• Performance Period: 180 CALENDAR DAYS after date of Contract Award o Includes Administrative Activities, Mobilization, De-Mobilization, Punch List, Cleanup, and Closeout Documents

• There are no Liquidated Damages associated with this project.

• Solicitation Amendments have been issued:

• Amendment 001 – Modification to SF1442 to add Drawings & Specs.

• Review beta.SAM.gov for additional Amendments during the Bidding process

Project Information Background: All construction is to be completed for the future installation of the Global ASNT system.

Scope: The project includes interior and exterior work. The interior work which includes the installation of a new air conditioning unit within room 1083 and new electrical raceways to support cabling requirements between room 1083 and the antenna system located on the south side of building 3390. The exterior work site of the building includes the installation of a new fence system, concrete work, a steel platform, davit crane, tree removal, and all associated underground electrical, grounding loop, and lighting requirements associated with the fenced area.

Project Information The bid Submission, SF1442, contains two priced Contract Line Items (CLIN):

CLIN 0001 – Beddown Global ASNT CLIN 0002 - Contractor Manpower Reporting (eCMRA)

• Report prime and sub-contractor labor hours on a secure Government website.
• May or may not have a cost assigned to it.
• Failure to maintain & report data may result in Invoice disapproval.

• No further Bid Break-Out is required by bidders.

Key Project Personnel Project Management & Site Superintendent The contractor shall be required to provide a dedicated Site Superintendent through completion of the project.

The Site Superintendent MUST be on site at all times during active construction activities.

Project Manager, Quality Control and Superintendent Positions are considered key positions.

These positions SHALL NOT be subcontracted below the Prime Contractor

Bid Information Contractor Manpower Reporting (eCMRA) The contractor will report ALL contractor labor hours required for performance of services provided under this contract to a secure data collection site.

The contractor can access the site at https://cmra.army.mil, and then click on “Department of the Army CMRA” or the icon of the DoD organization that is receiving or benefitting from the contracted services.

Reporting inputs will be for the labor executed during the period of performance during each Government FY, which runs from October 1 through September 30.

Contractors may direct questions to the help desk at the applicable Service/Component’s CMR website at https://cmra.army.mil.

Submit Questions Questions must be submitted via email to the Contracting Office No Later than 2:00pm, EST, 9 Sep 20 Email: joyce.baker@us.af.mil and karen.e.foulds@us.af.mil Procedures for submitting Bid Questions are located in the SF1442 Section 00100 Attach 03 and MUST be followed or questions will NOT be answered.

Do NOT submit questions directly to the AE Firm, Engineering Office, other Government personnel.

Answers will be posted to beta.SAM.gov in the form of a Solicitation Amendment on a SF30 Contractors will not receive personalized responses to questions.

Questions received after the above date & time will not be answered

Bidder Responsibility Bidders MUST be registered in System for Award Management (SAM) at the time of Bid Opening.

The Government will make a determination of Responsibility in accordance with the requirements set forth in the SF 1442.

To determine Responsibility - The apparent low bidder may be requested by the Government, prior to Award, to submit a statement regarding previous experience in performing comparable work, business and technical organization, financial, insurance, and bonding resources, or plant available to be used in performing the work.

Past Performance will not be evaluated separately for the this solicitation.

What to submit Clear and concise bid addressing all requirements detailed in the Solicitation.

Bid Package requirements are detailed in Section 00100, Attach 03, Item 7 – “Bid Packages” Bids must be signed on the SF1442 - Submit hard copy a full digital pdf version of your bid.

Acknowledge all Amendments on the Solicitation, SF1442 If providing an Alternate Solution; Contractor must indicate how the solution will meet the Government’s Requirement.

Bid Guarantee - Required for ALL Proposals over $150K Must be 20% of the Proposal Price or $3m which ever is less & Submitted on Standard Form 24

Bid Submission & Opening Bidders MUST review the SF1442, Section 00100, Item 8 Bid Submission for full procedures and guidance.
