1. Is this a Hubzone contract?
Response - This is a total small business set-aside as shown on page 1, block 10 of the solicitation SF1449.
2. Why does the solicitation say offers should be delivered to Mr. Robert Sestan’s office in Ft.
Hamilton and not to the Contracting Office? It is my understanding, Mr. Sestan is not a
Contracting Specialist nor Contracting Officer, he is the Director of Logistics.
Response - Instructions to offeror’s #5 has been updated to read:
Proposals shall either be emailed to Katie Lyons at katie.j.lyons.civ@mail.mil (emails shall not exceed 20 MB) or submitted on CD-ROM by the due date/time specified on the SF1449, Block
8, Eastern Standard Time to the following address. Failure to provide your offer in the format identified may be cause for rejection.
Department of the Army
ACC-NJ-WS
Attn: Katie Lyons
Building 5418 South Scott Plaza
Joint Base MDL, New Jersey 08641
3. There should be an Item Number for Bluebark shipments (Deceased Soldiers).
Response - All matters regarding "Bluebark" are directed by the Surface Deployment and
Distribution Command (SDDC). This encompasses topics such as time of notification and priority processing to book shipments through carriers. This also is the mainstay regulatory organization that will control all processes related to "Bluebark" shipments.
The Performance Work Statement (PWS) also offers latitude for the organization based on the priority of these shipments. With the discretion of the family, casualty affairs, SDDC, Army
Contracting Command (ACC) and other various organizations, the importance of these shipments is a protected and valued system.
The inclusion of separate line items, specifically regarding to "Bluebark" shipments into this solicitation would be a deterrent from the process moving forward.
4. The offeror requests a copy of the present rates on file for the DPM contract for the Logistics
Readiness Center at Ft. Hamilton N.Y. under the provisions of the Freedom of Information Act.
Response - The POC for FOIA requests is Kim Miller at ARDEC, kimberly.a.miller276.civ@mail.mil.
5. In response to emailing our Solicitation, I am asking to submit our Solicitation via mail by
United Postal Service in a Binder due to the size of the attachments.
Response - Instructions to offerors #5 have been updated as follows:

6. What period of time is the total award $166,147.50 amount for on Contract W15QKN-13-D-
1003? Does that amount cover one year or several years?
Response - The $166,147.50 is for the first year of the contract.
7. On solicitation W15QKN-17-R-1001 will there be only one award or can there more than one award?
Response - As identified in the SF1449 Basis For Award, #1.a., the Government intends to award one contract resulting from this solicitation.
8. How do I know what I am picking up at each member or employee residence?
Response - The Joint Travel Regulation, in coordination with the Surface Deployment and
Distribution Command (SDDC) website to establish and coordinate shipments, dictates that the
Department of Defense Form 1299 (DD 1299) is to be given to the carrier with the customer contact information (Name, Phone Number, Address) included. This is for the carrier to make contact with the individual customer to ensure a complete process. It is during this initial contact that any questions or issues could be posed by either party (for example, does the customer have any further additions to the shipment, do you have any special items that would need a special crate (ie., Flat screen TV), what do you have so the carrier knows how much packing materials to bring to the location) and any other information that would assist in the process. Part of this process would be the inventory of house hold goods.
9. What does Container, Commercial Spec ASTM 04169-01 mean?
Response - Container, Commercial Spec ASTM 04169-01 is the guideline that dictates the specific dimensions of the crating to use for the shipments. This is based on the size of the shipments, which will change on a case by case basis. The crating will be different sizes, but still needs to meet the specific regulated dimensions. This information also illustrates how the
Government Bill of Lading (GBL) will be positioned, how the crates will be sealed and stenciled, and other pertinent information. For example, a shipment going overseas may have more specific guidelines than a local shipment.
10. Household goods shipments under 1000 lbs., will there be shipments over 1000 lbs.?
Response - There will be shipments over 1,000 lbs. According to the Performance Work
Statement (PWS), the minimum weight for Household Goods would be 500 pounds.
11. Now that solicitation is being received only online, I supposed we are sending in documents that require us to fill out and signatures only, correct?
Response - Proposals shall either be emailed to Katie Lyons at Katie.j.lyons.civ@mail.mil
(emails shall not exceed 20 MB) or submitted on CD-ROM by the due date/time specified on the
SF1449, Block 8, Eastern Standard Time to the following address: Department of the Army
ACC-NJ-WS Attn: Katie Lyons Building 5418 South Scott Plaza Joint Base MDL, New Jersey
08641. Failure to provide your offer in the format identified may be cause for rejection.
Regarding what must be submitted, please refer to the solicitation's Instructions to Offerors.
12. Should item number 0006 on page 12 be for Suffolk County (area 3)?
Response - Please see Amendment 0002. CLINs 0006, 1006, 2006, 3006, and 4006 have been updated to accurately portray Schedule 2, Area 3. Area 3 should only cover Suffolk County, NY.
13. On pages 10-38 of 92, we need more clarity please. What year and service?
Response - In accordance with the instructions to offerors, "The Offeror shall complete
Attachments A-E for each area and schedule. The total price for each schedule and area shall be entered on the SF1449. If there is to be no charge for an item, enter “no charge” or the letters
“NC”."
14. Can we send the Solicitation in parts because it's over 20MB?
Response - Yes, please make sure all attachments are clearly labeled and all emails are labeled as partial or final.
