W50S6S20R0004 – Airfield Sunshade Fabric Replacement Q&A 1.

Q. Are the original building/construction drawings available?

A. Original drawings are marked confidential and not available for distribution.

Q. How many linear feet of structure will be accessible at one time?

A. A precise measurement of linear feet is not available. However, 4 spots per row, 8 spots total are anticipated to be available at one time.

Q. Is night work an option?

A. Yes, with proper coordination and contracting officer approval. If the contractor desires to work after 3:30 p.m., weekends, or during federal holidays, the contractor must submit the request to the Contracting Officer at least 2 business days in advance. Each request will be considered on a case-by-case basis.

Q. Is weekend work an option?

A. Limited weekend work may be available with proper coordination and contracting officer approval. If the contractor desires to work after 3:30 p.m., weekends, or during federal holidays, the contractor must submit the request to the Contracting Officer at least 2 business days in advance. Each request will be considered on a case-by-case basis

Q. Vendor X will not be able to attend the pre-bid site visit. Does this preclude us from bidding?

A. No. However, per page 3 of the RFP ‘Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.’

Q. Are there any pictures and/or drawings that show how the fabric is attached to the structure? Requested drawings/pictures would include underside of the canopy and topside, valley line, peak line, front or back.

A. Drawings are unavailable as indicated in response to question 1. Limited photos (if available) may be posted with an amendment, within 1 day prior to RFP close.

Q. Sections 2 & 4 reference "manufacturer's instructions". Neither the manufacture name nor the manufacturer's instructions are included in SON. Are they available?

A. No, by providing specific instructions, competition would be limited to one specific product manufacturer. As such, instructions may vary depending on which manufacturer the vendor obtains the fabric from. Thus the offeror will be responsible to obtain/determine necessary installation techniques.

Q. Does the material need to be Berry Act compliant / Does the Government require the fabric to be manufactured in the United States?

A. Yes, also see DFARS Clause 252.225-7012 Preference for Certain Domestic Commodities.

Q. Does any type of sealed engineering need to be submitted with the bid?

A. No, sealed engineering is not required as there are to be no structural changes.

10.

Q. What is the age of the shelters/current membrane fabric?

A. Shelters are approximately 20 years old. Fabric was last replaced in 2010.

Q. Does the Government want the same material?

A. While the current fabric has provided UV reduction properties, material with more rain resistance may be beneficial to the end user. Offerors should consider the purpose and climate within which to be installed, and propose a product they believe is appropriate at the best value.

Q. Did the Government remove all of the self-drilling fasteners that held the fabric in place?

If not is it the Contractor's responsibility to remove all of the existing fasteners before installing the new fabric?

A. Unknown, contractor would be responsible to verify. It is the Contractor's responsibility to remove all of the existing fasteners before installing the new fabric

Q. Can you define the minimum order the Government will purchase so we can provide the very best unit rates?

A. CLINS 0001, 0002, 0003 are anticipated in the base award.

14.

Q. What is the anticipated timing for rescreening the flight line canopies?

A. Please refer to paragraph 8 of the Statement of Need.
