5. QUESTION: PWS PARAGRAPH: 11.3. Background Information:
Contractor/ Sub-contractor, directly performing services/install on this contract shall supply all lead individuals’ qualifications that will be performing work on site (Project Managers, Installers, and Technicians) at the time of proposal.
Contractor/ Sub-contractor shall be required to provide a minimum of 2 lead personnel currently holding valid DOD CAC credentials who will be directly performing the tasks under this contract. Card holders shall have a minimum of Level I OPSEC Training Certification as well as Level I Anti-Terrorism Awareness Training. All certifications and credentials must be and remain valid from the date of proposal through contract duration.
Are CAC Credentials a requirement to submit a bid for this project? If so, is there a way to get CAC credentials prior to the bid deadline? I.e. would the CO be able to sponsor potential bidders? It seems unlikely that any non-incumbent would be able to obtain CAC credentials in time for the bid deadline otherwise.
RESPONSE: CAC credentials are not required to submit a bid.
