Note: Offeror’s may use another format for submission of quotes. However, all quotes shall contain the minimum information required under Federal Acquisition Regulation (FAR) 52.212-1, Instructions to Offeror’s, Commercial Items (Jan 2017).

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

Solicitation Number W15QKN-19-Q-1028 is issued as a Request for Quotation (RFQ) to fulfill 357th Military Police Command requirement to procure Lodging and Meals in Concord, CA. The Period of Performance (POP) is 07 December 2018 through 10 December 2018. This action is 100% Total Small-Business Set-Aside under NAICS code 721110 – Hotels (except Casino Hotels) and Motels. The requirement shall consist of a total of 2 CLINS for 150 lodging rooms for a total of 3 nights and 984 meals commencing with three (3) meals (Breakfast, Lunch, and Dinner). Specific requirements are listed in the attached Statement of Work.

All proposals shall contain the minimum information required under FAR 52.212-1, Instructions to Offerors, Commercial Items (Jan 2017). Your proposal, in accordance with FAR 52.212-3 Offeror Representations and Certifications, Commercial Items (Nov 2017), shall list your DUNS number or, CAGE code, Company name, Point of Contact and phone number. If you need to obtain or renew a DUNS number or CAGE code, please visit the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/. Lack of registration in the SAM database will make an offeror ineligible for award. Vendor must also be registered in Wide Area Work Flow to receive payment through electronic funds transfer. If you are not currently registered, please visit the following website https://wawf.eb.mil/ to complete your registration.

In accordance with FAR 52.212-2, the Government intends to make an award to the Contractor who submits the Lowest Price Technically Acceptable (LPTA) quote, and deemed responsive and responsible by the Contracting Officer. Offeror must meet the requirements as specified in the Statement of Work (SOW) and this RFQ. The anticipated award will be a Firm Fixed-Price contract. Offerors must submit quotes on the full quantity identified. Failure to submit all information requested in the instruction to offerors could be cause for rejection of the entire quote. The Contracting Officer reserves the right to make no award under this procedure. The Government CANNOT accept pricing above per diem.

The evaluation of quotes will be based off of the following factors:

a. Technical Evaluation: A facility assessment consisting of cleanliness, amenities, and conformance with the terms in the SOW.

b. Price: Pricing must be submitted in the proper format. Pricing for Line Item 0001; The proper format consists of QUANTITY * UNIT PRICE = NET AMT. In the event there is a difference between a unit price and the extended total, the unit price will be held to the intended price. Pricing for Line Item 0002; see below in Section SUPPLIES and SERVICES. If the offeror shows only the total price but fails to enter a unit price, the total divided by the estimated quantity will be held to be the intended price. The Federal Government is Tax Exempt.

The contractor must provide Point of Contact (POC) at the facility from commencement to conclusion of the event. This person cannot be an employee of the hotel if the quote is submitted by a third party vendor. This person must be an employee of the company submitting the offer. The name of the POC, email and telephone number must be submitted with their quote/offer. The POC listed below (who will be at each event) cannot be changed without prior written approval from the Contracting Office at least 3 business days in advance. No smoking rooms required. Personal expenses items, and, or services in guest rooms such as long distance phone charges, internet, movie rentals, laundry, room services, etc… will be paid directly by the guest, and shall not be billed under the resultant purchase order.

The area of consideration is within a 15 – mile radius of Military Oceanic Terminal Concord (MOTCO USAR CTR), 410 Norman Avenue, Concord, CA. The distance will be calculated by estimating the distance from the vendor to address previously stated, utilizing the commercial search engine; Bing.

All quotes must be valid for a minimum of 20 days.

Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records--Negotiation.

The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.

The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1)in a subcontract for commercial items. Definitions. As used in this clause--

"Department of Defense Activity Address Code (DoDAAC)" is a six position code that uniquely identifies a unit, activity, or organization.

"Document type" means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).

"Local processing office (LPO)" is the office responsible for payment certification when payment certification is done external to the entitlement system.

Electronic invoicing. The WAWF system is the method to electronically process vendor payment requests and receiving reports, as authorized by DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

WAWF access. To access WAWF, the Contractor shall--

Have a designated electronic business point of contact in the System for Award Management at https://www.acquisition.gov; and

Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self- registration available at this Web site.

WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the "Web Based Training" link on the WAWF home page at https://wawf.eb.mil/.

WAWF methods of document submission. Document submissions may be via Web entry, Electronic Data Interchange, or File Transfer Protocol.

WAWF payment instructions. The Contractor must use the following information when submitting payment requests and receiving reports in WAWF for this contract/order:
