MEMORANDUM FOR RECORD
SUBJECT: MINUTES OF PRE-PROPOSAL CONFERENCE AND SITE VISIT, SOLICITATION
W50S8D20Q0003, CONSTRUCT BLDG. 105 MEZZANINE OFFICES
30 July 2020, 1000 - 1100
1. The list of contractors attending the meeting is shown on the attached sign-in sheet. The following
Government representatives attended the subject meeting:

2. The following items were discussed during the Pre-Proposal Conference:
a. Introductions of Government personnel were provided to all contractors. The acquisition process was explained and all were notified that the solicitation is being issued as a Request for Quote (RFQ) under FAR Part 13 Simplified Acquisition Procedures. Contract period is 45 days. This includes all work to include cleanup and punch list.
b. The solicitation is being issued as a total small business set-aside under the applicable NAICS code 236220, Commercial and Institutional Building Construction.
c. Quotes are due by 13 August 2020 at 2:00 PM. Contractors were reminded to check the solicitation posting at beta.sam.gov Contracting Opportunities regularly for any changes throughout the solicitation phase.
3. Contractors were reminded that all questions must be submitted in writing via email to:
joseph.kugler.1@us.af.mil. All questions must be routed through the Contracting Office. All Contractor questions when answered will be posted to the beta.sam.gov Contracting Opportunities website. If a question arises that will result in a change to the plans or specifications, an official amendment will be issued. All correspondence, questions and answers, amendments etc. will be issued or posted through Contracting Opportunities.
4. Contractors were notified that there were two iterations of the Figure 1 drawing that were posted as an attachment to the beta.sam.gov Contracting Opportunities solicitation page. The first had the incorrect dimensions for the Total Mezzanine area measured at 82’ x 49’. That has since been corrected and a new Figure 1 drawing attachment has been posted to the solicitation page with the correct measurements now being 44’ x 18’9”.
5. 2Lt. Mike Lynch then discussed details of the project to include the construction of two office spaces on the mezzanine platform similar to office areas that can be found throughout the existing building. A hallway will run from the top of the stairway through the front part of the mezzanine in a way that gives access to both office areas.
6. Existing fire suppression will have to be modified accordingly to accommodate the office areas along with lighting and electrical. For any electrical, additional power can be pulled from the floor level of the warehouse storage area.
7. Existing ductwork can also be reutilized for any HVAC for the office areas.
8. The goal is to have completed office areas to include carpet tiles, ceiling tiles, paint, lighting, giant voice mass notification, etc. as outlined in the Statement of Work.
9. One question that was asked was regarding the storage areas directly below the mezzanine structure. Is there anything required to be modified in that area? 2Lt. Lynch responded that no modifications are required in that area. The only area that needs attention will be on top of the mezzanine with the construction of the two office areas and hallway sections. Spray on insulation will be the only requirement for the underside of the mezzanine floor. All equipment currently residing in that storage area can be moved to protect assets from potential overspray during that portion of the project.
10. All access to the work area to drop off and stage equipment will be provided from the front of the building through the roll-up doors. All necessary pre-coordination will take place with the building occupants to ensure deliveries and power shutdowns take place strategically as to prevent any potential conflicts to ongoing building operations.
11. All contractors had the opportunity to walk the mezzanine area and take measurements and pictures if necessary. The site visit was concluded at approximately 11:00 AM.
