RFI # 1 Fort Totten, NY USARC Security Upgrade Project
W15QKN20Q5167
NOTE FROM RFOS: ALL QUESTIONS HAVE BEEN ANSWERED AFTER THE SCHEDULED WALKTHROUGH ON FRIDAY, APRIL 24, 2020 Question 1. In previous projects of similar nature throughout the 99th Army Reserve 13 state territory Contractors were required to utilize a full line, certified distributor for a minimum of 5 years, will this be required for this Project?
A: Yes Question 2. Will the Contractor be required to hold a valid CAC card to properly configure systems and test readers throughout Base in all modes of authentication or will the Government be dedicating personnel with valid CAC card for multiple days of configuration and testing?
A: Highly preferred due to availability issues, however not required Question 3. Will the Government be requiring Biometric Readers on Exterior Points of Entry for utilization of Contractor Visitor Pass?
Scope of Work calls for Dual ACCESS CAC Readers:
“11.6.9. Force Protection Condition (FPCON) Levels
- There are four (4) force protection levels:
Alpha Bravo Charlie Delta
- Force protection levels override time-based access levels. The PACS shall be protected according to Bravo as a minimum requirement. The system shall be able to support directed upgrade from Bravo to Delta protection from the head-end solution (switching reader modes) without requiring direct contact with any individual readers.
Threat Level Alpha: Contact plus PIN Threat Level Bravo: Contact plus PIN Threat Level Charlie: Contact plus PIN Threat Level Delta: Contact plus PIN plus biometrics Readers shall accept the Veridt Biometric Visitor Badge Solution in any mode of authentication and at FPCON Levels.”
Note: If Dual Readers are required, Biometrics would not be provided and Readers will not meet FPCON Level Regulations.
Recommend: Biometric Readers be utilized at Gates and Exterior Points of Entry.
Recommend: Dual Factor Readers for all Interior Doorways.
Please advise if Readers shall be equipped with Biometrics.
A: Yes, Biometric Readers, will be required at all exterior access points, that were shown during the walkthrough, to include vehicle and man gates. They need to match or link up seamlessly to the pre-existing readers at buildings 121 and B123, which were also shown during the walkthrough, which was one of the main reasons for the requested walkthrough.
Question 4. Is it the Government’s intent to network all Gates and Buildings together throughout the Ft Totten Base, i.e.: Main Gates, Building 200, Building 206, AMSA Shop, Motor Pool Gates, Building 330, Gym Building, etc.?
A: Yes that is the ultimate goal Question 5. AMSA Shop currently has Galaxy Access Control and Veridt Biometric Readers inclusive of a laptop and Enrollment for AMSA Shop personnel as per Regulation.
Where will the second Enrollment and laptop reside for the balance of the Facilities throughout Ft. Totten or is it the Government’s intent to allow Buildings 330, 206 and 200 to enroll personnel at each Building?
A: The one new required laptop, that will control the rest of the facility, will reside in building 200 on the third floor either in the DPW office or the 151 TIOG office next door, exact location of laptop TBD Question 6. Will a server be required to act as a Redundant Data Collector for the entire Solution and if so, where will the server reside?
A: Yes, and it will be located in the DPW office Question 7. Will the Government provide GFE Network Pathways between all Buildings (200, 206, 330, AMSA, Gym, etc.) or will it be the Contractor’s responsibility to build a fiber/copper network throughout the Base?
A: For any that don’t already exist and/or can’t be used, the contractor will be responsible to build a fiber/copper network throughout the base.
Question 8. There seems to be prior communications included in this Bid Package about cameras. The Scope of Work does not include any verbiage in regards to the changing of any cameras, quantities or locations; are cameras part of this Project?
A: No camera work is included in this project Question 9. Will the Contractor be utilizing all Gate Operators and Door Locking Hardware throughout the Site?
A: Yes, any pre-existing equipment that was deemed questionable during the walkthrough will need to be replaced by vendor Question 10. Shall Contractor anticipate any trenching within this Contract or are all existing conveyances suitable for re-use?
A: Yes, unforeseen trenching will be required as found during the walkthrough, in particular at the main gate at B206 Question 11. Scope of Work calls for a Duration Time Period of 90 days; based on lead times of equipment in today’s COVID-19 environment and many manufacturers understaffed and in some cases completely closed, will the Government be considering a longer duration completion time for this Project?
A: Yes, given the current environment POP has been increased to 150 days from Notice to Proceed

Post Walkthrough Questions
Question 1. During our walkthrough it was discovered no Fiber Communications exist from Buildings 124 and 128. Will it be the contractor’s responsibility to provide Fiberoptics to these Buildings to communicate back to Building 200?
A: Yes, please note per the G6 at Fort Totten fiber is run from B128 to B200. B124 does not have existing fiber and will need to be singlemode Question 2. Will the Contractor be required to trench from closest available Fiber Feed to extend Fiber Communications for Building 124 and 128?
A: Yes, if capable fiber does not pre-exist, but please see question 1 directly above Question 3. During the Walkthrough it was discovered High/Low Pedestals currently exist at Main Gate and Motor Pool Gate. Does the Government wish to add a second Reader to these locations?
A: Yes, as also mentioned during the walkthrough Question 4. During our Walkthrough we could not gain access to Building 206 IT Closet to confirm the existence of Fiberoptics nor could we confirm at Building D-Mark in Building 200 that Fiber is fed from Building 200 to Building 206. Can the Government confirm Building 206 does have a Fiber Pathway from Building 206 to Building 200, how many available spare strands and type of Fiber i.e. Multimode or Singlemode?
A: Please see pictures attached photos for the equipment in the NOC Server Room on the 2nd floor of B200, the communications room in the Assembly Hall of B200, and communications for B319. At this time, due to the current environment, the communications room in B206 is still inaccessible due to a cipher lock issue. However, I have confirmed with the G6 Section at Fort Totten that there is multimode fiber run from B206 andB330 to B200. However, please note per the G6 at Fort Totten, via new IT USARC regulations, any new fiber run must be singlemode.
Question 5. Scope of Work does not mention Gym Building 319. During the Walkthrough it was discovered Building 319 does currently have a Keypad on Front Entrance. Would the Government like to add Building 319 to this Project?
A: Yes at the time of SOW it was not yet determined if B319 would still be in the 99th footprint, it is, and as such the one keep pad will need to be replaced with the required reader. Also please note buildings 206, 319 and 330 are Historical Buildings. As the keypads get removed, and replaced with smaller card readers, any work done to the outside of these specific buildings would need to be pre-approved, materials used etc. Also, for all buildings, due to the size difference (existing keypad/reader) any required patch work after keypads are removed, would need to be address in contractors proposal. CAC Reader location does not exactly have to be located where keypad was, just close enough to the entry point where it can be utilized to open said entry point without delay.
Question 6. During the Walkthrough it was noticed that existing Underground Conduits exist feeding the following locations: Rear Man Gate to Building 200, Upper Lot Building 206, Main Gate to Building 200 and Pedestals at MEP Gate from Training Building 128 including Walkthrough Man Gate. Would the Government assume underground Conduits are suitable for reuse back to Building 200?
A: Yes, due to lack of access to underground conduit, the 99th assumes it can currently be reused.
Question 7. During the Walkthrough it was discovered Gate Operator and Keypad were Stand Alone with no communication conduit available. (2) Conduits existed, both contained power feeds to Gate Operator. Would the Government like the contractor to trench from Building 206 to Gate Operator location for a communication conduit to be installed?
A: Yes, as discussed with all contractors at the walkthrough on Friday, April 24, 2020, there will need to be a trench at the gate by B206 Question 8. Where would the Government like the Server for the Access Control Solution to reside in Building 200?
A: Yes in the DPW office Question 9. Where would the Government like the Enrollment Laptop and Biometric Finger Scanner to reside for the Access Control Solution in Building 200?
A: Yes in the DPW office Question 10. As per the SOW: “Readers shall accept the Veridt Biometric Visitor Badge Solution in any mode of authentication and at FPCON Levels.”
How many Visitor/Contractor Badges will the Facility require as part of the Bid?
A: Yes, figure 200 Question 11. During the Walkthrough it was noticed multiple Doors throughout Ft. Totten related to Access Control were in poor condition including Door Closers, Handles, Crash Bars, Electric Strikes, Hinges etc. To what extent will the Contractor be responsible for the replacement and modification of Doors and Hardware for proper functionality?
A: Yes, any equipment deemed unusable during the walkthrough should be replaced by contractor and included in their proposed estimate Question 12. How many hours of training would the Government like allotted after solution is completed and tested?
A: 2 days, that way if a unit can’t attend one training, they have a makeup opportunity Question 13. Will the Government be requiring all site personnel in all Facilities to be enrolled in System prior to removing existing keypads and replaced with CAC Readers?
A: Yes, to avoid an lockout periods Question 14. Will Government be requiring all new Pedestals where Pedestals currently exist or may Pedestals be reused?
A: If able, and needed, existing pedestals can be reused Question 15. Noticed during Walkthrough Pedestal at Upper POV Lot to Building 206 had been hit and was bent. Please advise.
A: Yes, it is bent, contractor will either need to repair if able, or just replace and include cost in their proposed estimate.
Question 16. Would the Government like the existing Readers on the AMSA Shop replaced with new or to remain? If to remain, would the Government like the Readers flashed to the new updates to match all new Readers under this contract?
A: Yes, if existing readers can be updated with current versions to match new reader capabilities, then those readers can remain. As mentioned prior the goal is to have the entire facility connected and working seamlessly.
Question 17. Will proof of certifications from Full Line Distributers be required at the time of bid?
A: Yes, as in similar CAC Access projects throughout the 99th RD Question 18. Will past performance in Biometric CAC Access Control be required at the time of bid?
A: Yes, as in similar CAC Access projects throughout the 99th RD Question 19. Will customer require MEP Lot Man Gate next to Drive Gate to have a Reader and weatherproof Locking Hardware?
A: Yes, that Man Gate was overlooked during the walkthrough and in the SOW Question 20. Drawings provided with Bid Documentation includes Building 329 Heated Storage Floor Plan. Is Building 329 part of this project?
A: No B329 is not included in this project Question 21. Would the Government like Weathershields for all Card Readers? What Weathershield would they prefer? Flip Up Part #: 033-200004 or Open Faced Heavy Weather Visor Part #: 033-200500?
A: Yes, Open faced at vehicle gates, and flip up at all other access points Question 22A. Do existing Conduits within Buildings belong to NetOps G6 due to the fact that the existing equipment is Telephone Entry Systems or does 99th DPW own the existing Conduits?
A: Condit is owned by the 99th RD Question 22B. Are Conduits allowed to be reused?
A: Yes, if able enough to complete the mission Question 23. It was noticed during the Walkthrough a Keypad located at the Man Gate Main Gate Entrance presumably for Walk-ins to Ft. Totten. Keypad is currently tied into Telephone Entry Unit at Main Gate. Would Government like this Walk0in Gate to also be equipped with Access Control Card Reader.
A: Yes, that reader was overlooked during the walkthrough
