STATEMENT OF WORK

Replace HVAC System for TXANG NAS JRB Ft Worth

JRB Bldg 1740 Jan 30, 2020

1. Background: The existing HVAC system provides conditioned air to the medical group building at NAS Ft Worth JRB that’s supporting administrative and training functions, a variety of open and enclosed office spaces, and multi-use conference spaces. The existing Carrier 30 Ton Model number: 30GT040-500KA, Serial number: 3193F60885 HVAC/chiller system is no longer operational.

2. The contractor shall furnish all labor, parts, tools, plant, equipment, appliances, transportation and materials necessary. The contractor shall procure and install a properly sized air to air Carrier brand chiller unit for the required conditioned air space. Work shall include a power phase monitor on new chiller to prevent damage to unit in the event of improperly phased power. All work shall be performed in accordance with this Statement of Work (SOW) and associated specifications and drawings. All work shall also be performed in accordance with international, federal, state, local building codes, and Unified Facilities Criteria (UFC). (See Section 7. References).

3. Objectives: It is the government’s intent for the contractor to provide a turnkey HVAC replacement solution by providing a 40 Ton Air Cooled Chiller system that will maintain environmental conditions by a LNC Network 8000 controller.

3.1. All government provided drawings or As-builts are for reference only. Contractor shall field verify all existing conditions and dimensions.

3.2. Contractor shall observe all applicable Occupational Safety and Health Administration (OSHA) and State safety precautions pertaining to the contract.

4. Tasks: The contractor shall perform the following, but not limited to:

4.1. 40 Ton Carrier Air Cooled Chiller system must include but not limited to the following:

• Chiller must utilize R-410a Refrigerant

• Must be compatible with 208/230V

• BACnet and LON Translator Control

• Crank Case Heater on all Compressors

• Heat Trace on Chilled Water Piping

• Security Grilles/Hail Guards

• Ships with bottom skid, top crate, and bag

• Power phase monitor with shutdown feature

4.2. Reclaim refrigerant from existing chiller to be removed per approved EPA guidelines. Refrigerant will be left on site for TXANG to properly dispose of.

4.3. Remove existing chiller, CHW piping and other debris caused from construction. All materials to be reviewed by 136 CES personnel prior to disposal. TXANG reserves right to repurpose parts/components of removed chiller to be used on other existing chiller systems elsewhere.

4.3.1. Encapsulated Asbestos insulation is present on CHW piping from the chiller to the AHU Coil, abatement will be necessary.

4.4. Contractor to furnish all required crane, rigging, transportation, hoisting, and securing for all equipment required for this project.

4.5. Rework existing new chiller housekeeper pads to allow for new equipment installation where applicable. All modifications must be made to match existing means and methods.

4.6. Provide labor and materials to install new chiller in place of existing chiller being removed.

4.7. Connect to all existing refrigerant relief piping and valves. Replace as required.

4.8. Furnish and install electrical as required to connect to the chiller system. All electrical and instrumentation wiring shall comply with manufacturer’s requirements. Disconnect and reconnect electrical to include the following;

4.8.1. Lockout/Tag out the existing chiller disconnect in building

4.8.2. Disconnect conduit and wiring feeding the existing chiller

4.8.3. Provide and install new fusible disconnects

4.8.4. Provide and install wiring and conduit from new disconnects to new chiller panel

4.8.5. Check voltages and rotation

4.8.6. Label disconnects

4.9. Flush existing refrigerant piping and replace all refrigerant dryers throughout the system. Contractor will install suction line dryers on both circuits.

4.10. Two weeks after installation, contractor will remove suction line dryers and replace all liquid line dryers.

4.11. Contractor will perform bleed down test utilizing vacuum pump for 24 hours on both circuit prior to connecting new chiller to existing refrigerant lines.

4.12. Furnish and install new insulation on existing and newly installed pipe, valves, and fittings.

4.13. Perform factory start up inspection on new chiller system.

4.14. Set expansion valves for each circuit.

4.15. Log machine pressures, temperatures, flow, amperage and voltage.

4.16. Install proper LNC Network 8000 controls system. Coordinate with existing Controls Company (Schneider Electric) to ensure proper connection to building automation system.

4.17. Test and Balance system for optimal operation.

4.18. Provide (4) hours of owner operational training.

4.19. Provide 1 year construction installation warranty on entire project.

4.20. Provide 5 year warranty on all parts and equipment for project.

4.21. Coordinate inspections as required by the contracting officer’s representative (COR). The completion of a government inspection does not relieve the contractor of its responsibility to comply with required project documents, code, or the need to provide quality materials and workmanship.

4.21.1. Clean job site daily. Site shall be cleaned and restored to initial cleanliness prior to final acceptance.

4.21.2. Request a pre-final inspection from the government for the purpose of identifying and resolving common project deficiencies. Request a final acceptance inspection from the government for the purpose of identifying and resolving minor less-common deficiencies prior to project closeout.

4.21.3 The contractor shall immediately notify the COR upon discovery of any unforeseen site conditions or discrepancies between the government’s project documents and manufacturer’s guidance.

5. Delivery: The contractor shall perform the following:

5.1. Provide proof of insurance.

5.2. Provide bonding or alternative forms of bonding in accordance with FAR

28.102 (contracts exceeding 30k).

5.3. Provide a progress schedule and bi-weekly progress reports on a government approved format after the issuance of an NTP for all projects exceeding ninety days, or otherwise indicated by the contracting officer.

5.4. Provide submittals in advance to the government prior to purchase. Government COR will review and approve all submittals prior to purchase.

5.5. Provide a release of claims after completion of project.

5.6. Provide a letter of guarantee after completion of project.

5.7. Minimum one (1) year on all workmanship and standard manufacturer’s warranty on products.

5.8. Contractor Manpower Reporting shall be completed in accordance with Contract Line Item 0002. See extended description of the solicitation/award document for more information.

6. Government Furnished Property: The government shall furnish access to electrical power and water.

8. Security: The government may prohibit installation access to anyone categorized as a security concern. These concerns may include, but are not limited to: record of criminal conduct (active arrest warrant), felony conviction, illegal drug involvement, personal conduct, registration on any sexual offender registry, record of convictions/charges stemming from disrespect for law, and non-us citizen without proper documentation. It is the contractor’s responsibility to contact the Government Point of Contact (POC) to determine eligibility and any associated cost with obtaining installation access.

9. Period of Performance:

9.1. Contractor shall coordinate material ordering and delivery schedule so that all demolition, repairs and construction are completed in three months, ninety (90) calendar days after the issuance of a notice to proceed (NTP).

9.2. The normal business hours for the government are 6:30AM to 5:15PM, Tuesday through Friday with the exception of Holidays, unless arrangements have been made in advance.
