PERFORMANCE WORK STATEMENT (PWS)

FOR

REPAIR, Men’s Bathroom – Bldg. 5026

VDYD232002

SCOTT AIR FORCE BASE, ILLINOIS

23 AUGUST 2023

1. REQUIREMENT:

a. BACKGROUND: 126th Air Refueling Wing aircraft maintenance hangar contains the authorized aircraft for the Air National Guard on Scott Air Force Base. It is located at building 5026 (5780 Pryor Drive).

b. OBJECTIVES: This project addresses multiple work orders that have been created for the same area in Bldg. 5026, the Maintenance Aircraft Hangar. Currently, the Men’s Bathroom in the main hangar bay area needs major repairs to provide adequate facilities for all personnel working on KC-135 aircraft. The drywall ceiling is falling apart due to inefficient, leaking HVAC and mechanical systems that are located on the ceiling joists of the bathroom CMU room. The ceiling was constructed using two layers of drywall and not designed to house mechanical equipment or allow personnel to walk on the ceiling. The HVAC system that is located on the ceiling has leaked through the drywall due to poor condensation drainage causing the severe water damage and mold growth throughout the locker room and lavatory area of the bathroom. Due to the bathroom being out in a mostly unconditioned bay space, the room is subject to humidity during the summer and cold temperatures in the winter causing condensation and mold issues throughout the room.

c. Existing Bathroom Layout (Room 105/105A):

2. PROJECT SCOPE: The Contractor shall furnish all labor, materials, vehicles, equipment, tools, supervision, and administration required to conduct the following work:

a. BASE BID: Mechanical/Exterior Repair

i. Removal of the A-Coil off the bathroom ceiling and install an air handler that is appropriately sized to go with the A-Coil and condenser. A-Coil and condenser shall be placed behind the bathroom at ground level. All piping and wiring shall be relocated to new location as necessary.

ii. Remove the existing tank water heater from the ceiling area and relocate to the location shown on the proposed plan below at ground level. All ventilation, mechanical and plumbing piping and electrical shall be relocated to accommodate the new location shown in the proposed mechanical room.

iii. Remove the existing ceiling drywall and structural members (if needed). Assess the ceiling joists and install new ceiling joists and covering robust enough to allow for ceiling access for maintenance workers (recommend ¾” plywood that can be exposed to exterior humidity, etc.). New ceiling/roof of the bathroom shall meet all code requirements/fire rating as appropriate.

iv. Contractor shall assess the ceiling and the mechanical equipment and piping above the bathroom. If piping or ductwork can be moved to allow for less impacts, the contractor shall provide for that in their bid. If the ceiling height for the bathroom can be raised to achieve a height of 9’0” AFF, that would be ideal.

v. Cut an opening in the rear of the room to allow for a new mechanical room entrance.

Recommend installing a lintel to allow for a new steel, controlled entry door into proposed mechanical room. All door hardware and cores shall be BEST.

vi. Install a new handwash station on south exterior of bathroom near front door. All piping, drainage and venting shall be new and ran to minimize impact to work in the hangar bay.

Contractor shall provide an access panel on inside of bathroom to allow for maintenance and ability to shutoff water supply in winter months when hangar door will be open for extended periods of time.

vii. Clean exterior CMU and seal any gaps and paint with an exterior paint to minimize air seepage into new space. Paint type and color shall be chosen at time of construction. Goal for this is to reduce potential for outside air entering space and causing mold issues.

viii. All work is inside a controlled area within the Maintenance compound. The contractor will coordinate with the project manager and/or the COR daily prior to gaining access to the worksite. All vehicles will be checked for FOD each time the apron Entry Control Point (ECP) is crossed.

b. CLIN 002: Interior Repair and Replacement

i. Demolition Work:

a. Remove all drywall and wall coverings to expose all piping and electrical work.

b. Remove flooring down to concrete.

c. Remove all plumbing fixtures (lavs, toilets, showers, faucets, etc.)

d. Remove all electrical lighting and switches.

e. Remove all lockers and equipment and/or accessories (toilet paper holders, paper towels, etc.)

ii. Proposed Work:

a. Install new showers stalls in location shown on proposed plan. The shower walls shall be constructed with tile (or approved equal) to minimize mold growth and requires minimal cleaning, etc. All drywall areas in shower area shall have ceramic wall tile installed IAW with 126ARW interior finish standards (attached). Shower area will also have a separate steel door that serves for privacy and to prevent moisture entering rest of locker room area. Contractor shall supply hooks in shower area and shower curtain and rods for complete and usable area. Install new exhaust fan in shower area to minimize mold growth. Exhaust fan should be tied to lights to ensure it is always being used.

b. Install new urinals and toilets as space will allow with associated partitions and accessories IAW with all codes, finish standards and proposed plan.

c. Install new sinks with solid surface countertop (to be determined during material submittals). Soap dispensers should be separate from sink installation and easy to refill and mounted in area near sink.

d. Provide a locker plan fitting as many lockers in the space remaining in the rear of the room. Current layout proposed on plan (not set in stone), is proposing 55 12” wide lockers. Lockers shall adhere to finish standards being 12” wide x 24” deep x 72” tall.

Locker plan shall be submitted as shop drawing for approval. Provide bench and locations on shop drawings and install accordingly.

e. Install new steel entry doors with automatic closing mechanisms for both the bathroom and locker room area. Bathroom door shall match existing in terms of functionality.

f. Flooring shall be prepared for epoxy type flooring and cove to minimize maintenance and withstand heavy foot traffic and oil/chemical stains.

g. Install new exhaust fan in bathroom area to accommodate heavy workload and usage.

Exhaust fan should be tied to lights to ensure it is always being used.

h. All lighting shall be waterproof rated, LED and IAW with all NEC and local codes.

Ensure both areas are well lit to prevent any safety mishaps. Lighting, at a minimum, shall be in the following locations:

• Each shower stall (or approved equal material)

• Shower Room Area

• Locker Room Area

• Bathroom Area (over sink, over urinals/toilets

• In walking areas (between doorways) and between sinks and toilets/urinals

i. Install new bathroom accessories where applicable (i.e. ADA bar, toilet paper dispenser, paper towel dispenser, soap dispenser, etc.).

j. Install Ceramic Wall tile (IAW 126ARW Interior Standards) for all exposed drywall areas in bathroom and locker room area up to a height of 48”. See suggested locations for tile (IN RED) below.

PROPOSED TILE LOCATION:
