Question Answer On the east side (outside) of the run of fencing near the turnaround of the concrete access road, there is a steep hill approximately 20’+/- from the existing fence line.

With the clearing and grubbing mentioning clearing of 30’ outside of the fence, would be acceptable to stop at the edge of the hill for clearing at this location?

UFC states 30' of a clear zone on the outer perimeter of the fence. This distance is not 30' following the terrain of the land, but of a horizontal plane 30' out. There should be no limbs, shrubs, or trees in the 30' horizontal plane.

Will private utility locates be required or will utility locates be handled by base CE?

Private locates are required. This is pertains to any portion of the project on the inside or outside of perimeter fence.

Please confirm that cable barrier will confirm to UFC 4- 022-03 and not a system from the DoD Anti-Ram Vehicle Barrier List. Please note the UFC double cable barrier is not crash rated or found on the DoD list.

Using DOD Anti-Ram listing, cabling must abide by P2 penetration rating. Penetration max should not exceed 23' tested at a max of 200'.

Please provide clarification on what is meant by “reweave bottom fabric”.

Existing chain link fence fabric needs to be attached to the bottom strain. Overtime, the fabric has torn away from this portion of the fence. This is to eliminate humans and wildlife from gaining access to the base.

Where can a list of approved equipment or requirements be found to comply with FAA?

There is not an approved listing. The contractor would have to submit their equipment dimensions to FAA for approval.

For areas close to road, will lanes be able to be blocked?

If lanes need to be closed or blocked, contractor will need to provide cones and early notification. We will notify the county in advance.

Is all materials and compaction testing being handled by the government? If not, what testing will need to be handled by the contractor?

Testing will be handled by government.

Will subgrade (earth) for roadways need to meet a compaction standard?

For subgrade, contractor needs to follow ALDOT guidance.

For minority and female participation, is a MWBE percentage required or just a participation percentage required?

This will not be tracked as part of this contract.

Can temporary fencing of like kind to permanent fence be installed to maintain a secure perimeter?

Yes. Temporary fencing must be tied to existing fencing to avoid any gaps in security.

Reference section 1.2 part Y of the SOW. The access road concrete references reinforcement for the concrete but does not specify size, type nor desired spacing. Please specify reinforcing for the concrete driveway.
