THIS IS A REQUEST FOR INFORMATION (RFI) ONLY – This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. Solicitations are not available at this time. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government to contract for any supply or service whatsoever. All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Army Single Face to Industry (ASFI), if an exception does not apply under Federal Acquisition Regulation 5.202. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. Offerors are advised that the Government is under no obligation to provide feedback to respondents or request any additional information from respondents with respect to any information submitted.
The US Army Contracting Command is exploring options for Contractor to provide During the base year the contractor will provide one (1) Callyo Basic System (overall software system) for one year or 12 months; 150 Callyo lines for a period of 12 months (to be utilized by the entire command); 100,000 Callyo Credits (Pre-Paid with Rollover for the entire command); 24x7x365 Tactical Support; international number support; and Eight (8) (per Battalion) annual licenses (for the stand alone software which manages the call history and recordings).
For each option year the contractor will provide (1) Callyo Basic System (overall software system) for one year or 12 month period; 150 Callyo lines for a period of 12 months (to be utilized by the entire command); 100,000 Callyo Credits (Pre-Paid with Rollover for the entire command); 24x7x365 Tactical Support; international number support; and Eight (8)(per Battalion) and the Major Procurement Fraud Unit (MPFU) annual licenses (for the stand alone software which manages the call history and recordings) per user for a period of 12 months per option year. In addition to audio capability the contractor will provide a video capability in addition to the audio capability.
ACC is seeking the following information:

Potential Respondents shall describe how they would propose to successfully provide the above supplies/support, assuming that all supplies/supports provided by Respondent would be accomplished in accordance with all applicable U.S. laws, regulations, policies, and procedures.
Any documents must be submitted in electronic format (i.e. Microsoft Word or Adobe Acrobat compatible) to the Contracting Officer and Contract Specialist stated below.
Potential Respondents/Teaming Partners must be registered on the Central Contractor Registration (CCR) in the System for Award Management (SAM) database and the online representation and certification application (OCRA) must be activated. For SAM registration, please visit online - https://www.sam.gov/portal/public/SAM.
If you submit Proprietary Information, you must clearly mark as proprietary on every sheet containing such information and segregate the Proprietary information to the maximum extent practical from other portions of your response (e.g. use an attachment or exhibit). Respondents are responsible for adequately marking Proprietary information in their response.
The RESPONSE DATE for this market research is 25 June 2018 by 0900 Eastern Time. No collect calls will be accepted. All responses to this RFI may be submitted via e-mail to John Adamitis, Contracting Specialist, at john.a.adamitis.civ@mail.mil.
Responses to the RFI shall include the following subject line: “Response to RFI for CALLYO” Please be advised that pre-solicitation correspondence (i.e. Questions & Answers, messages, etc.) are solely to aid the potential Offerors. If you find any discrepancies between communication dialog and any forthcoming contractual document (i.e. solicitation, Price Model, etc.), the contractual document shall prevail.
