Justification and Approval for Other Than Full and
Open Competition Justification
1. Contracting Activity: New Hampshire National Guard Joint Contracting Office
2. Description of Action: The Justification and Approval document is for Pease AFB Fire Alarm monitoring System and Alarm panels. The System Pease AFB utilizes in Monaco’s D21 and panels for interoperability.
3. Description of Supplies/Services: Monaco’s D21 monitoring system and panels are Pease AFB required Fire Alarm system. All upgraded facilities on Pease AFB will include the panel to connect to the Monaco D21 monitoring system.
4. Authority Cited: FAR 6.302-1(a)(2).
5. Reason for Authority Cited:
In 2019 Pease AFB made conducted extensive research and choose the Monaco D21 Monaco system to comply with the Air Forces regulation of a Base wide fire alarm monitoring system.
Fire alarm system panels installed at Pease Air National Guard require point-to-point reporting to the central reporting station. The central reporting station is a Monaco reporting system. Other manufacturers do not offer equipment which is UL (Underwriters Laboratory) listed for compatibility with the central Monaco reporting station. The contractor installing the fire protection system will be required to purchase the Monaco panels in order to meet the compatibility requirements for reporting at Pease. This system configuration will transmit discrete information regarding the status of the system on a point-by-point basis directly to fire dispatch, with signals indicating the location of the alarm, such as “Alarm, Manual Pull Station, Main Entrance.” The increased level of information will result in a better informed and faster response by the fire department to the emergency. The panels are required to be Monaco to ensure compatibility when transmitting to the base wide Monaco reporting system. Any other equipment manufacture is incompatible because it cannot report on a point-by-point basis to the central reporting station. Installing equipment from other manufacturers would transmit only generic signals such as “Alarm,” which limits information and would delay fire department response and lead to longer investigation times upon arrival. Thus, this system is a life and safety issue for the base.
If the J&A is not approved, then there is risk that the construction contractor will install an alternative fire alarm panel incompatible with the Monaco system. Installing equipment from other manufacturers would transmit only generic signals such as “Alarm.” Generic signals limits the information transmitted to the fire department. Incomplete information would result in a delayed fire department response and longer investigation times upon arrival. The impact of these delays increases risk of loss of life and property damage.
6. Efforts to Obtain Competition: The Monaco FACP is the only brand available to ensure the detailed fire alarm signals will be properly transmitted, and therefore it was determined that the Monaco panel is the only brand available to adequately fulfill the Government’s needs. The brand name requirement for this system does not preclude a wide range of contractors from submitting a bid on this procurement. All bidders may bid on this procurement utilizing the Monaco FACP.
7. Actions to Increase Competition: The JA approval will have no overall effect on the competition for the construction project. Prime construction contractor either offeror their customers systems they have installed, or ask which system the customer uses.
8. Market Research: Research was conducted to select a Base Wide Fire Alarm Monitoring system.
While there are many vendors to select from, Monaco was selected in 2019.
