About this file

This document includes an amendment to specifications for a federal construction solicitation as well as questions and answers related to the opportunity. The solicitation is for construction services for an ADAL C-17 AGE Facility at Building 14415. The amendment makes minor corrections to specification section references and table of contents. It also requires a qualified third party inspector for shop fabrication and erection work instead of limiting the work to AISC-certified firms. The questions and answers provide additional details on the existing fire alarm and mass notification systems and require involvement of a qualified fire protection engineer for all aspects of the project. The opportunity is solicitation number W50S6L-20-B-0009 from the Department of the Army Alaska Army National Guard for construction with a site visit on April 22, 2020, questions due by April 28, and bids due by May 19.

TO ALL BIDDERS ADDENDUM NO. 1

Date: 04/28/20

Project: ADAL C-17 AGE Facility Building 14415

Project No.: FXSB172535

The following changes, additions, and/or clarifications shall be made to the specifications for the work of the above project.

This addendum forms a part of the contract documents and in case of a conflict between drawings, specifications, and this addendum, the addendum shall govern.

Bid Questions, received 4/27/20 via 3 emails from Gerald Romig

1. I'm emailing regarding the Final Design Submittal Specs, just a couple of small things. Section 017700 is duplicated on the TOC, and Section 265219 (pg. 390) is a number mismatch to the TOC (listed as Section 265213).

AE Response:

Specification – Table of Contents – Page 000001-1 Delete: the duplicate “017700 Closeout Procedures”.

Specification - - Table of Contents – Page 000001-3 Replace: “265213” With: “265219”

2. Spec section 284621.11, 1.5, C, & 1.6, B is asking for A QFPE who has a contractual agreement with the contractor. For this job in particular we are only adding 8 devices to the FA/MN system. Is a QFPE really necessary for a job this small? Or can this be done with a NICET IV technician in our own office?

AE Response: UFC 3-600-01 requires the QFPE to be involved in all aspects of the design and commissioning of the project.

3. Spec section 284621.11, 2.4, A, says to re-use the existing fire alarm control unit. We can’t find anywhere on the drawings or in the specs that tell us what the existing fire alarm/mass notification system is. Can we get the manufacturer and model of the existing Fire Alarm/mass notification system or pictures?

AE Response: The fire alarm system appears to be Monaco. The mass notification system is Wheelock Safepath. See attached photos.

4. Please see Spec Section 051200-1.8 A and B. These restrictions will severely limit the pool of Alaskan fabricators and erectors, driving the cost of the project up and accomplishing nothing in return.

Please consider revising these sections to include the option for the use on third party independent inspections thus eliminating the need for erectors and fabricators to pay AISC to provide nothing of use to the project.

AE Response:

Specification – Section 051200 – para. 1.8 A – Page 051200-3 Replace: “A qualified fabricator that participates in the AISC Quality Certification Program and is designated an AISC-Certified Plant, Category BU or is accredited by the IAS Fabricator Inspection Program for Structural Steel (Acceptance Criteria 172).”

With: “A qualified fabricator with at least 5 years of experience with similar project types.

All shop fabrication must be special inspected by a third party special inspector in accordance with the requirements of Chapter 17 of the IBC and AISC 360.”

Specification – Section 051200 – para. 1.8 B – Page 051200-3 Replace: “A qualified installer who participates in the AISC Quality Certification Program and is designated an AISC-Certified Erector, Category ASCE.”

With: “A qualified installer with at least 5 years of experience with similar project types.”
