed by The Contractor and submitted for approval. Supply air diffuser types shall match existing (or equivalent).
6. The thermostat shall be located in ROOM 1 and must be compatible with TRANE Controls. The Contractor shall submit final location for approval.
7. Sheet metal, insulation, sound attenuation, volume dampers, vibration isolation, sealants and all other applicable materials shall be submitted to the Contracting Officer for approval. Flex duct shall not exceed 5’.
8. The Contractor will design and install, in accordance with all governing codes, spray on insulation to the underside of the floor of the Mezzanine. Spray on insulation shall be no less than 1”.
C. Electrical / IT / Telecom
1. The Contractor is responsible for designing and installing power to all applicable equipment in this scope, including but not limited to the following:
a. HVAC unit
b. Disconnect Switches
c. HVAC Controls
d. HVAC Damper
e. Lighting
f. Lighting Controls
g. Receptacles
h. ATI mass notification (giant voice)
2. The Contractor is responsible for designing and installing EM power to all applicable equipment in this scope, including but not limited to the following:
a. EM Lighting
b. FA speakers/strobes
c. Egress Signs (as needed)
3. All equipment shall be wired and powered by existing panels located within the building.
PP2, located within the garage, should have enough spares to power to most of the equipment in scope. The Electrical Closet houses EM, additional low voltage, and high voltage panels, these shall be used as needed.
4. The Contractor shall design and install conduit and conductors in accordance with all governing codes, from the panels to the equipment. The Contractor shall submit one line diagrams for power to the Contracting Officer. The Contractor is responsible for all drilling, caulking, and sealing any penetrations made during construction. Junction and pull boxes will be installed as needed. Conduit shall be run tight to the ceiling as applicable. The Contractor shall conduct all NETA testing as required and submit reports to the Contracting Officer.
5. The Contractor shall provide disconnect switches for the HVAC unit in an accessible area.
6. All equipment shall be grounded to building steel in accordance with all applicable governing codes. The Contractor may ground to existing equipment as needed but is responsible for all new material as required.
7. The Contractor is responsible for designing and installing the lighting and EM lighting system layout. Light fixtures must be LED and will be submitted to the Contracting Officer for approval.
8. The Contractor shall furnish and install battery packs to accomplish EM functionality.
9. The Contractor will utilize the existing Lutron Lighting system to provide lighting controls. Lighting controls shall utilize vacancy sensors, ON/OFF schedules, and all standing capabilities from the existing lighting control panel. The Contractor is responsible for all programing and testing of the lighting controls and shall submit a test report to the Contracting Officer.
10. The Contractor will design and install all receptacles in accordance with all governing codes. All receptacles will be labeled with their respective panel and circuit numbers.
Duplex receptacles shall be submitted to the Contracting Officer for approval.
11. The Contractor will design and install all telecom cable pathways in accordance with the requirements of the 105th AW Communications Squadron. Cable pathways to be grounded in accordance with 2020 NEC and AFI requirements, conduit to be 1” EMT minimum. Connect at a box and originate at the telecom ground bar in the supporting telecom room.
12. The Contractor is responsible for providing power, start-up, and testing all equipment.
Submit all testing reports to Contracting Officer.
D. Fire Alarm
1. The Contractor shall design and install, in accordance with all governing codes, all FA equipment to include speakers, strobes, and pull stations as needed.
2. The Contractor shall wire all FA devices back to the existing Fire Command Station. The
Contractor is responsible for testing and passing functional and integration tests of the new FA devices with the local Authority Having Jurisdiction.
E. Fire Protection
1. The Contractor is responsible for identifying and demolishing all pendants and branch lines obstructing the Mezzanine office areas. This includes but is not limited to draining down and recharging the existing wet system and providing plugs on existing lines. This work must be coordinated with the Contracting Officer.
2. The Contractor will design and install, in accordance with all governing codes, new sprinkler branch lines and sprinkler heads into both office rooms. The contractor will tie the new branch lines into the existing main system. This includes but is not limited to draining down and recharging the existing wet system and installing new piping, connectors, valves, fittings etc. as needed. This work must be coordinated with the Contracting Officer.
3. Pendant heads type and manufacturer shall match existing (or equivalent).
F. Controls
1. The Contractor shall wire low voltage controls from the HVAC to an existing / new
TRANE Controller Unit. Wiring shall be properly supported from the building structure.
2. The Contractor is responsible for programming all equipment in this scope. Regarding the HVAC unit, the following points shall be wired to the unit and monitored on Building 105’s BMS system:
a. System Graphics
b. Space Temperature
c. Unit Status
3. The Contractor will program the unit’s occupied and unoccupied set points and schedule as specified by Contracting Officer. The motorized damper shall be interlocked with the unit’s ON/OFF status.
4. The Contractor is responsible for all point to point and functional testing. Testing reports will be submitted to the Contracting officer for approval.

4. Delivery
All parts and materials shall be genuine parts and materials as manufactured or recommended by the manufacturer. Performance shall take place at the 105th Airlift Wing, Stewart ANGB, Newburgh, NY.
5. Government Furnished Property: None
6. Security
Contractors should be aware that this is a Military Installation and that all access to this installation is granted by the 105 AW Base Defense Squadron. The U.S. government will not be held liable for any delays or breach of contract caused by refusal of the 105th AW Base Defense Squadron. If a gate pass is not granted to a contractor allowing the delivery of goods, execution of warranty support, or performance of services please contact the contracting officer.
A contractor’s badge will be issued once The Contractor enters the main gate at Stewart Air National Guard Base. All employees are required to have the proper ID (social security card, driver’s license, state ID, immigration card, U.S. Passport, etc.). If they do not have the proper ID, they will be turned away. Vendors should be aware that Anti- Terrorism Force Protection Measures are applicable to this contract. Vendors will be briefed on these measures by Base Defense personnel if recurring or long term access is required to Stewart ANG Base. Otherwise you will be escorted at all times by a member of Stewart ANG Base.
7. Safety Requirements
The Contractor shall comply with all Occupational Safety and Health Act (OSHA), federal, state, and local laws, regulations, and requirements regarding safety, as applicable to the services provided under this contract. In the event safety laws or regulations change during the term of this contract, The Contractor is required to comply as such laws come into effect.
8. Contractor Manpower Reporting
The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract via data collection site. The contractor is required to completely fill in all required data field at http://www.ecmra.mil.
Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year, which runs 1 October through 30 September of each calendar year.

*Reporting Period: Contractors are required to input data by 31 October of each year.
Uses and Safeguarding of Information: Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the contractor name and contract number associated with the data.
