STATEMENT OF WORK

1. Title: Security Forces Flight Mobile Intelligent Vehicle Undercarriage Scanner

2. Location:133d Airlift Wing
Minnesota Air National Guard Base

614 Militia Drive St Paul, MN 55111

3. Description of Requirement: Purchase a Mobile Intelligent Vehicle Undercarriage Scanner for the 133rd Security Forces Squadron. This system will enable SF personnel to greatly increase their capability of detection of foreign objects in the undercarriage area of vehicles and increase the overall security and safety of the Installation. Can be used to set up temporary Installation Entry Control points. Can be used to conduct Random Anti-Terrorist Measures. Can be used for large scale events.

A. Mobile Intelligent Vehicle Undercarriage Scanner

1. Qty. 2 Each B. Must have a daylight readable, LED back lit, touch screen operator terminal.

C. Must have a IP68 rated scanner.

D. Must be capable of creating 3-D digital images.

E. Must be capable of day and night operation.

F. Must be capable of operating at -30 to 150 degrees Fahrenheit.

G. Must have up to a 30-ton axle capacity.

H. Must be effective up to 20 MPH.

I. Must include a traffic light.

J. Must be a sealed unit to protect against heat, dust, water and vibration.

K. Must contain software that will automatically detect foreign objects or changes to a vehicle undercarriage and be capable of providing both visual and audible alerts on the operator terminal.

L. Must be capable of automatically identifying any change or difference between a newly scanned vehicle’s undercarriage and the undercarriage of the reference image of the same or similar vehicle without the intervention of a system operator.

M. Must have an automatic license plate camera that is fully integrated with the automatic under vehicle inspection system with a 98% probability of detection.

N. Must be capable of automatically identifying a reference image of the same or similar vehicle for automatic comparison in the system database, based solely on the vehicles undercarriage characteristics and not by way of a license plate or RFID tag or any other vehicle identifier.

O. Must be capable of identifying each vehicle’s make and model based solely on the vehicles undercarriage image and/or plate number.

P. Must have intelligent license plate analytics capabilities.

Q. Must have intelligent vehicle occupant detection system capable of detection through tinted glass and low light conditions.

R. Must be capable of scanning a vehicle undercarriage in under 5 seconds.

S. Must be an ISO 9001 Certified Manufacture.

T. Installation and Training provided.

U. Requires cable between the scanner and computer.
