Question and Answer (Q&A) for Virtual Realith Threat Trainer

Joint Base McGuire‐Dix‐Lakehurst

Q: Is this truly a RFQ or a Sources Sought notice?

A: This is an RFQ. We are soliciting bids at this time.

Q: There is no PoP that we could see in either the solicitation or SOW. Based on the information (particularly the SOW 'System Specifics') we reviewed, we recommend a base year plus two option years.

A: FFP standalone contract. This is a one‐time buy; no option years required.

Q: You mention a 90 day timeline for a development/acquisition plan but there is no deliverable listed in the solicitation or SOW. Based on the information we reviewed, a Minimum Viable Product (MVP) would be challenging to produce within a year.

A: 90 day timeline stands as contained in solicitation

Q: We could not find a place of performance mentioned in any of the documents. However, based on working with classified information, the assumption is that developers would be required to work in secure spaces at 87th Air Base Wing (AMC). Is this correct?

A: The expectation is for the company that is awarded the contract to have the necessary secure facilities to develop product on their premises.

Q: You mention working with a 'complete database of classified threats for air, ground, sea and electronic' but we could not find any reference to contractor security clearance requirements. What level of security clearance is required for the developers?

A: Developers will need to have at least a secret clearance.

Q: We could not find certification and accreditation (C&A) requirements listed in any of the documents. Will there be any sort of RMF requirements during development or an ATO required for the MVP?

A: We are unable to provide a response to this question. We are no reference to the acronyms used above (RMF & ATO).

Q: While there are many VR development platforms, such as Unity, Cryengine, and Unreal4, we are not aware of any pre-existing systems that meet your SOW 'System Specifics'. In our humble opinion, this effort will require multiple programmers; people with experience in creating real-time simulations; one or more 3d artists experienced in hard-modeling real life military machinery; and at least one person who has experience in sound design or audio capture. This does not include the personnel required to ensure the physics-based requirements are met. For your situational awareness, the plan of action and milestones we would anticipate for an effort of this complexity are:

Create a design doc for the intended primary game flow

- Develop pre-alpha prototypes with basic features until the core game flow is finished

- Programming through white-boxing; basically using minimal art assets/animations and sound to create things fast and fail fast

- Develop main player and controls

- Implement networking if required

- Develop basic User Interface

- Develop basic Menu and navigation

- Testing to ensure this is a good core gameplay loop

- Release Alpha version - mostly expanding upon the features created in pre-alpha and adding new ones as needed

- Start implementing environment, characters, etc.

- Add art/sound features

- Release Beta version - refining existing features and cutting unneeded ones

- Testing to ensure that bugs are weeded out completely in main features

- Implement more art, basic sound effects

- Add a lot more content (IE: levels, extra weapons, etc.)

- Pre-Release - near final version, no feature adding, just addressing bugs

- Add final art pieces

- Production Release

Is this the type of milestone plan you are expecting within 90 days?

A: Given that we are looking for Commercial‐off‐the Shelf software that would be tweaked/enhanced to meet our specific needs, the above referenced milestone plan within 90 days is expected.

Q: Can the Government please clarify the anticipated contract type to be awarded with this RFQ?

A: FFP standalone contract. This is a one‐time buy contract

Q: Is the Government’s intent behind this requirement for the vendor to develop a training system to meet these capabilities? Or, does the Government intend for Quoter’s to respond with Commercial‐off‐ the‐Shelf (COTS)/Government‐off‐the‐Shelf (GOTS) technologies meeting these requirements?

A: We need VR technology, which is essentially Commercial‐off‐the shelf, which requires enhancements to meet our specific objectives.

Q: Spoke with my computer guys got the quote for the build of the tower, however they informed me that the VR system does not exist yet in 4k? Is there something I'm missing or we are missing knows more about, or can we develop that also?

A: We are looking for high resolution 4K imaging software for the physics and environment resolution which is known to be available for VR.
