RESPONSE TO QUESTIONS BATCH 1
1. Question: Is there an Appendix A or document that describes the type antiquated fixtures to be removed and counts? See Foot Candles (FC’s) but not fixture details.
Response: There is no Appendix A. The solicitation has been amended please see Section 11.5.1.8, as well as the Franklin Lighting List Attachment, as well as Solicitation Amendment W15QKN-18-R-1027- 0001.
2. Question: Good morning. We were reviewing the SOW for the above referenced solicitation, and notice a requirement that may present an issue for us. We are currently working at a DHS Facility (FEMA), and have been through the E-Qip process for PIV badging. The requirements for this project states in, 11.3/11.3.2.1 Contractor/Sub-contractor shall be required to provide a minimum of 2 lead personnel currently holding valid DOD CAC credentials who will be performing the tasks under this contract.
Does the fact that we are in E-Qip and hold PIV card, accessible through FIPS readers, allow us to be able to provide a proposal for this solicitation?
Response: YES
3. Question: "In the SOW, it states “11.5.1.7. Linear LED retrofit lamps that utilize power from existing fluorescent ballasts are not acceptable to the US Army Reserve Support Command.”
Does that mean that fixture retrofit with type B lamps is allowed, or is full fixture replacement required?
Also, is dimming required in all indoor areas, or only where it exists today?"
Response: “11.5.1.7. Linear LED retrofit lamps that utilize power from existing fluorescent ballasts are not acceptable to the US Army Reserve Support Command.”
This means the contractor cannot use LED retrofit lamps with an existing ballast in the existing fixture.
This means the contractor shall use LED strip lamps in the existing fixture. The contractor shall use a Luminaire Conversion Kit for each fixture. Dimming is not required in all indoor areas but only in areas where it currently exists.
4. Question: THIS QUESTIONS IS TWO PARTS A. Can you please provide the reference document we are to follow to comply with the statements "11.5.1.1. Maintain and verify that all light levels (indoor and outdoor) are in accordance with USARC light level (Foot Candles) requirements." and "11.6.1. The LED light fixture shall maintain light levels in accordance with USARC light level (Foot Candles) requirements."
Response: The reference document that the USARC uses for light levels comes from the Unified Facilities Criteria (UFC) which uses industry standard light levels.
B. For clarification, you do not want a solution that includes the use of the old fluorescent ballasts, but you do not want to replace the fixtures except where specifically noted for exterior lights.
Response: Yes, Government does not want a solution that includes the use of the old fluorescent ballasts. Yes, the Government does not want to replace the fixtures except where specifically noted for exterior lights.
5. Question: We would like to arrange a site visit as soon as possible for this project. Please let us know who to contact, and whether any special permits are needed for this?
RESPONSE: For site visits, and whether or not special permits are needed for site visits please refer to the solicitation. All site information is provided in the solicitation.
6. Question: I was wondering what I need to do to quote this project? Will there be Plans?
RESPONSE: The solicitation is posted on Federal Business Opportunities under W15QKN-18-R-1027. In order to submit a proposal you must meet the requirements set forth in the solicitation. The instructions are clearly laid out in the instructions to offeror section of the solicitation. Please make sure to read the entire solicitation prior to submitting a proposal.
7. Question: We do not see any referenced or approved LED lighting manufacturers referenced in any of your posted documents. Does the (USARC) have an approved listing of LED Lighting Manufacturers for this Solicitation?
Response: The Government does not have an approved listing of manufacturers as the Government cannot specify manufacturers. However once a manufacturer is selected, and approved by the Government, the contractor shall use the same manufacturer throughout the facilities.
8. Question: Is payment / performance bonding required for bid offers under a specific amount under FARS? Will the government consider removing the bonding clause if it is not optional? I am quite capable of performing the contract as a sole proprietorship owner, and my business is ‘sized’ by the SBA at 15,000,009 annually, but I’ve only performed one contract for the govt (193rd SOW ANG) for 64K as an emerging small business. This project should fall way under that amount.
Response: The estimated magnitude for this project is between $100,000.00 and $250,000.00 as stated on page 1 of the solictiation. Please refer to FAR Clause 52.228-13 "Alternative Payment Protection", and FAR Clause 52.228-15 "Performance and Payment Bonds-Construction". Please read the entire solictiation. The Government will not consider removing the bonding clause.
