SCOPE OF WORK STATEMENT (SOW)

357th Military Police Command Military Oceanic Terminal Concord, 410 Norman Avenue Concord, CA 94520

1.0 General: The Army Contracting Command – New Jersey, in support of the 357th MP CO, has a requirement for lodging and meals for a three day Pre mobilization (MSAD) Training Event at Concord, CA.

This is a non-personal services contract to provide lodging and meals. The government shall not exercise any supervisions or control over the contract service providers performing the services herein. Such contract services providers shall be accountable solely to the contractor who, in turn is responsible to the government.

1.1 Period of Performance: Check in: 07 December 2018. Check Out: 10 December 2018.

1.2 Place of Performance: All rooms must be at a single location and be within a 15 mile radius of Military Oceanic Terminal Concord (MOTCO USAR CTR), 410 Norman Avenue, Concord, CA. The distance will be calculated by estimating the distance from the hotel to the exact address of Military Oceanic Terminal Concord (MOTCO USAR CTR), 410 Norman Avenue, Concord, CA.

2.0 Specific Requirements:

2.1 Guest Rooms: The contractor shall provide 50 double occupancy rooms for 94 Soldiers for 3 nights for a total of 150 rooms from 07 December 2018 through 10 December 2018. Females and males will be housed in separate rooms. The Government shall only pay for rooms used.

2.1.1 The double occupancy rooms shall contain, but not limited to, adequate net living and sleeping areas. No more than two people shall be assigned to a double occupancy room and no more than one person shall be assigned to a single room. ROLL away beds and pullout sofas cannot be considered as double occupancy rooms.

Rooms shall be constructed and finished to provide good light and sound attenuation.

Sufficient electrical outlets shall be available and in good working condition.

All entrance doors to rooms shall have interior security locks, either deadbolt or double locking locks. Each room occupant shall be provided with a room key. Access to sleeping rooms shall be via interior corridors.

The parking lot shall be equipped with enough amount of lighting for safety of the soldier’s belongings as well as accommodate all soldiers staying at the hotel. Soldiers shall be arriving and departing in their individual vehicles.

Bathrooms must be in sanitary conditions. Bathrooms must contain a shower and/or tub combination with a wash basin, a properly functioning toilet, and a mirror. Additionally, bathrooms must have adequate lighting and grounded electrical outlets for use of electrical razors, hair dryers etc. The shower or shower/tub combination shall have shower doors or curtains.

Rooms shall have adequate heating and cooling capabilities.

Each room must contain at a minimum: internet access, a television with cable access, iron and iron board, alarm clock and lock box.

All rooms will be non-smoking and free of bed bugs, lice rodents or anything that will make the living conditions unsafe and/or unhealthy.

Daily custodial services shall include, but is not limited to, room cleaning, bed making, linen change (as required), adequate quantities of soap, bath towels, hand towels, sanitized drinking glasses, facial tissues, and cloth bath mat.

3.0 Vendor’s location must be a low crime area, free of drugs and prostitution.

4.0 Food and Beverage: The Contractor shall provide 984 meals commencing with three (3) meals (Breakfast, Lunch, and Dinner). Vegetarian options shall be available. Food and beverage charges are based upon a total of servings per meal. Local government per diem rates for food shall apply, buffet style is preferred. The dining area shall be located at the hotel and needs to have a room capacity that can accommodate up to 150 persons. All Military personnel shall clean up their area and trash when finished eating each meal.

4.1 Breakfast: Hot food shall be available from 05:30 AM to 06:30 AM on the following day(s): 08 December 2018, 09 December 2018 and 10 December 2018. Meal shall include such items as: pancakes, bacon, sausage, eggs, ham, assorted fresh fruit, pastries and cereal. Drinks shall consist of: coffee, milk, and juice. Total meals for breakfast shall be for 123 persons for three (3) days for a total of 369 meals.

4.2 Lunch: Hot food shall be available from 11:30AM to 1:00 PM on the following day(s): 08 December 2018, and 09 December 2018. Meals shall include such items as: garden salad with assorted toppings and dressings, meat selections, vegetables, and starch selection. Drinks shall consist of coffee, milk, tea and juice. Total meals for Lunch shall be for 123 persons for two (2) days for a total of 246 meals.

4.3 Dinner: Hot food shall be available from 6:00PM to -7:30PM for the following day(s): 07 December 2018, 08 December 2018, and 09 December 2018. Meals shall consist of chicken, beef or fish, vegetable, soup or salad and dessert. Drinks shall consist of coffee, milk, tea and soft drinks. Total meals for Dinner shall be for 123 persons for three (3) days for a total of 369 meals.

5.0 Billing/Payment: All rooms shall be paid for through the contracting office, unless noted otherwise. The Federal Government is tax exempt.

5.1 Personal Expenses: Personal expenses in guest rooms such as long distance phone calls, movie rentals, laundry, and room service shall not be billed under the resultant contract. Any such charges will require the occupant(s) to provide their personal credit cards to secure payment for obligations. Any damages that occur will be at the guest’s expense.

5.2 Invoicing: Quantities in this requirement are estimates. Awarded vendor and or third party shall invoice for actual rooms provided only, in accordance with the terms and conditions of the established contract. Only actual rooms used and provided will be accepted and paid for by the Government. Invoices shall be submitted via the Wide Area Work Flow (WAWF) system for processing.

6.0 Room roster: A detailed roster will be provided to the contractor by the Government Point of Contact two (2) days prior to the event start date.

6.1 ADVANCE NOTIFICATION PERIOD: The Government reserves the right to cancel any or all portions of a reservation 24 hours prior to the start date. The cancellation notice will be issued by the Contracting Officer (KO). The Contractor shall waive any charges against the Government due to the cancellation and release it from all obligations under the contract if the Government meets the deadline above.

6.0 Safety/Security: The contractor’s facility shall comply with all applicable fire and safety codes and regulations.

The contractor shall have a security plan to ensure the U.S. Army soldiers are in a safe and crime free environment.

The meeting and sleeping rooms shall have adequate security for Government’s information, supplies, equipment and other properties.

Sleeping rooms shall have adequate locks for doors and windows The hotel presented to the Government must be Federal Emergency Management Agency (FEMA) approved.
