This Amendment 0002 is being issued to incorporate a revised Statement of Work and to provide answ ers to RFI's that w ere asked during the pre-proposal conference and site visit.

1. Background
The 105th Airlift Wing requires a properly sited running track to carry out military personnel physical fitness requirements for all 105th AW members and members of the tenant Marines unit. The running portion of the fitness test currently takes place on the installation roadway which is undesirable. The lack of adequate shoulder or sidewalks makes this an obvious safety hazard which results in excess personnel utilized for traffic control. A new running track will be sited outside of the roadway near existing outdoor recreation facilities on base.
2. Scope
Contractor shall furnish all engineering, supervision, tools, parts, material, labor, supplies, permits, equipment and incidentals required to properly perform work outlined below. All work shall be performed in in a safe manner and shall be accomplished in accordance with all local, state, federal, and safety regulations to include any hazardous waste disposal if necessary.
All materials to be installed must be submitted and approved prior to installation.
3. Objectives
The Contractor shall design and install at a minimum but not limited to survey, excavation, grading, compaction, installation of track and associated safety features. This work, at a minimum, shall include:
A. Grading & Excavation
1. The Contractor shall observe FIGURE 1, attached herein, detailing the desired layout of the running track. The Contractor is not required to strictly adhere to the dimensions of the track layout on FIGURE 1, but the general configuration and total distance (1/4 mile) shall not be modified. The track along the baseball field fence shall be on the inside similar to a baseball field warning track. The outside edge of the track shall be installed directly adjacent to the existing fence within the baseball field foul lines.
2. The Contractor shall design and construct all grading necessary to achieve final sub-grade per the approved design. The surface and drainage requirements shall be in accordance with UFC 4-750-02N. To meet linear slope requirements a maximum elevation difference shall be 4 feet across the track surface.
3. All grading outside of the track width shall be graded at a maximum 3:1 slope to existing grade. All areas shall be stabilized upon achieving final grade.
4. Suitable and stable sub-grade shall be established, for any fills area this sub-grade shall be compacted to 95% compaction as determined by a modified proctor test. For all areas of cut, virgin soils shall be inspected and approved prior to installation of sub-base. All compaction testing shall be in accordance with ASTM standards.
5. Any existing drainage features shall be realigned, replaced or upgraded as necessary to maintain existing drainage patterns.
6. The contractor shall topsoil, seed, install starter fertilizer and protect all exposed areas upon completion of final grade. Seeding mixture shall be a raked in or rolled in perennial mix (no annual seed mix shall be accepted), seed mix shall be submitted and approved. A protective layer of straw or approved equal shall be applied over top of the seed mixture for moisture retention and erosion protection. Starter fertilizer shall be a 10-20-10 mix or approved equal. The contractor shall spread fertilizer per manufacturer recommendation for new grass.
B. Track Installation
1. The Contractor shall design and install, in accordance with all governing codes, all sub-base, asphalt binder course and surface material in accordance with FIGURE 2.
2. The base course shall be installed at a depth of 8” as shown on FIGURE 2. The base course shall gravel course meeting NYSDOT 304-2.02 or approved equal. The base course shall be compacted to a minimum of 95% compaction as determined by a modified proctor test.
3. A non-woven geotextile fabric shall be placed between the base and the asphalt binder course. Non-woven geotextile fabric shall meet ASTM D4632.
4. An asphalt binder course shall be installed at a depth of 3” and compacted to a minimum of 95% compaction as determined by a modified proctor test. The asphalt binder course shall be PG 70-22 or approved equal.
5. Compaction of all courses shall meet ASTM standards.
6. Asphalt binder course materials shall be cured in accordance with manufacturer’s specifications prior to placement of the synthetic track surface.
7. The thickness of the aliphatic waterborne synthetic track surfacing system shall be minimum 13mm.
8. All liquid materials shall be from a single source and manufactured for the purposeof resilient track construction.
9. The contractor shall record the batch number of each product used on the site and maintain it throughout the warranty period and provide a copy to the government.
10. Base mat waterborne synthetic track surfacing system components shall be processed and installed by specially designed machinery and equipment. A mechanically operated paver with variable regulated speed and thermostatically controlled screed shall be used in the installation of the base mat.
11. Base course SBR granules and polyurethane spray coating shall be mixed together on site to regulate the ratio/quantity of SBR, not to exceed 82% by weight in the base mat portion of the system. The single component polyurethane binder shall be mixed with the SBR rubber so that a minimum of 20%, by weight, exists in the final mixture. This mixture is then mechanically installed using the paver.
12. Wearing course SBR granules and polyurethane coating shall be mixed together on site to regulate the ratio/quantity of SBR, not to exceed 82% by weight in the base mat portion of the system. The single component polyurethane binder shall be mixed with the SBR rubber so that a minimum of 20%, by weight, exists in the final mixture. The wearing course shall be installed using automatic electronic portioning, which provides continuous mixing and feeding for an accurate, quality controlled installation.
13. Installation shall not take place if adjacent or concurrent construction generates excessive dust, abrasives or any other by-product that, in the opinion of the installer, would be harmful to the track material, until completion of such works. If, in the opinion of the installer of the synthetic material, the weather and/or climatic conditions are detrimental to the proper installation of the surfacing materials, work shall be delayed until conditions are acceptable. Installation shall be executed only in dry conditions.
14. Track surface color to be submitted and approved by contracting officer with track submittals.
C. Additional Site Features
1. The Contractor shall install bollards at 6 foot intervals, along vehicle transportation pathways directly adjacent to the running track to promote safety and inhibit snow stockpiling on the track surface.
2. The track shall be no less than 10’ wide with 2” striping along both shoulders to provide added safety features.
3. All line and event markings shall be applied in (1) one coat by experienced personnel utilizing the manufacturer’s recommended pigmented paint compatible with waterborne track surfacing material as required and specified by current NFHS, IAAF and NCAA rules.
4. Delivery
All parts and materials shall be new parts and materials, as manufactured or recommended by the manufacturer. Performance shall take place at the 105th Airlift Wing, Stewart ANGB, Newburgh, NY. The Performance Period shall be 75 days.
5. Pre-Construction Meeting
The Contractor shall be required to meet with the Contracting Office, BCE representative and other members as required prior to the commencement of any work in order to coordinate the project construction. Topics of discussion will include: Hours of work, lay-down and storage areas, work area limits, safety compliance, emergency notifications and any other topics deemed necessary by the Contracting Officer or Contracting Officer representative.
6. Government Furnished Property: None
7. Security
Contractors should be aware that this is a Military Installation and that all access to this installation is granted by the 105 AW Base Defense Squadron. The U.S. government will not be held liable for any delays or breach of contract caused by refusal of the 105th AW Base Defense Squadron. If a gate pass is not granted to a contractor allowing the delivery of goods, execution of warranty support, or performance of services please contact the contracting officer.
A contractor’s badge will be issued once The Contractor enters the main gate at Stewart Air National Guard Base. All employees are required to have the proper ID (social security card, driver’s license, state ID, immigration card, U.S. Passport, etc.). If they do not have the proper ID, they will be turned away. Vendors should be aware that Anti- Terrorism Force Protection Measures are applicable to this contract. Vendors will be briefed on these measures by Base Defense personnel if recurring or long term access is required to Stewart ANG Base.
Otherwise you will be escorted at all times by a member of Stewart ANG Base.
8. Safety Requirements
The Contractor shall comply with all Occupational Safety and Health Act (OSHA), federal, state, and local laws, regulations, and requirements regarding safety, as applicable to the services provided under this contract. In the event safety laws or regulations change during the term of this contract, The Contractor is required to comply as such laws come into effect.
8. Contractor Manpower Reporting
The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract via data collection site. The contractor is required to completely fill in all required data field at http://www.ecmra.mil.
Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year, which runs 1 October through 30 September * of each calendar year. Contractor may direct questions to the CMRA help desk.
*Reporting Period: Contractors are required to input data by 31 October of each year.
Uses and Safeguarding of Information: Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the contractor name and contract number associated with the data.
User Manuals: Data for Air Force service requirements must be input at the Air Force CMRA link. However, user manuals for government personnel and contractors are available at the Army CMRA link at http://www.ecmra.mil.
SECTION 00800 - SPECIAL CONTRACT REQUIREMENTS

Q1. Will power and water be provided?
A1. Water and power will be available upon request.
Q2. Shall the backstop fencing be moved to accommodate the 10’ wide track or can the track run in front of the light post (existing paved surface)?
A2. Existing paved surface in front of light pole to be utilized. Relocating fence and light pole will not be required.
Q3. What shall contractor do with excess cut material?
A3. Excess material must be removed from the site/base.
