INSTRUCTIONS TO OFFERORS

REVISED 8/28/15

1. The purpose of this Request for Proposal (RFP) is to perform preventative maintenance on elevators at 30 facilities throughout the 99 th

Regional Support Command (RSC) Northeast Region. This service must be conducted by a certified & licensed elevator professional. Proof of current credentials must be submitted with solicitation.

2. Its the Government intent to make multiple awards, not to exceed three (3), one per district as a result of this solicitation. Award shall be made to the responsible, responsive offeror whose proposal meets the specifications as defined in the performance work statement and whose price is lowest and is found to be technically acceptable.

3. Individual purchase orders may be for a single region or combinations of regions which result in the lowest aggregate cost to the Government.

4. Balance - Offerors are cautioned against submitting an offer that contains unbalanced pricing. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items is significantly overstated or understated as indicated by the application of price analysis techniques. Offers that are determined to be unbalanced may be rejected if the lack of balance poses an unacceptable risk to the Government.

5. The period of performance for this effort shall be a 12-month base period and four, 12-month option periods from date of contract award.

6. Proposals shall be submitted via email to Deborah Terrell, Contract Specialist via deborah.e.terrell.civ@mail.mil no later than 12:PM EST, Friday, September 18 , 2015.

7. Questions regarding this RFP shall be submitted via email to Deborah Terrell, Contract Specialist via deborah.e.terrell.civ@mail.mil no later than 1:00PM EST on Friday, September 11, 2015.

8. It is the offeror’s responsibility that all proposals submitted, regardless of method of transmission, are received in this office prior to the time and date for receipt of proposal.

9. You must be registered in the System for Award Management (SAM) in order to be awarded a Department of

Defense contract. If you need to register in SAM, go to the website https://www.sam.gov/sam .

10. You shall submit all of required representations and certification, electronically in accordance with FAR

52.212-3 Offeror Representations and Certifications - Commercial Items.

11. All offers shall remain valid for 120 calendar days.

12. PROPOSALS MUST BE SUBMITTED ON STANDARD FORM 1449.

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

- Multiple awards may be made as a result of this solicitation not to exceed three.. Award shall be made to the responsible, responsive offeror whose proposal meets the specifications as defined in the performance work statement and whose price is lowest and is found to be technically acceptable.

- Individual purchase orders may be for a single region or combinations of regions which result in the lowest aggregate cost to the Government.

- The overall award will be based upon adequate competition per Region

- This service must be conducted by a certified & licensed elevator professional, therfore, current credentials must be submitted with solicitation. Failure to submit current credentials shall be cause for rejections of the entire proposal.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
