Questions and Answers

Number Question

01 Can more information be provided about the asbestos that the awardee can expect to encounter?

Answer The asbestos is the insulation on the chilled water lines, it is between 1-30% asbestos according to a survey done in 2017.

02 How much chiller piping is the contractor intended to remove and replace?

Answer The Contractor will be expected to replace the amount of piping necessary to remove and replace the chiller.

03 Is the expansion tank to be replaced?

Answer The expansion tank should not need to be replaced.

04 Are the chiller water pumps to be replaced?

Answer The water pumps do not need to be replaced, they are still within normal operating parameters.

05 What is the liquidated damages amount for the project with solicitation number: W50S7620R0003

Answer Per DFARS 11.503(b), Liquidated Damages are optional at this anticipated dollar amount and clause was not included in the solicitation.

SOW 4.9, 4.10, and 4.11 appear to apply to refrigerant piping fabricated and installed on site. Refrigerant piping associated with the chiller will be factory installed. All refrigerant piping will be installed, tested, evacuated, and charged with refrigerant at the factory. Please confirm that these SOW sections do not apply to the factory installed refrigeration circuits on the new chiller.

Answer Confirmed. The above mentioned SOW sections do not apply to the factory installed refrigeration circuits on the new chiller. The SOW covers chilled water piping.

07 Will the site visit sign-in sheet be posted through an addendum?

Answer The site visit sign-in sheet was posted to the beta.SAM solicitation on 14 August 2020.

08 How much of the existing chilled water piping is to be removed and replaced?

Answer See answer to #02 above. Also posted to beta.SAM solicitation on 14 August 2020.

09 How much of the existing chilled water insulation is to be abated and replaced?

Answer The minimum that is necessary to remove the old and install the new chiller.

10 Can replacement of the chiller take place during normal working hours (7:00 AM through 4:00 PM), or should weekend work be anticipated when replacing the chiller?

Answer Replacement would be preferred during the weekend, but replacement during the week may be acceptable if properly coordinated in advance.

11 Can we bid this one since we did not attend meeting?

Answer Yes.

12 Will Schneider, since they are a proprietary company be necessary or can I quote Niagara controls, which I could integrate into their system?

Answer The controls used in this project must be compatible with the Schneider StruxureWare DDC system.

13 Electrical – Has anyone verified the existing electrical feeder and breaker are of sufficient size for the new larger chiller?

Answer This will be done once the contractor submits the specifications for the chiller. However, the existing disconnect to the existing chiller is 208/230, 225 amp breaker.

14 Existing Pump – There is no indication that the pump is to be changed out. The existing pump appear to be near the end of its life. Please advised if pump is to be replaced.

15 Install time vs equipment delivery – A 90 day window does not appear to be adequate for the chiller delivery. 90 days for install after arrival of equipment is a more realistic expectation.

Answer This question was raised during the site visit as an across-the-industry issue. Please provide your earliest, realistic estimated install date in your quote.

16 OH Wire – Will the NAS JRB be disconnecting the overhead power lines for safe removal and installation of the equipment? If not, who should we contact for make safe?

Answer No, the contractor will need to contact Navy Public works at 817-782-6268. If required, picnic table awning could be temporarily relocated to facilitate installation.

17 Objectives – We are being asked to maintain environmental conditions with a 40 ton chiller and LNC Network 8000 controller. What are the conditions we need to satisfy?

Answer 78.0° F (25.6 °C) dry-bulb / 57.9° F (14.4 °C) dewpoint / 50-percent relative humidity (cooling) 68°F (20°C) dry bulb (heating) IAW ufc 3-410-01 paras 3-5.3.1 and 3-5.3.3

18 Item 4.9 – Flush system and replace refrigerant dryers. The system appears to be chilled water. What is expected?

Answer None of this type of work is necessary if not needed for installation of the system.

19 Item 4.10 – replace refrigerant dryers. The system appears to be chilled water. What is expected?

Answer None of this type of work is necessary if not needed for installation of the system.

20 Item 4.12 – Insulation – How much existing pipe needs to be insulated? Size?

Answer The minimum required to accomplish installation of the new chiller, match insulation size to existing insulation.

21 Is there an opportunity to visit the site virtually or in person?

Answer A mass site visit was held on 13 August 2020. All additional site visits will be based upon the availability of sufficient manning to accommodate the request.
